Title work and a deed were prepared by Meridian Title Company on this and adjacent parcels before we realized it was not owned by the neighbors, but actually owned by the City of South Bend, Copies of these are enclosed also. We are negotiating with the adjacent property owners for purchase of the other vacant lot next to it. In combination, these would be a perfect building site. Ch-alf mt/Bissell/Sorin - Target Area Accom lishrnents to Date October 1, 1998 In 1996, 1997, and 1999, Neighborhood Housing Services is focusing development efforts on a fourteen block area near Perley Elementary School in an effort to totally transform the target area. In addition we are working with property owners in the surrounding 14 block area to increase home ownership to 70% and support home improvement projects. In a two block area to date: * 5 blighted homes have been torn down. * 4 drug houses have been eliminated through increased police patrols and increased citizen participation and purchases of homes by NHS. *3 new homes have been constructed by NHS, and 2 of those has been sold for $56,000 * 4 new homes have been constructed by Habitat for Humanity. * 4 homes have been totally renovated by the NHS (1114, 1135, 1136, and 1226 Bissell Streets) * 4 homes have been renovated by their private property owners (1133, 1225, 1229,1233, 1241 Bissell St). Three have been completed with an NHS Home Improvement Loan. * Two target area neighborhood clean up efforts (spring and fall 96) and Code enforcement attention has improved the standard of upkeep on all properties. * New curb and sidewalk have been installed along the length of the 1100 and 1200 blocks of Bissell through the Community Development Block Grant Program, City of South Bend Additional efforts are planned for the 14 block area in 1998: * 1 additional total home renovation for sale to a first time home buyer at 1201 Bissell Street with assistance from Valley American Bank. * 1 additional new home by Habitat at 1202 Bissell Street. And in the remaining 14 block area in 1998: *7 additional homes renovated by NHS - 4 for first time home buyers in adjacent 14 block area; included in this is the Notre Dame Alumni Family Work Camp project at 1310 Chalfant Street (3rd Annual Family Work Camp). *Construction of curbs, sidewalks where there are none with the repaving of 1400 block of Chalfant Street through Community Development Block Grant Program, City of South Bend Zn Homes have been improved in the surrounding 14 block area in the last 3 years also: * 1234 Chalfant St by the NHS and 1118 Chalfant by Housing Development Corp for first time home buyers. *1242 Chalfant, 1342 Chalfant, 1330 Chalfant, 1354 Chalfant have been substantially improved by their owners in the last 3 years. * l 337 Bissell and 1315 Bissell received major improvements by owners in last 3 years. * 1241 Sorin, 1337 Sorin, and 1403 Sorin Street have been substantially improved by their owners in the last 3 years * 1201 Sorin, and 1227 Sorin are the site of new Habitat for Humanity Homes in 1993. * 1322 Bissell, and 1326 Bissell have been substantially improved by the South Bend Housing Authority. * 1997/1998 Habitat Notre Dame Student Chapter home construction at 1333 Sorin Street. aprsum698.wpd SUMMARY - Perley Park Target Area Status Report August 14, 1999 Goals for Target Area - 1.4 blocks including Chalfant, Bissell, Sorin Streets from Ede to Twyckenham 1.- Create 70% home ownership -- 2. Create an appearance of physical revitalization 3. Create a community standard for property upkeep above minimum code enforcement standards 4. Involve neighborhood residents in resolving problem property and other neighborhood issues Where are we at? Of the 217 properties in the area - 22 (10%) are still problems, either vacant homes (16) or need code and/or police attention (5). How has the NHS intervened? We have facilitated investment by others in 26 properties (12%). These include 1 I home owners assisted to buy homes, 12 home owner rehab loans, 3 other nonprofit renovated or new construction homes. We have directly invested in 28 properties (13 %). These include I I we have acquired/rehabilitated/sold, 5 new homes we have constructed/are in construction now, 5 lots purchased and given to Habitat for Humanity, and 7 other vacant lots we have purchased. How have the home ownership and vacant property rates changed since 1994? In 1994 there were 112 owner occupied properties (52%). Today there are estimated to be 146 owner occupied properties (67%) - this includes 6 properties we are currently working on or have on the market. In order to get to 70% home ownership, we would need to convert 6 more rental or vacant properties to owner occupied, not including those we are currently working on. It would also mean that no additional properties would be converted from owner occupied to rental properties in the area. ,in 1994 there were 24 vacant homes (1 I%) and today there are estimated to be 16 vacant homes (7%). There were 16 vacant lots not connected to homes (7%) and today there are 7 (3%). What additional development do we have "in the works" today? In the rest of 1999 we should complete 2 more acqusition/rehab projects; 2 demolitions, 2 new homes, and 1 special demolition. Of these, 3 new owner occupied homes and 2 demolitions would occur in the original target area. The others are projected for Campeau Street, adjacent to the original target area. In the I st half of 2000, we should complete I acquisition rental/rehab; 1 new home; and 1 acqusition rehab for a total of 2 more owner occupied homes. Chalfant/Bissell/Sorin - Target Area Accomplishments to Date October 1, 1998 In 1996, 1997, and 1998, Neighborhood Housing Services is focusing development