ORDINANCE NO. i.V-1 k - AN ORDINANCE APPROPRIATING $18,500 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE SUPPORT OF A NEIGHBORHOOD CLEAN -UP CREW TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE NEIGHBORHOOD CODE ENFORCEMENT OFFICE. STATEMENT OF PURPOSE AND INTENT: The government of the City of South Bend, in partnership with the City's private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents. As part of this commitment to a comprehensive community development and improvement program, the City of South Bend through its Division of Community Development has applied for and received the approval of the United States Department of Housing and Urban Development to expend $4,044,000.00 in the execution of certain public works, park improvement, housing, code enforcement /demolition, and public service project activities. Funds are required by the Division of Community Development for the support of a two member Neighborhood Clean -Up Crew to clean publicly and privately -owned properties in Community Development Neighborhood Strategy Areas as part of Community Development's overall neighborhood improvement strategy. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $18,500 is hereby appropriated for the program year starting July 7, 1980 from the Community Block Grant Fund (Program Year 1980). This appropriation is to be administered by the Division of Community Development and Neighborhood Code Enforcement Office. Bauer Community Development Director rf* ' Ordinance to Appropriate $18,500 for the support of a Neighborhood Clean -up Crew December 2, 1980 (� • Dc F� O ® IMP 3 m Y • 1440 County-Clty Building South Bend, Indiana 46601 (219) 284 -9335 Attached for your consideration is an Ordinance which would appropriate $18,500 from the 1980 Community Development Block Grant to support the continuation of the Neighborhood Clean -up Crew, operated by the Neighborhood Code Enforcement office. Funds to support a two - person clean -up crew working in the Community Development Neighborhood Strategy Areas were appropriated last July. The funds were for a six -month period, during which time the program was to be evaluated. From August 1 to November 30, the clean -up crew has cleaned 119 lots. We believe this program is making a positive impact on the NSA neighborhoods, and should be continued as an ongoing Community Development activity. The $18,500 will provide funding for the seven -month period from February 1, 1981 to August 31, 1981, as follows: Description Amount Salaries and Wages 1 Equipment Operator I ($5.45/hr.) $6,977 1 Equipment Operator IV ($6.20 /hr.) 7,523 Total Wages $14,500 Page Two Members of the Common Council December 2, 1980 Fringe Benefits Equipment Repair Other Equipment Other Supplies Amount 2,500 250 1,000 250 TOTAL $18,500 Effective September 1, 1981, we plan to fund this program from the 7th year (1981) CDBG Program; these funds will be included in the application the Council will review early next year. The funds for this interim period will be transferred from the 1980 Unspecified Local Option account, which has a present balance of $318,175.
