(eQQ (A-% AN ORDINANCE APPROPRIATING $10,066.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE SUPPORT OF AN OLDER ADULT CRIME VICTIM PROGRAM ACTIVITY TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND REAL SERVICES OF ST. JOSEPH COUNTY, INC. STATEMENT OF PURPOSE AND INTENT: The government of the City of South Bend, in partnership with the City's private sector and residents, is committed to the goal of providing "a suitable living environment" in the City, its neighborhoods, and for its residents. As part of this task, it is essential that city residents feel comfortable, at ease, and safe in their respective homes and surrounding neighborhoods. The older adult community is a sector of the city population with special needs, as older citizens are often vulnerable targets for robbery, assault, vandalism or other crimes and thereafter remain fearful to move about freely within and outside of their homes. Therefore, Community Development Block Grant Funds will be utilized by REAL Services of St. Joseph County, Inc, to operate an Older Adult Crime Victim Program for older adults in the Community Development Neighborhood Strategy Areas. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana as follows: SECTION I. The sum of $10,066.00 is hereby appropriated for the program year starting July 7, 1981 from the Community Block Grant Fund (Program Year 1981). The appropriation shall be used as approved by the United States Department of Housing and Urban Development, under Title Twenty -Four (24) of the Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1981. This appropriation is to be administered by the Division of Community Development and REAL Services of St. Joseph County, Inc., as set forth below: PROGRAM CD -81 -504 COMMUNITY DEVELOPMENT PROGRAM Purpose Amount Older Adult Crime Victim Program Activity $10,066.00 TOTAL: $10,066.00 SECTION II. DATE: October 20, 1981 Real Services has requested $10,066 from the City of South Bend to continue the Older Adult Crime Victim Program from January 1, 1982 to December 31, 1982. The program, which has received prior CDBG funding, is designed to assist older adults who have been the victims of crime. Many of these older adults are residents of Community Development neighborhood strategy areas. The program assists older adults through direct counseling and an educational component which emphasizes crime prevention and self - protection. The CDBG funds represent a portion of the total funds utilized to support the program and would provide a portion of the counselor's salary and minimal non - personnel expenses related to the services provided. The 1981 Unspecified Local Option account is currently at a level of $124,787. I request your favorable consideration of this Ordinance.
