AN ORDINANCE APPROPRIATING $25,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR
ECONOMIC DEVELOPMENT PLANNING FOR THE STUDEBAKER
INDUSTRIAL CORRIDOR TO BE ADMINISTERED BY THE
CITY OF SOUTH BEND THROUGH ITS DIVISION OF
COMMUNITY DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The government of the City of South Bend is committed to the goal
of expansion of job opportunities for its residents. To achieve this goal,
the City of South Bend recognizes that the renewal and revitalization of the
Studebaker Industrial Corridor could provide an exemplary stimulus for the
creation of numerous jobs for area residents as well as provide stimulus
for economic growth for the entire community. Accordingly, the City of
South Bend proposes to undertake a planning feasibility study of the Studebaker
Industrial Corridor, to determine the best possible reuse of the buildings
contained therein.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. The sum of $25,000.00 is hereby appropriated for the program
year starting July 7, 1979 from the Community Block Grant Fund (Program Year
1979.) This appropriation is to be administered by the Division of Community
Development, as set forth below:

FEASIBILITY: The objective is to determine and pre- measure the
economic and financial feasibility of the redevelopment and re-
industrialization of the Studebaker Industrial Corridor. Economic
and financial feasibility will examine the market in terms of demand
for industrial land and structures, the site and structural opportunities,
prohibitions, problems and potentials, and the availability of public
and private resources.

II. PHYSICAL DEVELOPMENT PLAN: The objective is to develop a
realistic redevelopment and re- industrialization master
plan which reflects an accurate demand for industrial space,
recognizes resources limitation and is flexible enough to
meet changing economic trends and availability of resources
A key assumption is that the master plan must be based on
a phased approach to re- industrialization of the Studebaker
Industrial Corridor. The second key assumption is that each
area of the corridor designated for phased redeveloplent and
re- industrialization must stand alone as a complete unit while

retaining the potential for interrelated development,
e.g., access and internal circulation. The final key
assumption is that the master plan must include a develop-
ment alternative for each phase.

III. DEVELOPMENT STRATEGY: After assessing the economic and
financial feasibility of the phased re- industrialization
of the site and expressing this re- industrialization
in a master plan, the City would prepare and implement a
development and disposition strategy.. The development
and disposition strategy would focus on the establishment
of an organizational mechanism, program development,
financial plan and budget and an acquisition and disposition
strategy.
