AN ORDINANCE APPROPRIATING $30,000 FROM THE.COMMUNITY
DEVELOPMENT BLOCK GRANT FUND, FOR GENERAL PARK IMPROVE-
MENTS FOR KING CENTER AND LASALLE PARKS, TO BE ADMINISTERED
BY THE DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT
OF PUBLIC PARKS.
STATEMENT OF PURPOSE AND INTENT:
The task of providing a satisfying and stimulating urban envir-
onment has become a greater and greater challenge. There is a growing
recognition that if our cities, suburbs, and metropolitan areas are to
be liveable and pleasant it is essential that a system of parks, recrea-
tional facilities /areas, open space, and even some measure of wilderness
are available to all segments of the urban population. As part of this
task the Division of Community Development and the Department of Public
Parks has established a long -term objective of increasing the park, open
space, and recreational opportunities available to inner -city residents by
improving existing parks and recreational facilities. In order to achieve
this objective, the Division of Community Development and Department of
Public Parks require additional funds:
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $30,000 is hereby appropriated for the
program year starting July 7, 1979, from the City of South Bend's Community
Development Block Grant Fund (Program Year 1979). The appropriation shall
be used as approved by the United States Department of Housing and Urban
Development, under Title Twenty - Four (24), of the Code of Federal Regulations,
Part Five Hundred and Seventy (570) for the Community Development Program
Year 1979. This appropriation shall be administered by the Division of
Community Development and the Department of Public Parks as set forth below:

SECTION II. This ordinance shall be in full force and effect from

1979 CDBG Appropriation (LaSalle and King Center Parks)
October 6, 1980
The Division of Community Development is submitting for your
consideration, an appropriation bill totaling $30,000 to be used for
general improvements at LaSalle and King Center Parks.
These funds have been previously approved by the Council as a
part of our 1979 budget under the General Parks Improvements /Urban
Park Grant Match line item. These funds were not appropriated with
all other 1979 projects, since we were unsure of whether South Bend
would qualify for the Urban Parks Program. Since we do not qualify,
we are requesting that the funds be applied to general park improve-
ments.
The CD staff in conjunction with the Park Department has had
several discussions on where these funds should be used to best meet
CD priorities and Park Department needs. The following general areas
of improvement and amounts were decided upon.
LaSalle Park has been allocated $15,500 for, (1) resurfacing
of existing tennis courts, (2) resurfacing of existing basket-
ball courts, (3) addition of picnic tables, and (4) addition of
a spiral slide.
King Center Park has been allocated $14,500 for, (1) resurfacing
of existing tennis courts, (2) resurfacing of existing basketball
courts, (3) addition of banquet tables and chairs, and (4) addition
of a spiral slide.
