Honeywell has removed a soil vapor extraction system that discharged to sample location #003C00175. Sample location #003C00175 was removed from the scope of the industrial discharge permit as well as the wastewater treatment, pH adjustment, of the spent scrubber water generated by the soil vapor extraction system. The removal of spent scrubber water treatment and discharge changes the requirement of certified operator level required. No Certified Operator is required per Indiana Administrative Code (327 IAC 5-23-4). Honeywell’s requirements were reviewed for necessary changes to ensure the industrial permit remains legally substantiated. After review of requirements and historical data, no further changes were needed. This permit is granted in accordance with the application filed on 13 January, 2025. Effective on: 14 April, 2025 Expires on the: 13 April, 2030 Any violation of the terms and conditions of this permit shall be deemed a violation of the City of South Bend Municipal Code and will subject the permittee to the sanctions set out in section 17-11 through 17-13 of the Municipal Code. The permittee shall file an application for a renewal permit, a minimum of 90 days prior to the expiration date. The following parameters shall be monitored at the frequency and with the sampling type stated below. All measurements, tests, and analyses of the characteristics of water and wastes to which reference is made in this permit shall be conducted using the methods and procedures approved in 40 CFR 136 and amendments thereto, unless otherwise specified in an applicable Categorical Pretreatment Standard. Please see the Board of Public Works signature page for dates of permit term. PERMIT BRIEFING MEMO Honeywell International – Groundwater Remediation 1. Facility Description Honeywell International, Inc. installed the Naphtha Recovery Well System in 1978 and VOC Recovery Well system in 1988. The Naphtha Recovery Well system was used to remove free product from the top of the water table until no further free product was detected in 2003. The well systems currently act as water-table depression wells to control groundwater from migrating off-site. 2. Discharge description: The Naphtha Recovery Well system consists of three (3) recovery wells: E3A, RWB-16, and RWB-23. The VOC Recovery Well system consists of four (4) recovery wells: EW-1R, EW-2, EW-3 and EW-5R. Discharge is recorded monthly on a per well basis. The total daily average discharge is 0.053 MGD. Maximum allowable discharge of 0.154 MGD. 3. Sample Site Description The Naphtha System and VOC System maps indicating the well locations can be found in the Honeywell Groundwater Remediation permit application dated January 13, 2025. Naphtha Recovery Well System: Monitoring is conducted at each of the three (3) operating Naphtha Recovery Wells. Samples are collected from spigots at each well. Each discharge point has a totalizer meter to record flows. VOC Recovery Well System: Monitoring is conducted at each of the four (4) operating VOC Recovery Wells. Samples are collected from spigots at each well. Each discharge point has a totalizer meter to record flows. 4. Wastewater Treatment No wastewater treatment processes are currently utilized. 5. Classification Honeywell International – Groundwater Remediation is classified as an Industrial User (IU) as defined in the South Bend Municipal Code and is classified as an F category discharger since it is a remediation site. 6. Calculation of Limits Permit limits for Honeywell International – Groundwater Remediation’s discharge are from the South Bend Municipal Code. 7. Monitoring Frequency Monitoring frequencies are based South Bend’s US EPA approved industrial pretreatment program monitoring plan. 8. Industrial Operator Certification Requirement Operator Certification Requirement: NO REQUIREMENT Industrial operator certification requirements are based on the criteria listed in Indiana Administrative Code, Title 327, 5-23-4.
