a. CERTIFICATE OF APPROPRIATENESS
i. 2024-1115 507 River Avenue Edgewater Place LHD,
Ordinance #6846-80 (Audio Position: 0:01:40)
The staff report was presented by:
Kate Himick, Historic Preservation Specialist
Staff Recommendation:
As stated in the Standards and Guidelines which guide the decisions of Staff
and Commissioners, vinyl is an inappropriate material for a new fence
erected in a historic district. The Standards and Guidelines’ general
recommendation is that new fences should be constructed of wood,
though final recommendations may also take into consideration the
makeup of fences in the district as a whole. Edgewater Place does not
heavily feature vinyl fencing, and front and side yard fences in the district
are largely wood. Vinyl is not a recommended material for this instance.
Based on the information provided prior to this public hearing, Staff
makes an UNFAVORABLE RECOMMENDATION.

There was no one from the public to speak in regard to this application.
After due consideration the following action was taken:
Upon a motion by Michael Skaggs, seconded by David Wyncott, and
carried by vote, the Historic Preservation Commission APPROVES
Certificate of Appropriateness Application #2024-1115.
Vote: 5-1. Five in favor. One opposed.
COA#2024-1115 is APPROVED.

Upon a motion by Joan Downs-Krostenko, seconded by Michael Skaggs, and
UNANIMOUSLY carried by vote, the minutes from the November 18, 2024
Historic Preservation Commission are approved.
