AN ORDINANCE APPROPRIATING $110,000.00
FROM THE WATER WORKS DEPRECIATION FUND
FOR INSTALLATION OF AN INTERCEPTOR WELL
SYSTEM IN THE LOCATION OF THE OLIVE
STREET WELL FIELD AND APPROVING THE
AWARD OF A CONTRACT FOR SAID INSTALLA-
TION BETWEEN THE BOARD OF WATER WORKS
COMMISSIONERS AND PEERLESS - MIDWEST, INC.
STATEMENT OF PURPOSE AND INTENT:
That bids being duly accepted and opened, monies
are now needed to fund the award of the contract to the lowest
bidder, Peerless- Midwest, Inc., to begin the installation of
an interceptor well system so that the field may be put back
in operation.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL
OF THE CITY OF SOUTH,BEND, INDIANA, AS FOLLOWS:
SECTION I. That the contract between the Board of
Water Works Commissioners and Peerless- Midwest, Inc. to install
interceptor wells at the Olive Street well field is approved.
SECTION II. The sum of $110,000.00 is hereby approp-
riated to engage the services of Peerless- Midwest, Inc., 51255
Bittersweet Road, Granger, Indiana, to install interceptor wells
at the Olive Street well field.
SECTION III.

There will be presented for your consideration at first reading
of the June 8, 1981 Council Meeting an ordinance appropriating
$110,000.00 from the Water Works Depreciation Fund. This approp-
riation will be used for the initial work needed in the clean -up of
the Olive Street well field.
The first phase of that clean -up process will include the
installation of an interceptor well system designed to reverse the
flow of contamination in the field. On June 1, 1981 the Board of
Water Works Commissioners opened sealed bids on the proposed work and
awarded, subject to your approval and funding, a contract to the firm
of Peerless- Midwest, Inc. in the amount of $102,102.00 as they were
the low bidder.
It is anticipated that this work upon commencement will be
completed in fifty (50) working days. As I'm sure the Council is
aware, the City's Legal Department is currently in negotiation as to
liability and possible reimbursement for this clean -up. It was felt
that efforts must be made to get the field into operation now as
opposed to waiting for responsibility to be established.
I appreciate the Council's review of this matter and will be glad
to answer questions or provide additional information which may be
required.
