GAMMON Approved and signed by me- a L4-� � 6' 19 �6 ORDINANCE NO. � j q R- AN ORDINANCE DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 49g0 -68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND WHEREAS, the Historic Preservation Commission of South Bend and St. Joseph County has petitioned for the designation of the following described real estate as an Historic Landmark under Ordinance No. 5565-73, as amended, to wit: Lots 15 x 15 ft. SELY Side Lott 46 & g x 5 x 11.4 ft. SELY Side Lot 45 & SLY pt. Lot 16 & 83 1 4 ft. on Edgewater ADJ River Bank The improvements located upon said land can be commonly described as (815 Arch Avenue, South Bend, Ind.) hereinafter referred to as the "PROPERTY.'' WHEREAS, the Historic Preservation Commission of South Bend and St. Joseph County has recommended the designation of the PROPERTY as an Historic Landmark. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION 1. That the above described PROPERTY be, and it is hereby, designated and established as an Historic Landmark under Ordinance No. 5565 -73, as amended. SECTION 2. Keller, one of South Bend's most famous realtors who lived here for only a short while, from 1923 to 1927. This house is very attractive and spacious and pre- sumably would have been built by a man of Keller's status. However, this is impossible to prove, as no deeds could be found on this property. No deeds could be located on the next resident either - Js. B. Coleman, who, like Keller, resided only a short while from 1927 to 1929• Fred W. Keller was the present surveyor of St. Joseph County. He was born in German Township, September 16, 1872, and his father, George Keller, was a successful and prosperous farmer in that locality. During the years1892, 1893, and 1894, Fred Keller attended the University of Michigan at Ann Arbor and studied surveying during his vacation periods. In 1898, he was elected county surveyor and was renominated unanimously by his party and re- elected in November, 1900. He was also engaged by the Riverview Cemetery Company to lay out its ground. Mr. Keller was married to Edith Woolman of South Bend with an only son. For additional information, see card for 609 Portage Avenue. James B. Coleman, the next resident at 815 Arch, was president of the Service Printing Company. He moved here to South Bend from Chicago, Ill- inois in 1922. A year following his arrival in South Bend, he invested $500.00 on his judgment of the circumstance and promise of local industry and commerce. James B. Coleman was a member of the Knife & Fork Club and Chamber of Commerce. He had one daughter, Catherine Louise.
