AN ORDINANCE FIXING MAXIMUM SALARIES AND WAGES
OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY
OF SOUTH BEND, INDIANA, FOR THE YEAR OF 1982
STATEMENT OF PURPOSE AND INTENT
The Common Council of the City of South Bend, Indiana, believes
that fair and equitable salaries for appointed officers and employees of
the City should be established for the 1982 calendar year.
The following salaries and wages represent an average of an
approximate 7 1/2% increase, with members of the Teamsters receiving
an average increase ranging from$.44 to$.51 per hour.
The Common Council believes that these are the maximum wages and
salaries which may be paid in light of ever tightening budget constraints.
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA:
SECTION I. That from and after the 1st day of January, 1982 the
maximum salaries and wages for the following appointed officers and
employees of the City of South Bend, Indiana, for the year 1982 shall
be no more than as follows:

Dear Members of the Council:

The attached bill would establish wages and salaries for City
employees for the years 1982, 1983 and 1984.
The proposed salary increases are based on a tentative agree-
ment that has been reached with Teamsters Local No. 364, and
recommendations made by the Mayor for all other non -union
employees.
With the exception of some positions where adjustments have
been made to address inequities, this bill would provide for
salary increases of 10.3% in 1982, 8.6% in 1983, and 8.1% in
1984.
While these increases are more substantial than any increases
in recent years, they are based on the negotiated settlement
with the Firefighters union. These increases will help to
address the inadequacies of past salary increases and better
compensate our employees for the outstanding work that they
perform throughout the City.
I request your favorable consideration of this bill, and if
I can be of assistance do not hesitate to call.

I am hereby vetoing Ordinance No. 6915 -81. The
reason for my veto is that the ordinance does not reflect
the agreement entered into with the Teamsters Union nor
the compromise agreement which has been reached between
the Administration and the majority of the members of the
Council for the salaries of the Teamsters and other non-
union employees of the City. VIhile the compromise ordinance
which you have before you for first reading today does not
reflect the original agreement between the City and the
Teamsters, it is agreeable to both parties.
I appreciate the efforts on the part of the members
of the Council to resolve the very important matter of
salaries for our City employees.
