SUBJECT: Budget request for the design and construction
documents for the O’Brien Park Splash Pad &
Restroom.

PURPOSE OF REQUEST: Budget request of $150,000 from South Side TIF fund to allow for the design and
construction documents for the addition of a new public Splash Pad and Restroom Facility at O’Brien Park.
SPECIFICS: This budget request would provide $150,000 to be used on the design and construction documents
to allow for a new (15) feature splash pad which would replace the 2010 original splash pad. This asset is free
and accessible to all members of the public from May – September. The assets typically have a 15–20-year life
cycle. This location serves as the sole splash pad for the City south of Ewing and is one of our most popular parks
due to the O’Brien Recreation Center, playground, athletic fields, skateboard park, and wooded trails. In
tandem, the current exterior restroom option at O’Brien is a waterless, one stall, restroom which does not
currently meet Indiana Pool Code 675 IAC 20-5-25, which requires a unisex restroom to be within 300’ of a
splash pad. Our vision for the new restroom would include a modern approach, Men and Women’s restrooms,
and sidewalk connectivity meeting or exceeding ADA compliance. Funding for the construction itself is being
addressed through separate capital project strategies.
O’Brien Park has not seen significant capital investment in its exterior features within the last 15 years. If
approved, we look to leverage these improvements with additional capital funds for new/relocated playground
options, furniture, landscaping, ADA accessibility, as well as additional safety improvements.
Our request reflects our commitment to being excellent stewards of public lands and funds. We are committed
to building and maintaining social infrastructure for our community to promote social equity, neighborhood and
economic impact, health and wellness, and ecological stewardship.
