AN ORDINANCE APPROPRIATING MONIES FOR OPERATIOiN
OF THE YOUTH SERVICE BUREAU SHELTER.
STATEMENT OF PURPOSE AND INTENT:
The Common Council of the City of South Bend desires to
continue the operation of the Youth Service Bureau Runaway Shelter
during the period July 1, 1981 through June 30, 1982. Funding
sources for the Shelter include the Department of Health and Human
Services, Runaway Youth Act; Indiana Office of Social Services; and
the St. Joseph County Department of Public Welfare. It is necessary
that sums be appropriated for the continued operation of the Shelter,
using funds received from these sources.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana:

The enclosed appropriations ordinance represents the cost of operating the
Youth Service Bureau Runaway Shelter during the period July 1, 1981 through
June 30, 1982. The appropriation by funding source includes: the Department of
Health and Human Services, Runaway Youth Act, $60,000.00; Indiana Office of
Social Services, Title XX, $9,780.00; and the St. Joseph County Department of
Public Welfare per diems, $19,399• This represents a total appropriation of
$89,179.
Personnel expenses include one Shelter Supervisor, three full -time Shelter
Counselors, and two -part family therapists.
Contractual services represents the cost of the required annual audit and
approximately $500.00 of supervision/consultation for the Shelter staff.
Rent includes the cost of the Shelter facility rental at $300.00 per month.
It also includes 50% of the lease of the Youth Service Bureau van as the Shelter
uses the van approximately 50% of the time.
Other supplies represent the cost of food, paper products, cleaning materials,
etc. used at the Shelter.
The other items represent the cost of operating and maintaining the Runaway
Shelter.
