approved by the Board of Public Works on June 141h. South Bend Heritage has
plans for commercial development on this lot. A deed was signed by you last week,
but, in this particular case, the title to the property was in the Board of Public Works and
not the Civil City of South Bend, The auditor has requested that we file a new deed.

South Bend Heritage Foundation (SBHF) has worked extensively on developing commercial
properties along South Chapin: Chapin Market, Chapin Market II, Hansel Head Start, Jelly's
Bar, to name some major accomplishments. A year ago, we succeeded in purchasing the
Red Carpet Lounge with the help of CDBG funding. We have now completed some
demographic and traffic studies for the northwest corner of Chapin and Western and are
prepared to acquire the land on the north of Western between Chapin and Pine for
commercial development. Three of the lots are owned privately and we have begun to make
contact with these individuals. The other lot, adjacent to the Red Carpet Lounge, is owned
by the City of South Bend.
In the past we have, as a non-profit community development corporation, worked with the
City of South Bend in the acquisition of lots near, or contiguous to, commercial projects that
we are developing in order to strengthen the surrounding low income neighborhoods.. Again
we come to you with the request to acquire the following two vacant lots:

The Board of Public Works has received a request from South Bend Heritage to
purchase a City -owned property on Western Avenue, as noted in the attached paperwork.
Favorable recommendations for the sale of these lots have been received from the
Engineering Department, Community and Economic Development, Park Department and
Code Enforcement.
If you have no objections, the Board will proceed with the sale of this property by
advertising it for sale according to State statutes.
