Dear Board Members:
The Division of Environmental Services recommends approving the modification of Toefco Engineering LLC DBA
Imagineering Enterprises LLC’s Industrial Discharge Permit, located on Foundation Ct, at the Board of Public Works
meeting on April 8, 2025.
Toefco Engineering LLC (Toefco) purchased Imagineering Enterprises Inc. The new ownership will not change any of the
industrial processes nor authorized representatives. Toefco acknowledges full and immediate responsibility for
complying with the existing individual wastewater discharge permit. Toefco is a metal finisher under categorical
standards 40 CFR 433.17.
There have been no other changes to the permit.

PERMIT BRIEFING MEMO
1. Facility Description
Toefco Engineering LLC DBA Imagineering Enterprises LLC located at 3722 Foundation Ct,
engages in Chemfilm Line (Alodine), zinc phosphate metal finishing, zinc manganese metal
finishing, and chromate passivation of panels, parts, and pieces. The finished parts are shipped
off site. Imagineering operates between the hours of 9:00 PM to 5:00 PM. There are 86
employees who work in staggered shifts lasting 8.5 and 10 hours each with no anticipated
seasonal variation in production.
2. Discharge description
Toefco Engineering LLC DBA Imagineering Enterprises LLC discharge is split into wastewater
that undergoes pretreatment and is discharged through the sampling location, and wastewater
that is not pretreated and is discharged directly to the sewer. The only wastewater that is
discharged at the sampling location is the wastewater that undergoes pretreatment. Wastewater
that is discharged directly to the sewer includes: boiler blow down, water softener backwash,
sanitary waste, and RO backwash brine water. Wastewater that undergoes pretreatment before
discharge includes Chromate Passivation line rinse waters and concentrates, Zinc Phosphate line
rinse waters and concentrates, Zinc Manganese line rinse waters and concentrates, Chemfilm
(Alodine) line rinse waters and concentrates, and air scrubber pollution control wastewater.
Industrial process waters discharge to Outfall 260 via a weir box. For compliance sampling, 24
hour flow proportional composite samples are pulled from the weir box via a composite sampler.
Discharge totalizer numbers are documented daily. The boiler sump discharge line has a paddle
wheel totalizer that is used to determine blowdown and reverse osmosis brine flow. This water
flows to the sanitary line. RO softener backwash is metered and discharged to the sanitary line
as well.
Toefco Engineering LLC DBA Imagineering Enterprises LLC reports that chromium, copper,
nickel, and zinc are present in its wastewater. Toefco Engineering LLC DBA Imagineering
Enterprises LLC suspects that lead and silver may be present as well.

Average Process Flow: 25, 242 gpd
Daily Maximum Process Flow: 46,919 gpd
3. Sample Site Description
Sample Site Outfall at Site #260 is located at the east end of the building. The sample site is
end-of-pipe; only process waters and pollution control wastewaters are discharged from the
sampling site. Therefore, there is no need for using the combined wastestream formula or any
other modification.

4. Wastewater Treatment
Wastewater treatment consists of chemical precipitation, flocculation, filtration, flow
equalization, neutralization and pH adjustment, sumps, and spill prevention.
5. Classification
Toefco Engineering LLC DBA Imagineering Enterprises LLC is classified as a Categorical
Industrial User (CIU). Specifically, Toefco Engineering LLC DBA Imagineering Enterprises
LLC is classified as a metal finisher covered by 40 CFR 433.17 (PSNS) due to the electroplating
and metal finishing operations. Toefco Engineering LLC DBA Imagineering Enterprises LLC is
categorized as a B industry per the City’s Industrial Pretreatment Program based on the
requirement that all categorical industries be considered Class B at a minimum.
6. Calculation of Limits
Wastewater discharged at outfall 260 is subject to the Metal Finishing Categorical Standards at
40 CFR 433.17 (PSNS). The more stringent of limits provided in 40 CFR 433.17 or Chapter 17
of the City of South Bend Municipal Code have been applied without modification.
7. Monitoring Frequency
Monitoring frequencies are based on South Bend’s US EPA approved Industrial Pretreatment
Program monitoring plan.
8. Industrial Operator Certification Requirement
Operator Certification Requirement: B
Industrial operator certification requirements are based on the criteria listed in Indiana
Administrative Code, Title 327, 5-22-5. All industrial users subject to federal categorical
regulations are required to submit reports signed by an operator certified in the State of Indiana
with at least a B certification, regardless of existing treatment complexity.

PERMIT BRIEFING MEMO
1. Facility Description
Toefco Engineering LLC DBA Imagineering Enterprises LLC (Imagineering) engages in
corrosion protection, plating, and surface coating of various metal alloys. Imagineering conducts
Abrasive, solvent and/or chemical cleaning of alloy surfaces prior to treating surfaces with
phosphate (manganese or zinc) or chromium-based compounds. Final surface treatment also
includes electroless nickel, conversion of aluminum, or painted materials. The process lines are
named for the process and for the tank size in the line. For example, the 300 EN Line has 300-
gallon tanks for Electroless Nickel. Imagineering facility employs 33 employees and operates 3
shifts, 5 days per week.
2. Discharge description:
All treated wastewater is ultimately discharged through the final discharge point known as site
SS1. Process lines are 600 EN, 300 EN, Anodize/Chem film, Anodize Type II and Type III, and
MSL-1 (miscellaneous line where Passivation or Phosphating can occur). Concentrates, dead
rinses, and rinse overflows are generated from different processes (Phosphating, Anodizing, Acid
Etching, and Electroless Nickel Plating) and are batch treated on-site and pH adjusted before final
discharge through site SS1 or shipped off site for disposal. The Passivation line is the source of
hexavalent chrome in the wastewater. The Passivation line consists of concentrates and
overflowing rinses only.
Air compressor blow down, boiler blow down, water softener backwash, and RO backwash are
discharged directly to the sanitary sewer without treatment.
From January 1, 2020 to December 31, 2020 :
Average process flow: 22,670 gpd
Maximum of 50,240 gpd
3. Sample Site Description
SS1 is located outside the main facility in a locked shed which is attached to the west wall of the
building. The wastewater discharge flows through a weir box for flow measurement in the shed
prior to discharge. The sample is collected in the discharge pipe after the final chamber of the weir
box. SS1 is both end-of-process and end-of-pipe (sanitary waste excluded).
4. Wastewater Treatment
Wastewater treatment consists of flow equalization, chrome reduction, chemical precipitation,
neutralization, polymer flocculation, settling, filtration, and sludge press as well as pH adjustment
for continuous flow rinse waters.

5. Classification
Toefco Engineering LLC DBA Imagineering Enterprises LLC (Imagineering) is a Categorical
Industrial User (CIU). Specifically, Imagineering is a metal finisher covered by 40 CFR 433.17
(PSNS) due to the electroplating and metal finishing operations. Imagineering Finishing
Technologies is categorized as a B industry.
6. Calculation of Limits
Limits for SS1 are calculated and applied as “What You Need Is What You Get” or from 40 CFR
433.17 (PSNS) to the process flow, which is categorical, if the limits are more stringent.
7. Monitoring Frequency
Monitoring frequencies are based on South Bend’s US EPA approved industrial pretreatment
program monitoring plan.
