Please note the attached link for the meeting recording: h ttps :// docs.south bendin. gov /W ebLink/browse.aspx? dbid=O& mediaid=390655 Persons in attendance included the following individuals representing the following entities: Rachel Tomas Morgan Robert Palmer Matthew Neal Rob DeCleene Brantley Taylor Adam DeBeck Gwen O'Brien Pam Claeys Sergeant J arveair Bourn South Bend Common Council South Bend Common Council Attorney City Clerk's Office Indiana University South Bend Ivy Tech Holy Cross Notre Dame Neighborhood Resident South Bend Police Department Updates from Member Organization Representatives & Suggestions for Spring 2025 Discussion Topics Ivy Tech Ove rview Brantley Taylor, Dean of Student Success and Equity at Ivy Tech Community College, stated that IVY Tech has met their benchmark for enrollment. IVY Tech 's Emergency Medical Services (EMS) Department has moved to their main campus. Chair Tomas Morgan asked if IVY Tech had a transition in leadership. Brantley Taylor stated that last October Patrick Englert came on as Chancellor full-time. Chair Tomas Morgan inquired about student leadership at IVY Tech. Brantley Taylor stated that IVY Tech held student leadership elections in November of 2024, and will be informing the student President and Vice President of the Community/Campus Advisory Coalition . Notre Dame Overview Gwen O'Brien, Director of Community Relations at the University of Notre Dame, stated that Walk the Walk is happening throughout the week of January 27 th . Notre Dame is holding their third (3 rd ) annual service project on Saturday, February 1, 2024 , where students will help collect and bundle donations to address homelessness in conjunction with the Center for the Homeless , Hope Ministries , Our Lady of the Road , and St. Margaret's House. Back the Bend will be held on March 29 th , and the Link ribbon cutting will be held on April 24 th . Notre Dame helped Habitat for Humanity with the construction of five (5) new houses and will announce the date for the key ceremony soon. Chair Tomas Morgan asked where the houses are located . Gwen O'Brien stated that the homes are located just outside of downtown, on Harrison Avenue. The Robinson Community Leaming Center received a three million seven hundred thousand dollar ($3,700,000) grant to expand their Talk With Your Baby program and a thirty-five thousand dollar ($35,000) grant to expand their preschool program. Chair Tomas Morgan inquired about how Notre Dame will be expanding operations into other counties. Gwen O'Brien stated that she is unsure of the details but will raise the question with administration . Indiana Univ ersity South B end Overview Rob DeCleene , Vice Chancellor for University Relations at Indiana University South Bend (IUSB), stated that Brian Pappas will be starting as Chancellor on July pt_ IUSB's interim Chancellor, Andy Williams , is well-known and well-liked in the community. IUSB has maintained a four percent (4%) enrollment increase. Holy Cross Ove rvi ew Adam DeBeck, Associate Vice President for College Relations at Holy Cross College, stated that campus is heading in a good direction under President Dr. Marco Clark. Holy Cross partnered with St. Mary's College to host a civil rights guest speaker on January 14 th . Holy Cross is working to increase space for campus residents as well as working to extend the athletic day on campus. Holy Cross has begun working with the shuttle service Rides2U to provide students that live off-campus with a way to commute to campus . Junior Family Weekend at Holy Cross will be held February 14 th through February 16 th , and Family Weekend will be held February 21 st through February 23 rd Gwen O 'Brien stated that the Downtown Dining Association (DOA) has an app that gives discounts to Notre Dame , St. Mary's , and Holy Cross students. Notre Dame 's Junior Family Weekend is February 14 th through February 16 th . Chair Tomas Morgan inquired about Holy Cross's need to expand. Aam DeBeck stated that a large portion of Holy Cross's sophomores ,juniors, and seniors are living at University's Edge due to the increased demand for freshman housing. Holy Cross recently opened a new sacred space, dedicated to Our Lady of Sorrows at the back of campus. Pam Claeys asked if the public can access the sacred space . Adam DeBeck answered yes. 2 Chair Tomas Morgan asked who owns the old St. Joe Building. Adam DeBeck answered Notre Dame . Public Safety Officials Ove rview Sergeant Jarveair Bourn, with offices at 701 West Sample Street, South Bend , IN 46601 , stated that the South Bend Police Department's (SBPD) statistics can be found on the Transparency Hub on the City 's website. Mayor James Mueller and Chief Scott Ruszkowski recently gave quarterly updates . Applications for the Spring Citizen 's Police Academy are currently open through February 14 th ; thirty (30) people have already applied for the academy and SBPD is looking to accept forty (40) people in total. The academy will be held from March 4th through May 6th . Anyone experiencing quality of life issues may contact SBPD for help. Chair Tomas Morgan requested information regarding a shooting that occurred at a store in Elkhart. Sergeant Jarveair Bourn stated that Elkhart has recently made a statement regarding the shooting. Officers injured in the shooting were taken to Memorial Hospital , and SBPD was able to assist in shutting down intersections to ensure quick and safe transport. Chair Tomas Morgan stated that crime rates have been decreasing , and that investments in new technologies for SBPD have been a priority for many councilmembers . Ne ighborhood Representative s Pam Claeys , representing the River Park Neighborhood Association , expressed excitement for IUSB 's incoming Chancellor, Brian Pappas. IUSB has also recently welcomed Eric Buchholtz as Assistant Director of Facilities. Thomas Morrison , Vice President of Capital Planning and Facilities at Indiana University (IU) will be leaving IU . Rob DeCleene stated that Thomas Morrison will be leaving IU to work at Duke University. Pam Claeys stated that the River Park Neighborhood Association is having the annual River Park Clean-Up on May pt _ The Ri ver Park Run will be held on February 10 th , which is being spearheaded by Gospel Center Church . On February 16 th St. Margaret's House will be holding their Winter Walk event. Gwen O'Brien stated that the walk will begin at the former Tribune Printing Press Building . Common Coun cil Updates Chair Tomas Morgan stated that the South Bend Common Council has seen many new housing developments arise , including minority entrepreneurs that are constructing duplexes on the Westside . The Council has also seen the formali zing of a location for the New Day Intake Center at 4022 Cleveland Road . The New Day Intake Center has raised seventy-seven percent (77 %) of their fundraising goal and is working to raise the remaining six million dollars ($6 ,000 ,000). Pam Claeys asked regarding the potential amenities that will be present at the future New Day Intake Center. Chair Tomas Morgan stated that there are grocery stores near the facility as well as a bus-line for transportation . The New Day Intake Center will have on-site support services. Citizen member applications for the South Bend Common Council Standing Committees are now open, and citizen member applications for the new Police and Fire Merit Boards will be opening soon . The MLK Dream Center held a successful gala in anticipation of its opening in early April. The next CCAC meeting will be held on February 25 th , followed by March 25 th and then April 22 nd . CCAC 3 members should email Chair Tomas Morgan with any topics of discussion they wish to hear at future CCAC meetings.
