Gammage President 1308 County -City Building 227 W. Jefferson Boulevard South Bend, Indiana 46601 The March 12, 1997 Special Meeting of the Redevelopment Authority was called to order at 4:36 p.m. by its President, Andre Gammage. There was a quorum present. 1. ROLL CALL Members Present: Mr. Andre B. Gammage, President Mr. Eugene Ladewski, Secretary Redevelopment Stafl: Mrs. Ann Kolata, Director Mrs. Joelle K. Smith, Recording Secretary • 2. ELECTION OF OFFICERS Mrs. Kolata noted that Mary Ferlic had resigned from the Authority and we need to have an election to fill the office of Secretary. Mrs. Kolata, conducted the Election of Officers. SECRETARY-TREASURER Mr. Gammage nominated Eugene Ladewski to serve as Secretary-Treasurer of the Redevelopment Authority. Mr. Ladewski seconded the nomination. There were no additional nominations. The vote being unanimous, Mr. Ladewski was elected Secretary- Treasurer for 1997. Mr. Gammage resumed the chair. 3. APPROVAL OF MINUTES a. Approval of Minutes of the Special Meeting of Wednesday, February 5, 1997. Upon a motion by Mr. Gammage, seconded by Mr. Ladewski and unanimously carried, the Authority approved the Minutes of the Special Meeting of Wednesday, February 5, 1997. • 1 i, • South Bend Redevelopment Authority Special Meeting -March 12, 1997 4. NEW BUSINESS a. Certification of the South Bend Redevelopment Authority concerning Insurance and Tax Liability -Century Center Project. Mrs. Kolata explained that items 4a through 4i are all related to the same type of certification. We are required to give the Trustee for each of our bonds proof that we have current insurance policies on each property and that there are no outstanding property taxes on the property. This certification must be provided annually. Upon a motion by Mr. Ladewski, seconded by Mr. Gammage and unanimously carried, the Authority approved the Certification Concerning Insurance and Tax Liability for the Century Center. b. Certification of the South Bend Redevelopment Authority concerning Insurance and Tax Liability -College Football Hall of Fame. Upon a motion by Mr. Ladewski, seconded by Mr. Gammage and unanimously • carried, the Authority approved the Certification Concerning Insurance and Tax Liability for the College Football Hall of Fame. c. Certification of the South Bend Redevelopment Authority concerning Insurance and Tax Liability -Stanley Coveleski Regional Stadium. Upon a motion by Mr. Ladewski, seconded by Mr. Gammage and unanimously carried, the Authority approved the Certification Concerning Insurance and Tax Liability for the Stanley Coveleski Regional Stadium. d. Certification of the South Bend Redevelopment Authority concerning Insurance and Tax Liability -Palais Royale. Upon a motion by Mr. Ladewski, seconded by Mr. Gammage and unanimously carried, the Authority approved the Certification Concerning Insurance and Tax Liability for the Palais Royale. e. Certification of the South Bend Redevelopment Authority concerning .Insurance and Tax Liability -Airport Economic Development Area Public Improvement Project (Tax-Exempt Improvement Project). Upon a motion by Mr. Ladewski, seconded by Mr. Gammage and unanimously • carried, the Authority approved the Certification Concerning Insurance and Tax Liability for the Airport Economic Development Area Public Improvement Project (Tax-Exempt Improvement Project). 2 .~ • South Bend Redevelopment Authority Special Meeting -March 12, 1997 f. Certification of the South Bend Redevelopment Authority concerning Insurance and Tag Liability -Airport Economic Development Area Public Improvement Project (Taxable Improvement Project) Upon a motion by Mr. Ladewski, seconded by Mr. Gammage and unanimously carried, the Authority approved the Certification Concerning Insurance and Tax Liability for the Airport Economic Development Area Public Improvement Project (Taxable Improvement Project). g. Certification of the South Bend Redevelopment Authority concerning Insurance and Tax Liability -Blackthorn Golf Course Project. Upon a motion by Mr. Ladewski, seconded by Mr. Gammage and unanimously carried, the Authority approved the Certification Concerning Insurance and Tax Liability for the Blackthorn Golf Course Project. h. Certification of the South Bend Redevelopment Authority concerning • Insurance and Tag Liability -South Bend Central Development Area Public Improvement Project. Upon a motion by Mr. Ladewski, seconded by Mr. Gammage and unanimously carried, the Authority approved the Certification Concerning Insurance and Tax Liability for the South Bend Central Development Area Public Improvement Project. i. Certification of the South Bend Redevelopment Authority concerning Insurance and Tag Liability - 1992 Parking Facilities Project (St. Joseph/Wayne Street Parking Garage). Upon a motion by Mr. Ladewski, seconded by Mr. Gammage and unanimously carried, the Authority approved the Certification Concerning Insurance and Tax Liability for the St. Joseph/Wayne Street Parking Garage. j. Authority approval requested for Norwest Bank to be selected as the bond trustee for the 1997 Airport Tag Exempt Bond Issue. Mrs. Kolata noted that Norwest Bank submitted a proposal to provide Trustee services on the refinanced bond as either a guaranteed price or a variable rate price. The staffhad bond counsel review the proposal and recommends accepting • the guaranteed price of $1250 per year as it will be less expensive over the long term. • South Bend Redevelopment Authority Special Meeting -March 12, 1997 Upon a motion by Mr. Gammage, seconded by Mr. Ladewski and unanimously carried, the Authority approved the fixed rate proposal from Norwest Bank to be selected as the bond trustee for the 1997 Airport Tax Exempt Bond Issue. 5. SET MEETING TIMES FOR 1997 Upon a motion by Mr. Gammage, seconded by Mr. Ladewski and unanimously carried, the Authority set regular meeting times for 1997 as the first and third Friday of each month at 3:30 p.m. in the Board of Public Works Meeting Room. 7. NEXT MEETING DATE: The next meeting of the Redevelopment Authority is scheduled for Friday, March 21, 1997 at 3:30 p.m. 8. ADJOURNMENT There being no further business to come before the Redevelopment Authority, Mr. Gammage made a motion that the meeting be adjourned.