efforts on a fourteen block area near Perley Elementary School in an effort to totally transform the target area. In addition we are working with property owners in the surrounding 14 block area to increase home ownership to 70% and support home improvement projects. In a Wo block area to date: * 5 blighted homes have been torn down. * 4 drug houses have been eliminated through increased police patrols and increased citizen participation and purchases of homes by NHS. *3 new homes have been constructed by NHS, and 2 of those has been sold for $56,000 * 4 new homes have been constructed by Habitat for Humanity. * 4 homes have been totally renovated by the NHS (1114, 1135, 1136, and 1226 Bissell Streets) * 4 homes have been renovated by their private property owners (1133, 1225, 1229,1233, 1241 Bissell St). Three have been completed —with an NHS Home Improvement Loan. * Two target area neighborhood clean up efforts (spring and fall 96) and Code enforcement attention has improved the standard of upkeep on all properties. * New curb and sidewalk have been installed along the length of the 1100 and 1200 blocks of Bissell through the Community Development Block Grant Program, City of South Bend Additional efforts are planned for the 14 block area in 1998: * I additional total home renovation for sale to a first time home buyer at 1201 Bissell Street with assistance from Malley American Bank. * I additional new home by Habitat at 1202 Bissell Street. And in the remaining 14 block area in 1998: *7 additional homes renovated by NHS - 4 for first time home buyers in adjacent 14 block area; included in this is the Notre Dame Alumni Family Work Camp project at 1310 Chalfant Street (3rd Annual Family Work Camp). *Construction of curbs, sidewalks where there are none with the repaving of 1400 block of Chalfant Street through Community Development Bloulk Grant Program, City of South Bend Homes have been improved in the surrounding 14 block area in the last 3 years also: * 1234 Chalfant St by the NHS and 1118 Chalfant by Housing Development Corp For first time hone buyers. * 1242 Chalfant, 1342 Chalfant, 1330 Chalfant, 1354 Chalfant have been substantially improved by their owners in the last 3 years. * 1337 Bissell and 1315 Bissell received major improvements by owners in last 3 years. *1241 Sorin, 1337 Sorin, and 1403 Sorin Street have been substantially improved by their otivners in the last 3 years * 1201 Sorin, and 1227 Sorin are the site of new Habitat for Humanity Homes in 1993. * 1322 Bissell, and 1326 Bissell have been substantially improved by the South Bend Housing Authority. * 1997/I998 Habitat Notre Dame Student Chapter home construction at 1333 Sorin Street. aprsum698,wpd SUMMARY - Perley Park Target Area Status Report August 14, 1999 Goals for Target Area - 14 blocks including Chalfant, Bissell, Sorin Streets from Eddy to Twyckenham 1. Create 70% home ownership 2. Create an appearance of physical revitalization 3. Create a community standard for property upkeep above minimum code enforcement standards 4. Involve neighborhood residents in resolving problem property and other neighborhood issues Where are we at? --- - - -- Of the 217 properties in the area - 22 (10%) are still problems, either vacant homes (16) or need code and/or police attention (5). How has the NHS intervened? We have facilitated investment by others in 26 properties (12%). These include 1 I home owners assisted to buy homes, 12 home owner rehab loans, 3 other nonprofit renovated or new construction homes. We have directly invested in 29 properties (13%). These include 1 I we have acquired/rehabilitated/sold, 5 new homes we have constructed/are in construction now, 5 lots purchased and given to Habitat for Humanity, and 7 other vacant lots we have purchased. How have the home ownership and vacant property rates changed since 1994? In 1994 there were 112 owner occupied properties (52%). Today there are estimated to be 146 owner occupied properties (67%) - this includes 6 properties we are currently working on or have on the market. In order to get to 70% home ownership, we would need to convert 6 more rental or vacant properties to owner occupied, not including those we are currently working on. It would also mean that no additional properties would be converted from owner occupied to rental properties in the area. In 1994 there were 24 vacant homes (11%) and today there are estimated to be 16 vacant homes (7%). There were 16 vacant lots not connected to homes (7%) and today there are 7 (3%). What additional development do we have "in the works" today? In the rest of 1999 we should complete 2 more acqusition/rehab projects; 2 demolitions, 2 new homes, and I special demolition. Of these, 3 new owner occupied homes and 2 demolitions would occur in the original target area. The others are projected for Campeau Street, adjacent to the original target area. In the 1 st half of 2000, we should complete 1 acquisition rental/rehab; 1 new home; and I acqusition rehab for a total of 2 more owner occupied homes. Chalfant/Bissell/Sorin - Target Area Accornp ishments to Date October 1, 1998 In 1996, 1997, and 1998, Neighborhood Housing Services is focusing development efforts on a fourteen block area near Perley Elementary School in an effort to totally transform the target area. In addition we are working with property owners in the surrounding 14 block area to increase home ownership to 70% and support home improvement projects. In a two block area to date: * 5 blighted homes have been torn down. * 4 drug houses have been eliminated through increased police patrols and increased citizen participation and purchases of homes by NHS. *3 new homes have been constructed by NHS, and 2 of those