AN ORDINANCE APPROPRIATING $2,315,683.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE
OF DEFRAYING THE EXPENSES OF THE DIVISION OF COMMUNITY
DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, AND
DESIGNATED SUBGRANTEE AGENCIES, FOR THE PROGRAM YEAR
BEGINNING JULY 7, 1982 AND ENDING MARCH 31, 1983, TO BE
ADMINISTERED THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT
The government of the City of South Bend, in partnership with the City's private
sector and residents, is committed to the goal of improving the "quality of life" in
the City, its neighborhood, and for its residents. As part of this commitment to a
comprehensive community development and improvement program, the City of South Bend
through its Division of Community Development has applied for and will receive on or
about July 7, 1982, the approval of the United States Department of Housing and
Urban Development to expend $2,315,683.00 in the execution of certain housing rehab
assistance, code enforcement /demolition, public works, parks /open space/ recreational
facility improvement, public service, economic development, and general administration,
planning /program development activities. In order to implement the aforementioned
activities, funds are required.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend,
Indiana, as follows:
SECTION I. The Sum of $2,315,683.00 is hereby appropriated for the program year
starting July 7, 1982 from the City of South Bend's Community Development Block Grant
Fund (Program Year 1982). The appropriation shall be used as approved by the United
States Department of Housing and Urban Development, under Title Twenty -Four (24) of the
Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community
Development Program Year 1982. This appropriation shall be administered by the Division
of Community Development and its designated subgrantees, and will be distributed as set
forth below:

SECTION II. No costs will be incurred or funds expended for any of the
activities addressed in this ordinance prior to completion and subsequent
certification of the Environmental Review Process specified in Sections 58.16,
58.17, and 58.30 of the Environmental Review Procedures for the Community
Development Block Grant Program and an official release of funds received from
the United States Department of Housing and Urban Development.
SECTION III. This Ordinance shall be in full force and effect from and
after its passage by the Common Council and approv by the Mayor.

SUBJECT: 1982 COMMUNITY DEVELOPMENT BLOCK GRANT APPROPRIATION
ORDINANCE
DATE: JULY 7, 1982
The Division of Community Development is submitting, for your
consideration, an appropriation bill totalling $2,315,683 to be used
for thirty (30) activities. The difference between the total $4,176,000
of programmed income /1982 entitlement and the $2,315,683 of this
appropriation ordinance consists of the following items:
1) The Section 108 Loan Repayment of $1,591,305,
which is automatically removed from the 1982
entitlement by the Department of Housing & Urban
Development (HUD);
2) The Competitive Group Housing project of $150,000.
as previously agreed individual projects will be
appropriated under this general program; and
3) Unspecified Local Option of $119,012. No specific
projects are designated currently.
This program has just been approved by the U.S.
Department of Housing and Urban Development.
As you may recall, these activities were previously discussed with
you at a Common Council meeting on May 10, 1982. At that time you received
a handout entitled "Final Statement of Community Development Objectives and
Proposed Use of Funds - P.Y. 1982." That document is a concise descriptio
of the project activities and funding amount. In addition you have the
"1982 Communitv Development Block Grant Application" and the "1982_ Communit
Development Activity Descriptions." These documents give detailed
