AN ORDINANCE FIXING MAXIMUM SALARIES AND WAGES
OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY
OF SOUTH BEND, INDIANA, WITHIN THE COMMUNITY
DEVELOPMENT PROGRAM FOR THE PERIOD FROM JULY 1,
1982 TO DECEMBER 31, 198.3 AND FROM JANUARY 1, 1983
TO DECEMBER 31, 1983 RESPECTIVELY
STATEMENT OF PURPOSE AND INTENT
Pursuant to Indiana State Law, the Common Council is charged
with setting the maximum salaries and wages of appointed officers and
employees of the City of South Bend.
The following ordinance provides for an 8.6% increase for positions
listed under the Planning Program Development and Evaluation, and the
Housing Rehabilitation Program of the Community Development Department.
These positions will receive an increase effective July 1, 1982 through
December 31, 1983.
The positions listed under Executive Management will receive the
listed increases effective January 1, 1983 through December 31, 1983.
Since all of these positions except the Director and Deputy Director,
are receiving Community Development funds as a supplement to their maximum
salaries and wages, the Council believes that an annualized increase of
such supplements is important in order to give uniform increases to all
City employees at the same time.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana as follows:

The attached bill establishes the maximum salaries and wages for 1983
for the City's Community Development Program including the Bureau of Housing.
The only two changes from the 1982 Salary Ordinance are as follow:
(1) the title Assistant Director has been deleted and replaced with
the title of Senior Planner. The latter title more closely reflects the
duties, tasks, and responsibilities of the position under the newly reorgan-
ized department. The salary level remains unchanged from the 1982 Salary
Ordinance.
(2) Section II, which outlines all the possible fiscal, accounting,
secretarial and clerical support positions, has been added to this year's bill.
All salary and wage increases are in line with the 8.6% (1983) increases
submitted for police, fire and general City employees. Salary increases for
department heads have been computed at 5.4% (1983).