has been sold for $56,000 * 4 new homes have been constructed by Habitat for Humanity. * 4 homes have been totally renovated by the NHS (1114, 1135, 1136, and 1226 Bissell Streets) * 4 homes have been renovated by their private property owners (1133, 1225, 1229,1233, 1241 Bissell St). Three have been completed with an NHS Home Improvement Loan. * Two target area neighborhood clean up efforts (spring and fall 96) and Code enforcement attention has improved the standard of upkeep on all properties. * New curb and sidewalk have been installed along the length of the 1100 and 1200 blocks of Bissell through the Community Development Block Grant Program, City of South Bend Additional efforts are planned for the 14 block area in 1998: *I additional total home renovation for sale to a first time home buyer at 1201 Bissell Street with assistance from Valley American Bank. * 1 additional new home by Habitat at 1202 Bissell Street. We have directly invested in 28 properties (13%). These include 11 we have acquired/rehabilitated/sold, 5 new homes we have constructed/are in construction now, 5 lots purchased and given to Habitat for Humanity, and 7 other vacant lots we have purchased. How have the home ownership and vacant property rates changed since 1994? ___ __ _ In 1994 there were 112 owner occupied properties (52%). Today there are estimated to be 146 owner occupied properties (67%) - this includes 6 properties we are currently working on or have on the market. In order to get to 70% home ownership, we would need to convert 6 more rental or vacant properties to owner occupied, not including those we are currently working on. It would also mean that no additional properties would be converted from owner occupied to rental properties in the area. In 1994 there were 24 vacant homes (11 %) and today there are estimated to be 16 vacant homes (7%). There were 16 vacant lots not connected to homes (7%) and today there are 7 (3%). What additional development do we have "in the works" today? In the rest of 1999 we should complete 2 more acqusition/rehab projects; 2 demolitions, 2 new homes, and 1 special demolition. Chalfant/Bissell/Sore i - Target Area Accomplishments to Date October 1, 1998 In 1996, 1997, and 1998, Neighborhood Housing Services is focusing development efforts on a fourteen block area near Perley Elementary School in an effort to totally transform the target area. In addition we are working with property owners in the surrounding 14 block area to increase home ownership to 70% and support home improvement projects. In a two block area to date: S blighted homes have been torn down. * 4 drug houses have been eliminated through increased police patrols and increased citizen participation and purchases of homes by NHS. *3 new homes have been constructed by NHS, and 2 of those has been sold for $56,000 * 4 new homes have been constructed by Habitat for Humanity. * 4 homes have been totally renovated by the NHS (1114, 1135, 1136, and 1226 Bissell Streets) * 4 homes have been renovated by their private property owners (1133, 1225, 1229,1233, 1241 Bissell St). Three have been completed with an NHS Home Improvement Loan. * Two target area neighborhood clean up efforts (spring and fall 96) and Code enforcement attention has improved the standard of upkeep on all properties. * New curb and sidewalk have been installed along the length of the 1100 and 1200 blocks of Bissell through the Community Development Block Grant Program, City of South Bend Additional efforts are planned for the 14 block area in 1998: * 1 additional total home renovation for sale to a first time home buyer at 1201 Bissell Street with assistance from Valley American Bank. * 1 additional new home by Habitat at 1202 Bissell Street. Involve neighborhood residents in resolving problem property and other neighborhood issues Where are we at? Of the 217 properties in the area - 22 (10%) are still problems, either vacant homes (16) or need code and/or police attention (5). How has the NHS intervened? We have facilitated investment by others in 26 properties (12%). These include I I ]ionic owners assisted to buy homes, 12 home owner rehab loans, 3 other nonprofit renovated or new construction homes. We have directly invested in 28 properties (13%). These include 11 we have acquired/rehabilitated/sold, 5 new homes we have constructed/are in construction now, 5 lots purchased and given to Habitat for Humanity, and 7 other vacant lots we have purchased. How have the home ownership and vacant property rates changed since 1994? 1n 1994 there were 112 owner occupied properties (52%). Today there are estimated to be 146 owner occupied properties (67%) - this includes 6 properties we are currently working on or have on the market. In order to get to 70% home ownership, we would need to convert 6 more rental or vacant properties to owner occupied, not including those we are currently working on. It would also mean that no additional properties would be converted from owner occupied to rental properties in the area. In 1994 there were 24 vacant homes (11%) and today there are estimated to be 16 vacant homes (7%). There were 16 vacant lots not connected to homes (7%) and today there are 7 (3%). What additional development do we have "in the works" today? In the rest of 1999 we should complete 2 more acqusition/rehab projects- 2 demolitions, 2 new homes, and 1 special demolition. Of these, 3 new owner occupied homes and 2 demolitions would occur in the original target area. The others are projected for Campeau Street, adjacent to the original target area. In the 1 st half of 2000, we should complete 1 acquisition rental/rehab; I new home; and I acqusition rehab for a total of 2 more owner occupied homes.
