AN ORDINANCE AMENDING THE SALARY ORDINANCE
FOR FIREFIGHTERS FOR THE CALENDAR YEAR 1981
STATEMENT OF PURPOSE AND INTENT:
The Common Council of the City of South Bend, Indiana,
recognizes that Indiana Code Section 18- 1 -11 -2 specifically
authorizes the Common Council to set salaries for the Fire
Department. The Common Council has budgeted money in the
sum of ten thousand dollars ($10,000.00) for compensation
of firefighters who hold Indiana State certification as
Emergency Medical Technicians (EMTs). No provision was
included in the 1981 Salary Ordinance for the payment of
this amount to EMT's.
The Common Council therefore wishes to amend the 1981
Salary Ordinance in order to pay persons who have attained
certification as EMT's for services rendered during 1981.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana, as follows:
SECTION I. In addition to the annual pay and any
other compensation for extra duty and special performance
already provided for by Ordinance No. 6813 -80, being the
Salary Ordinance for the Fire Department for the calendar
year 1981, the following compensation shall be paid:
(a) For persons certified by the State of Indiana as
a certified Emergency Medical Technician, two hundred fifty
dollars ($250.00) per year.

Dear Members of the Council:

Attached is a proposed amendment to the 1981 Fire Department
Salary Ordinance. This amendment would, if passed, allow
Fire Department personnel attaining and maintaining State of
Indiana Certification as Emergency Medical Technicians (EMT's),
to receive the sum of $250 yearly.
This amendment is the necessary last step in the Fire Department's
program of training Firefighter /EMT's. These men and those that
follow will respond to health threatening incidents and, because
of their advanced training, will be able to offer our citizens
the best possible care. This "First Responder" care, coupled
with our Paramedic program, will provide South Bend residents
with the best emergency medical care system available in the
State.
If you will recall, I discussed this program during the Fire
Department budget review meeting last year. Subsequently, the
Council passed the Fire Department Emergency Medical Services
budget containing the necessary monies. I was told to begin the
program and then ask for the necessary salary ordinance amend-
ment.
I am very proud to announce that out of the 39 Firefighters who
took the State examination, all passed and are certified. This
initial success has generated greater interest among other depart-
ment members. A second class (1982) is already planned. The
1982 salary agreement includes EMT pay provisions.

I would like to thank the members of the Council for their
support and encouragement concerning this program. Without
the assurance of Council support I doubt that the great measure
of success achieved would have been attained.
Again, thank you for your support and please give this amend-
ment your favorable consideration. As always, I will be
