NOW THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND, INDIANA, as follows:
SECTION I. The sum of $20,000.00 is hereby appropriated
for the year 1981 from the Federal Assistance Grant Fund, com-
monly known as the General Revenue Sharing Trust Fund. This
approriation is to be administered by the Neighborhood Code En-
forcement Office and will be distributed as set forth below:

Dear City Council Members:
The Neighborhood Code Enforcement Office is requesting $20,000 in Federal Revenue
Sharing Funds to supplement the budget for the 1981 Summer Environmental Clean -up
Program. The money will provide support services-for equipment repair, truck leasing,
gasoline and equipment. The personnel costs will be paid by CETA from the Summer
Youth Program Fund and the program will be administered by the Neighborhood Code
Enforcement office.
A coordinator for the Summer Environmental Clean Up crew will be hired and start
work by May 15, 1981. I will interview the candidates and hire the coordinator who will
report directly to me. In addition, 7 supervisors will be hired by the coordinator and
myself during the 3rd and 4th weeks of May. These supervisors will report to the coordin-
ator of the summer clean up program. Each supervisor will be responsible for a crew of 5
teenagers, the equipment assigned to each crew and for driving the van to transport the
crew and the equipment to the work site.
There will be 7 clean up crews. Each crew will be assigned to an area of the City
that has already been established by the Neighborhood Code Enforcement office. The crews
will be assigned the responsibility for the clean up of lots designated by the Board of
Public Works, City -owned lots and the alleys in their area. Each team will have 3 lawn -
mowers, rakes and other appropriate equipment.
The year round clean up crew will be assigned the responsibility of picking up the
accumulated trash collected by the summer crews and taking the trash to the landfill.
In addition, the year round crew members will operate our 2 large mowers used for mowing
large vacant lots, operating the front end loader and operating our 3 chain saws when
this equipment is needed.
Foreman Ed Nowak will continue to supervise the year round clean up crew, coordinate
daily clean up activities with the coordinator of the summer clean up program and be
responsible for the maintenance of all of the equipment.
The coordinator of the summer clean up crews will be responsible for distributing
the daily work to each team, following up to make sure the work is completed on a daily
basis and solving personnel and other problems that will undoubtedly come up each day.

With advanced planning, organization and a coordinated effort these Federal Revenue
Sharing Funds will be put to good use in cleaning up the problem areas in the City.
