REGULAR MEETING JANUARY 06, 2025
Be it remembered that the Common Council of the City of South Bend, Indiana, met in -person and
via Microsoft Teams app on Monday, January 6, 2025, at 5:00 p.m. Council President Sharon L.
McBride called the meeting to order.

Council President Sharon McBride made a motion to resolve from the Presidency and turn the
meeting over to the City Clerk, Bianca L. Tirado, to begin the process of electing officers of the
South Bend Common Council.
ELECTION OF COUNCIL PRESIDENT FOR 2025
City Clerk Bianca L. Tirado opened the nominations for the office of Council President.
Councilmember Sherry Bolden -Simpson nominated Councilmember Karen White for the office
of the President which was declined by Councilmember Karen White. Councilmember Sharon
McBride nominated Councilmember Canneth Lee for the office of the President.

Councilmember Dr. Oliver Davis — Nay
Councilmember Rachel Tomas Morgan — Canneth Lee

Councilmember Ophelia Gooden-Rodgers — Canneth Lee
Councilmember Sherry Bolden -Simpson — Nay
Councilmember Karen L. White — Canneth Lee
Councilmember Canneth Lee was elected as Council President by a roll call vote majority of
seven (7) councilmembers.
Clerk Tirado turned the meeting over to Council President Canneth Lee to complete the process
of electing officers of the South Bend Common Council.
ELECTION OF COUNCIL VICE-PRESIDENT FOR 2025
Council President Lee opened the nominations for the office of Council Vice -President.
Councilmember Rachel Tomas Morgan nominated herself for the office of Vice -President.

Councilmember Rachel Tomas Morgan was elected as Council Vice President by a roll call vote
of eight (8) ayes with one (1) councilmember abstaining.
ELECTION OF CHAIRPERSON OF THE COMMITTEE OF THE WHOLE FOR 2025
Council President Lee opened the nominations for the office of Chairperson of the Committee of
the Whole.
Councilmember Sherry Bolden Simpson nominated Councilmember Dr. Oliver Davis for the
office of Chairperson of the Committee of the Whole. Councilmember Ophelia Gooden-Rodgers
nominated Councilmember Troy Warner for the office of Chairperson of the Committee of the
Whole.

Councilmember Troy Warner was elected as Chairperson of the Committee of the Whole by a roll
call vote majority of six (6) councilmembers.
APPOINTMENT OF COUNCIL ATTORNEY FOR 2025
Councilmember Sharon McBride nominated Attorney Robert Palmer for Council Attorney.

Attorney Robert Palmer was appointed as Council Attorney by a roll call vote majority of eight
(8) councilmembers.
STATEMENTS
Council President Lee stated that his hope and vision is to have the Council work as a team to
continue moving the City forward.

Councilmember McBride thanked the Council for their trust in her as Council President over the
last three (3) years. Councilmember McBride thanked the City and the residents of the third (3`d)
district.
Councilmember Niezgodski thanked the Council and stated that serving as Council Vice -
President had been an honor.
ADJOURNMENT
With no further business, Council President Canneth Lee adjourned the Council Organizational
meeting at 5:17 p.m.
