Clerk with the Seal of the City affixed, which shall then be recorded with the St. Joseph County
Recorder's Office.

The Board of Public Works, at its meeting held September 7, 1999, accepted your bid of
$730.00 for the purchase of the above referred to City -owned properties.
Enclosed is a Purchase Agreement for these properties. Please sign it and return it to my
attention. The City Attorney's office will begin preparing the appropriate Quit Claims Deed for this
property for your signature.
Please submit a check to the Board of Public Works, made payable to the City of South Bend,
in the amount of $787.21 which is $730.00 for the properties plus $30.00 in filing fees required of
the Auditor's Office and the Recorder's Office for the recording of the Quit Claim Deed for the
property, and $27.21 for the cost of advertising. Once the payment has been returned to me, the Quit
Claim Deed and Purchase Agreement will be processed for this property. I will forward copies of
the completed documents to you.

I am a third generation "East Sider," a property owner, active in the North
East Neighborhood Center, and very personally involved in the revitalization
of my neighborhood. I am interested in purchasing. several parcels of land
adjacent to properties currently owned by myself and my mother. The lots
are located at 1217 1/2 Corby (18-5092-3266) and the two lots north across
the alley on Howard (18-5092-3265 & 18-5092-3268).
These properties have been a menace for years. Vacant throughout my
lifetime, they have been used for dumping, are rarely manicured, and as a
result have become a haven for rodents. In present day, the garbage problem
has grown worse, and constantly blows into the property owned by my
family.
Since 1917 our yard has always been a perennial flower garden. My
grandparents helped in establishing the original Farmers Market in South
Bend over 75 years ago,where they sold their field grown perennials and cut
flowers. When they died, my father, Joseph Kuharic kept the tradition alive
working in the gardens while attending the University of Notre Dame, and
continuing the gardening throughout his career as an Administrator in the
South Bend Community School Corporation. Little more than sentimental
reasons regarding the property kept my family in the neighborhood. These
are the same reasons that convinced me to move back to South Bend
following the death of my father in February of 1998. I have returned,
having completed my education, with my wife and newborn son to live in
this neighborhood. My mother continues to live in the family home she has
for 44 years at 1209 E. Corby, where she raised her family. We have
purchased the home at 1201 E. Corby, which my wife and I are currently
renovating. Since my return to South Bend last summer, I have replanted
the gardens around my mother's home and am presently renovating the
treeline. I have plans to replace fencing and to continue to improve the
grounds.
By aquiring these additional properties, I could expand my garden
projects and certainly do my part in the beautification and preservation of
my neighborhood. I hope that you will seriously consider my proposal. I am
dedicated to the revitalization of this area, and am anxious to see this
neighborhood return to the splendor that it was in my father's youth.

I would like to draw your attention to a few pieces of va nt property ti3at the city owns
on both E.Howard and Corby.The lots at question re 1 • 1/2 E.Corby, and the two lots
north of tk at on E.Howard.The key numbers are 1 5092 66, 18509�3265,
1850923 68. I was born and raised in this neighbo hood and so was my father and his
family. My father passed away in February and I moved back to South Bend
in June to live with,and help my mother take care of her home. I have always loved this
area of town especially the gardens my father always planted, but since I've returned I have
had to spend as much time cleaning up the yard as any thing else.
These properties have been a menace for years. Within the last few years this property
has been used for dumping and as a result has become a haven for rodents, alcoholics, and
drug users. Since this has begun I find a lot more trash in my yard, not to mention the
rodent problem. I have found countless numbers of drug paraphernalia, including needles,
glass crack pipes, etc...
I would like to propose a deal, in which I would like the city to deed these properties to
me, I can offer the assessed value of them,and in return I would improve these lots by
keeping them clean and fencing them in. I feel that it would be easier for me to take care
of them as opposed to the city simply because I live right there. Thank you for considering
this proposal, I hope it will all work out.

I have instructed Paul Kuharik to submit a letter of intent to the BPWs to purchase 1217'/z (18 5092
3266) Corby and the two lots north of 1217 '/z Corby on Howard Street (18 5092 3265 and 18 5092
3268). Per my 9.30.98 memo, his request was denied pending the outcome of the Northeast
Neighborhood Planning Process. The Northeast Neighborhood Planning Committee recently
reviewed Mr. Kuharik's intentions for the land and found them to be in line with the Plan's
recommendations for the area.
As I understand, Mr. Kuharik will submit the request, City Departments will review it, and then the
land will be offered through the BPWs to the public for bid/purchase. If I missed something in the
process outlined, please let me know.

I would like to draw your attention to a few pieces of va nt property that the city owns
on both E.Howard and Corby.The lots at question re 12 1/2 E.Corby, and the two lots
north of that on E.Howard.The key numbers are I�5092 66, 18509L3265,
1850923 68. I was born and raised in this neighbo hood and so was my father and his
family. My father passed away in February and I moved back to South Bend
in June to live with,and help my mother take care of her home. I have always loved this
area of town especially the gardens my father always planted, but since I've returned I have
had to spend as much time cleaning up the yard as any thing else.
These properties have been a menace for years. Within the last few years this property
has been used for dumping and as a result has become a haven for rodents, alcoholics, and
drug users. Since this has begun I find a lot more trash in my yard, not to mention the
rodent problem. I have found countless numbers of drug paraphernalia, including needles,
glass crack pipes, etc...
I would like to propose a deal, in which I would like the city to deed these properties to
me, I can offer the assessed value of them,and in return I would improve these lots by
keeping them clean and fencing them in. I feel that it would be easier for xne to take care
of them as opposed to the city simply because I live right there. Thank you for considering

I have instructed Paul Kuharik to submit a letter of intent to the BPWs to purchase 1217'h (18 5092
3266) Corby and the two lots north of 12171/z Corby on Howard Street (18 5092 3265 and 18 5092
3268). Per my 9.30.98 memo, his request was denied pending the outcome of the Northeast
Neighborhood Planning Process. The Northeast Neighborhood Planning Committee recently
reviewed Mr. Kuharik's intentions for the land and found them to be in line with the Plan's
recommendations for the area.
As I understand, Mr. Kuharik will submit the request, City Departments will review it, and then the
land will be offered through the BPWs to the public for bid/purchase, If I missed something in the
process outlined, please let me know.
