AN ORDINANCE APPROPRIATING $3,720,500.00 FROM
THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR
THE PURPOSE OF DEFRAYING THE EXPENSES OF THE
DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY
OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE
AGENCIES, FOR THE PROGRAM YEAR BEGINNING JULY 7,
1981 AND ENDING JULY 6, 1982, TO BE ADMINISTERED
THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The government of the City of South Bend, in partnership with the City's
private sector and residents, is committed to the goal of improving the "quality
of life" in the City, its neighborhoods, and for its residents. As part of this
commitment to a comprehensive community development and improvement program, the
City of South Bend through its Division of Community Development has applied for
and received the approval of the United States Department of Housing and Urban
Development to expend $3,720,500.00 in the execution of certain housing rehab
assistance, code enforcement /demolition, public works, parks /open space /recreational
facility improvement, public service, economic development, and general administra-
tion, planning /program development activities. In order to implement the afore-
mentioned activities, funds are required.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana, as follows:
SECTION I. The sum of $3,720,500.00 is hereby appropriated for the
program year starting July 7, 1981 from the City of South Bend's Community
Development Block Grant Fund (Program Year 1981). The appropriation shall
be used as approved by the United States Department of Housing and Urban Develop-
ment, under Title Twenty -Four (24), of the Code of Federal Regulations, Part
Five Hundred and Seventy (570) for the Community Development Program Year 1981.
This Appropriation shall be administered by the Division of Community Develop-
ment and its designated subgrantees, and will be distributed as set forth below:

SECTION II. No costs will be incurred or funds expended for any of the
activities addressed in this ordinance prior to completion and subsequent
certification of the Environmental Review Process specified in Sections 58.16,
58.17, and 58.30 of the Environmental Review Procedures for the Community
Development Block Grant Program and an official release of funds received from
the United States Department of Housing and Urban pevelopment.

The Division of Community Development is submitting, for your
consideration, an appropriation bill totalling $3,720,500 to be used
for thirty -two (32) activities. This program has just been approved
by the United States Department of Housing and Urban Development.
As you may recall, these activities were previously discussed
with you at a Common Council caucus on February 15, 1981. At that
time, you received a handout entitled Summary: 1981 Community Develop-
ment Block Grant Application. That booklet may be a helpful reference
for capsule descriptions of the project activities.
In addition, you received in April a copy of the 1981 Annual
Community Development Block Grant Application, as submitted to HUD. The
ordinance before you reflects the activities and amounts as presented
in that final document. The section entitled "Project Summary" should
provide you with more detailed activity explanations.
Should you wish further information, please contact me at your
convenience. I expect to meet with the Human Resources and Economic
Development Committee prior to final action on this Ordinance.
