ORDINANCE NO. 7110 -82
AN ORDINANCE TO AMEND THE 1982 SALARY ORDINANCE
NO. 6920 -81 FIXING MAXIMUM SALARIES AND WAGES
OF CERTAIN APPOINTED OFFICERS AND EMPLOYEES
OF THE NEIGHBORHOOD CODE ENFORCEMENT OFFICE
TO BE CALLED THE DEPARTMENT OF CODE ENFORCEMENT
STATEMENT OF PURPOSE AND INTENT:
Included in the reorganization of the departments of the City
of South Bend is the creation of the Department of Code Enforcement.
This reorganization will be accomplished without adding new personnel,
but some positions will be given increased responsibilities, therefore,
it is requested that these positions be given additional monies,
effective November 1, 1982.
The additional funds are available through the Neighborhood
Code Enforcement Office.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA:
SECTION I. That from and after the 1st day

SECTION II. That the position of Director also be funded from
Community Development at $1,168.00 in 1982.
SECTION III. That the position of Office Manager be deleted
from the 1982 Salary Ordinance.
SECTION IV. That Neighborhood Code Enforcement be changed to
Department of Code Enforcement in the 1982 Salary Ordinance.
SECTION V. That the position of Housing Specialist and Administrative
Services Director be included in the amended 1982 Salary Ordinance.
SECTION VI. That this Ordinance shall be in full force and
effect from and after its passage by the Common Council and approval
by the Mayor.

Dear Council Members:
The proposed establishment of the Code Enforcement Department will
require the upgrading of five (5) positions because of increased
responsibilities.
An increased salary is requested for the following positions:
Director, Assistant Director, Chief Inspector, Administrative Services
Director and Housing Specialist.
The Director will be responsible for organizing and supervising a
department consisting of forty -one people. Presently the Director
supervises a bureau with twenty -seven employees.
The Assistant Director will be responsible for directing the Department
of Code Enforcement in the absence of the Director. In addition the
Assistant Director is responsible for directing thirteen personnel,
supervising the Citizen Request Center, responsible for resolving environ-
mental problems and responsible for supervising the enforcement of all
nuisance ordinances, abandoned vehicles and animal problems.
The Chief Inspector will be responsible for supervisng seventeen inspectors,
one housing specialist and one secretary. Presently the Chief Inspector
supervises nine inspectors.
The Administrative Services Director will be responsible for developing
and implementing new inspection reporting systems for the building
inspectors; coordinating the issuance of building and demolition permits
and will be responsible for all fiscal matters for the department.
The Housing Specialist will assist the Chief Inspector and will be respon-
sible for assisting with Bureau of Housing final inspections, testifying
at Code Enforcement hearings and reviewing substandard housing inspection
reports.
The advantage of upgrading these five (5) positions is to allow the
department to develop a more effective operation without adding any
additional personnel.
