(anj L J - $ I AN ORDINANCE APPROPRIATING $9,500 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE SUPPORT OF A NEIGHBORHOOD CLEAN -UP CREW TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE NEIGHBORHOOD CODE ENFORCEMENT OFFICE. STATEMENT OF PURPOSE AND INTENT: The government of the City of South Bend, in partnership with the City's private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents. As part of this commitment to a comprehensive community development and improvement program, the City of South Bend through its Division of Community Development has applied for and received the approval of the United States Department of Housing and Urban Development to expend $4,044,000.00 in the execution of certain public works, park improvement, housing, code enforcement /demolition, and public service project activities. Funds are required by the Division of Community Development for the support of an additional two- member Neighborhood Clean -Up Crew, to clean publicly and privately -owned properties in Community Development Neighborhood Strategy Areas as part of Community Development's overall neighborhood improvement strategy. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. An additional sum of $9,500 is hereby appropriated for the program year starting July 7, 1980 from the Community Development Block Grant Fund (Program Year 1980). This appropriation is to be administered by the Division of Community Development and Neighborhood Code Enforcement Office. COMPTON Deputy Director M E M O R A N D U M TO: Members of the Common Council 1` FROM: Marzy Bauer, Community Development Director f`�P SUBJECT: Ordinance to appropriate $9,500 to support an additional Neighborhood Clean -up Crew DATE: April 7, 1981 10 • m Y • 1440 County -City Building South Bend, Indiana 46601 (219) 284.9335 Attached for your consideration is an ordinance which would appropriate $9,500 from the 1980 Community Development Block Grant to support an expansion of the Neighborhood Clean -up Crew, operated by the Neighborhood Code Enforcement Office. The funds to be appropriated will enable the formation of an additional two - person crew to clean lots in Community Development Neighborhood Strategy Areas. The funds will be transferred from the 1980 Unspecified Local Option account, which is currently at a level of $99,675. The $9,500 will provide salaries and related costs for the period May 1 - August 31, 1981. We are amending our 1981 CDBG application to HUD to reflect an additional $36,000 in the Neighborhood Clean -up Crew Activity, to provide annual funding for two crews. The final version of our application which you will receive later this month will reflect this change.
