At its February 11, 2025 meeting, the Board of Public Works approved the request to
rescind the award for the above referenced open market contract due to being unable to fulfill
obligations.
Please sign this letter whereby you acknowledge that the above-mentioned contract with
the City has been rescinded at your request by the Board of Public Works. Absent receipt of this
signed letter, the Board of Public Works deems your contract rescinded as of February 11, 2025

619, 620, 621 Sherman Ave. TIF Project – Foundation Slabs

On October 22, 2024, the Board of Public Works awarded three open market contracts for
foundation installations for new affordable duplex units on Sherman Avenue in the Near Northwest
Neighborhood. The contracts are funded through a Development Agreement with local developer
Property Bros, approved by the City’s Redevelopment Commission.
Mike’s Construction is a small construction company out of southwest Michigan, and a first-time
vendor for the City of South Bend. The City and its development partner, Jordan Richardson of
Property Bros, expected Mike’s Construction to complete the foundations during November of
2024 before the cold weather set in. Unfortunately, the contractor was not able to complete any
of the scope of work despite being given several months, and Mr. Richardson contracted with
another construction company to begin work on the duplexes.
Since no work was completed by Mike’s Construction and their obligations have been fulfilled by
another contractor, the City wishes to rescind the Open Market Contract awards and use the
money for material purchases to further support the duplex construction.
