ORDINANCE NO. 7
AN ORDINANCE DESIGNATING AND ESTABLISHING AN
HISTORIC LANDMARK UNDER ORDINANCE NO. 5565 -73,
AMENDING ORDINANCE. NO, 4990 -68, AS AMENDED,
COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE
CITY OF SOUTH BEND
WHEREAS, the Historic Preservation Commission of South Bend
and St. Joseph County has petitioned for the designation of the fol-
lowing described real estate as an Historic Landmark under Ordinance
No. 5565 -73, as amended, to wit;
1201 x 198' on Miami. beginning 1917.9' south of NW corner
NW4 Section 31, township 37, Range 3E
The improvements located upon said land can commonly be
described as 5450 S. Miami., South Bend, Indiana
hereinafter referred to as the "PROPERTY,"
WHEREAS, the Historic Preservation Commission of South Bend
and St. Joseph. County has recommended the designation of the
PROPERTY as an Historic Landmark.,
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, I.NDI.ANA:
SECTION 1.
That the above descri.b.ed PROPERTY be, and it is hereby,
designated and established as an Historic Landmark under Ordinance
No. 5565-73, as amended.
SECTION. 2.
That this Ordinance shall be i:n full force and effect from
and after its passage by the Common Council, approved by the Mayor
and legal publication..

historical notes
Title to this property was first entered in 1831 by Rev. Jacob Bowman,
who came to St. Joseph County from Lancaster County, Pennsylvania, with
his wife and nine children. They built a log house and cleared and
cultivated the farm. Bowman also served as pastor of the Dunkard Church.
After his death the property was deeded to one of his daughters, Eliza-
beth Briggs. She sold it to John Barnhart in 1848, who in turn sold it
to Christian Wenger in 1851. Wenger sold it the following year to Adam
Kollar.
Adam Kollar was born in Rockbridge, Virginia in April 27, 1793. He
moved with his father to Ohio, and in 1852, moved to St. Joseph County
and bought this property. He built a new house on this site in 1862.
He and his wife, Heste.r.Ann, had twelve children, including Belinda,
who married John Wertz. Adam deeded the property to them in 1865. They
lived here until 1872, when they sold it to Mathew Matthews, who in
turn sold it the same year to Edward Jackson.
Born in 'Pennsylvania, July 1827, Jackson moved with his parents the
following year to Ohio, where they stayed for 26 years. In 1854 the
Jackson family came to South Bend. They purchased a home in Union
Township, where, with his father and brothers, Edward conducted a
sawmill. He married Eliza Bolin on October 20, 1859. Eliza was born
in Ohio and came to St. Joseph County in 1852..They purchased this
property from.Matthews in 1872. The Jackspn's had five children, Emma,
Charles, Oliver, Frank and Neva. Eliza died in 1884, and in 1896,-
Edward gave the property, consisting. of 139 acres, to his two daughters,
Emma and Neva.
The 1862 house burned down in
the same year on the original
Jackson, who at that time was
whom nothing is known. He had
the property to-Harry and Kat
1908 and the present house was built
foundation. It was built for Neva
married to someone named Miller, about
apparently died by the time Neva sold
herine Matthews in 1922.
Harry Matthews died in 1946 and -his wife rented the property to John
and Betty McIntyre, who purchased it in 1951. They sold it to a
developer, Albert Nall, 1959, who.subdivided the farmland, He sold
the house in 1973 to Jack Wilhelm, who lost it two years later in
a foreclosure. It was purchased by the current owners, Walter and Donna
Nemeth.
