AN ORDINANCE APPROPRIATING $16,593.00 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND FOR THE SUPPORT OF A
NEIGHBORHOOD YOUTH INVOLVEMENT ACTIVITY TO BE ADMINISTERED
BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF
COMMUNITY DEVELOPMENT AND THE CITY OF SOUTH BEND YOUTH
SERVICE BUREAU.
STATEMENT OF PURPOSE AND INTENT:
The government of the City of South Bend, in partnership with
the City's private sector, and residents, is committed to the goal of
providing "a suitable living environment" in the City, its neighborhoods,
and for its residents. As a part of this effort, neighborhood youth
can be recruited to carry out such constructive tasks as assisting with
environmental improvement and neighborhood safety within a neighborhood.
While aiding in neighborhood stabilization and preservation, the youth
can also be placed into partnership with adult groups to serve as a
delinquency prevention effort, Therefore, Community Development Block
Grant Funds will be utilized by the Youth Service Bureau to undertake
a Neighborhood Youth Involvement Activity in conjunction with a
neighborhood organization within one of the Community Development
Neighborhood Strategy Areas.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $16,593.00 is hereby appropriated for the
program year starting July 7, 1981, from the City of South Bend's Community
Development Block Grant Fund (Program Year 1981). The appropriation shall
be used as approved by the United States Department of Housing and Urban
Development, under Title Twenty -Four (24), of the Code of Federal Regulations,
Part Five Hundred and Seventy (570) for the Community Development Program
Year 1981. This appropriation shall be administered by the Division of
Community Development and the Youth Service Bureau.

UNSPECIFIED LOCAL OPTION FUNDS TO CITY OF SOUTH
BEND YOUTH SERVICES BUREAU
DATE: OCTOBER 20, 1981
Attached for your consideration is an ordinance which would
appropriate $16,593 from 1981 CDBG Unspecified Local Option funds
to the City of South Bend Youth Services Bureau. This funding would
provide a Neighborhood Youth Involvement Activity through a neighborhood
association in a strategy area. The project would include working
with the neighborhood association to determine those adults available and
willing to participate as volunteer supervisors, recruiting and training
youth group members, aiding youth and supervisors in setting of neighborhood
priorities, aiding in initiating and implementing projects aimed at established
priorities, and evaluation of the program. This project is targeted to
delinquency prevention efforts in utilizing a neighborhood as a center of
activity.
The CDBG Unspecified Local Option funds would be used to support
a counselor II position, fringe, mileage, project supplies, printing
expenses, and office supplies. The 1981 Unspecified Local Option account
is currently at a level of $124,787.
