AN ORDINANCE TRANSFERRING $306,691.71
FROM THE CUMULATIVE CAPITAL I14PROVEMFNT
FUND TO THE POLICE DEPARTMENT WITHIN THE
GENERAL FUND OF THE CITY OF SOUTH BEND,
INDIANA.
STATEMENT OF PURPOSE AND INTENT:
Monies are now needed in the Police personnel account
to pay salaries and wages for the remainder of 1981. Monies
were previously transferred from the Salaries and Wages account
to the Motor Vehicle account to purchase police cars. Funds are
available in the Cumulative Capital Improvement Fund.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana, as follows:
SECTION I. Transfer $306,691.71 from the Cumulative
Capital Improvement Fund to the General Fund pursuant to IC
6 -7 -1 -31.1, as reimbursement for monies earlier transferred
from the Salaries and Wages account to pay for police vehicles.
SECTION II. Appropriate $306,691.71 to the Police
Department within the General Fund as set forth below:
110.0 Salaries and Wages $306,691.71
SECTION III. This Ordinance shall be in full force
and effect from and after its passage by the Council and approval
by the Mayor.

This bill would provide for the temporary transfer of funds
from the Cumulative Capital Improvement Fund to the Personnel
line item in the Police Department. This money will be used
to reimburse the Police Department for funds which were pre-
viously transferred to purchase patrol cars.
While we had planned to use proceeds from the Municipal Bonds
of 1981 to reimburse the personnel account it is now necessary
to transfer funds from CCIF to cover a shortfall in the per-
sonnel line item because of the delay in the final resolution
of the bonds. When the proceeds of the bonds are received,
we will reimburse CCIF.
The funds are available for this transfer from the operating
balance in CCIF.
