'70& AN ORDINANCE FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1983, AND ALSO OF TEAMSTER EMPLOYEES FOR THE YEAR 1984. STATEMENT OF PURPOSE AND INTENT Pursuant to Indiana Code Section 36- 4 -7 -3, the Mayor fixes "the compensation of each appointive officer, deputy, and other employee of the City." All such wages and salaries are subject to approval by the Common Council. The following Bill incorporates the maximum salaries and wages for appointive officers and employees of the City for 1983. It also sets forth the maximum salaries and wages for all Teamster employees for 1983 and 1984. The 1984 salaries and wages are conditioned on the understanding of a balanced budget for 1984, and that there will not be property tax appeal pursued in order to pay for such salary and wage increases. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I. City Department heads would receive a 5.4% increase for 1983. It would also set wages for Teamster employees in 1984 with an 8.1% increase over proposed 1983 levels. The 8.6% and 8.1% increases for Teamsters reflect the tentative agreement that was reached between the City and Teamster bargain- ing committees, and is consistent with the previously negotiated settlements with the Police Officers and Firefighters.
