AN ORDINANCE OF THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, AMENDING
CHAPTER 2, ARTICLE 1, SECTION 2 -2 OF THE
MUNICIPAL CODE OF THE CITY OF SOUTH BEND,
ENTITLED ADOPTION OF RULES AND REGULATIONS
OF THE COMMON COUNCIL AND POWERS THERETO
STATEMENT OF PURPOSE AND INTENT
The Common Council of the City of South Bend recognizes the many
educational benefits of meetings, conferences and seminars which are
frequently held for public officials.
The Common Council further recognizes that attendance at such
meetings, conferences, and seminars enables the individuals to learn about
new programs and laws which are being utilized in other communities.
In the interest of developing a systematic procedure to inform
the entire Common Council of new programs and laws which are highlighted
at various meetings, conferences, and seminars; the Council hereby
requires the filing of a written report from each Councilman following
his or her attendance.
The Common Council believes that such a reporting system will
further professionalize the communication of any new information received;
and will enable the entire Council to benefit from an individual Council-
man attending such meetings.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY
OF SOUTH BEND, INDIANA, as follows:
SECTION I. Chapter 2, Article 1, Section 2 -2 of the Municipal
Code of the City of South Bend, Indiana, is hereby amended by the
inclusion of new sub - section (k) which shall read as follows:
Sec. 2 -2 Adoption of rules and regulations by the Common Council
and powers thereto.
(k) Each Councilman shall file a written re ort with the
City Clerk within fourteen 1 n i days after atteng any
meetin con erence or seminar where u lic unds are
used to finance his or er atten ance. The report shall
include the following information: name, date, and place of
meeting conference or seminar; principle spea ers and
topics covered brief descriptive narrative of the subject
matter discussed; indication of whether written handouts
are available; and name of Councilman in attendance.
SECTION II. This Ordinance shall be in full force and effect from
and after its passage by the Common Council, approval by the Mayor, and
legal publication.

The attached Bill would amend the rules and regulations
governing the Common Council by requiring a written report
of each Councilman whose attendance at a meeting, conference,
or seminar is made possible because of public funds.
We are all aware of the educational benefits of attend-
ing such meetings. However due to increasing budgetary
restraints, public funds for travel are becoming more and
more restrictive. Therefore in the interest of allowing the
entire Council to benefit from a Councilman's attendance at
such meetings; a systematic report will be required. It is
hoped that we will all gain new insights to programs and
laws in other communities by having access to such reports.
I hope that the City Administration will follow the
Council's lead in this area, so that more persons will benefit
from having the City represented at such meetings. The
taxpayers are entitled to know just how their money is being
spent. Hopefully by improv'_ng the communication in this area,
the entire City will benefit. Your favorable support is
requested.
