Jefferson Boulevard Presiding: Joseph Wroblewski South Bend, Indiana 46601 President The February 28, 1996 Rescheduled Meeting of the Redevelopment Authority was called to order at 4:20 p.m. by its President, Joseph Wroblewski. There was a quorum present. 1. ROLL CALL Members Present: Members Absent: Redevelopment Staff: 2. APPROVAL OF MINUTES Mr. Joseph Wroblewski, President Mr. Andre B. Gammage, Vice-President Ms. Mary O. Ferlic, Secretary Mrs. Ann Kolata, Deputy Executive Director Ms. Joelle Webb, Recording Secretary a. Approval of Minutes of the Regular Meeting of February 7, 1996. Upon a motion by Mr. Gammage, seconded by Mr. Wroblewski and unanimously carried, the Authority approved the Minutes of the Regular Meeting of Wednesday, February 7, 1996. 3. NEW BUSINESS a. Authority approval requested for proposal from Baker & Daniels for professional services in the Airport Economic Development Area (Airport Tax Exempt Bond Issue Refinancing & SBCDA Public Improvement Bond Issue Refinancing) Mrs. Kolata explained that interest rates are down and we have been advised that we could save money if we refinance these bond issues. Baker & Daniels has submitted a proposal to provide legal counsel for the refinancing. There will be two bond issues and one official statement. Baker & Daniels will charge us on a hourly rate not to exceed $25,000. The staff recommends accepting the proposal. • -1- ,~ • Upon a motion by Mr. Gammage, seconded by Mr. Wroblewski and unanimously carried, the Authority accepted the proposal from Baker & Daniels for professional services in the Airport Economic Development Area (Airport Tax Exempt Bond Issue Refinancing &SBCDA Public Improvement Bond Issue Refinancing) b. Authority approval requested for proposal from H.J. Umbaugh and Associates for professional .services in the Airport Economic Development Area (Airport Tax Exempt Bond Issue Refinancing &SBCDA Public Improvement Bond Issue Refinancing) Mrs. Kolata explained that H. J. Umbaugh and Associates has submitted a proposal to provide financial advisory services for the refinancing of these bonds. Their fee, though broken down into fees for specific services, will not exceed $24,000, plus expenses including printing of the official statement. The staff recommends accepting the proposal. Upon a motion by Mr. Wroblewski, seconded by Mr. Gammage and unanimously carried, the Authority accepted the proposal from H.J Umbaugh and Associates for professional services in the Airport Economic Development Area (Airport Tax Exempt Bond Issue Refinancing. &SBCDA Public Improvement Bond Issue Refinancing) 5. NEXT MEETING DATE: The next meeting of the Redevelopment Authority is rescheduled for Wednesday, March 13, 1996 at 4:30 p.m. This will take the place of the March 6 meeting. 6. ADJOLTItNMENT There being no further business to come before the Redevelopment Authority, Mr. Gammage made a motion that the meeting be adjourned.
