AN ORDINANCE TRANSFERRING MONIES FROM
VARIOUS ACCOUNTS TO THE OTHER EQUIPMENT
ACCOUNT WITHIN THE MORRIS CIVIC AUDITORIUM
BUDGET.
STATEMENT OF PURPOSE AND INTENT:
Since the Board of Managers of Century Center wants to replace
the rigging equipments in the Morris Civic Auditorium, and since there
are monies available in various accounts within the Morris Civic budget
which are not needed, transfers among accounts are needed.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana, as follows:
SECTION I. That the following accounts with the Morris Civic
Auditorium be adjusted as described below:

Reduce the following accounts:

Dear Members of the Common Council:

The Broadway Theatre League of South Bend and the International
Association of Theatrical and Stage Employees (the "stagehands"
union) brought to the attention.of the Civic Center Board of
Managers the fact that the stage rigging equipment at the Morris
Civic Auditorium is out -of -date and, in some instances, unsafe.
As a result, if the equipment is not repaired and replaced, the
events which could be conducted at the auditorium would have to
be limited to those shows using only minimal lighting and light
weight scenic backdrops. An independent report confirms this.
From both the standpoint of safety and the desire to maximize the
use of the Morris Civic Auditorium, the Board of Managers decided
to advertise for bids to replace the rigging equipment at the
auditorium. Initially, the lowest bid submitted was approximately
$58,000 which the Board considered too high. The project was re-
advertised in such a fashion as to allow local companies to bid
a portion of the job. As a result of readvertisement the project
cost is down to $40,586.32 with $5,796.81 to be awarded to local
concerns.
The Broadway Theatre League of South Bend has agreed to pay $20,000
plus the labor costs of replacement of the rigging equipment. The
balance of the cost $20,586.32, must come from the appropriations
(budget) of the Morris Civic Auditorium.
on behalf of the Board of Managers I ask that you consider the budget
transfers as outlined on the ordinance presented to you. The funds
are available for transfer because a Maintenance Technician was never
employed in 1982 (not budgeted for 1983) and due to the resignation
of the Manager and Secretary effective August 27, 1982. The Manager
will be replaced in 1982 with expanded responsibilities; however,
the Secretary will not.

Your prompt passage of these transfers is sought because a
production of Barnum is scheduled at the Morris on September 24th
and I would like to have all, or most, of the project completed by
that date. I'm certain that, recognizing that the safety of stage
personnel is of paramount importance and that expanded use of the
Morris Civic Auditorium is beneficial to the entire community, you
will approve these transfers.
We do not foresee any hidden costs, but are requesting $1,413.68
additional ($22,000.00 - $20,586.32) just in case. Thank you.
