ORDINANCE NO.gR3 -81 AN ORDINANCE APPROPRIATING $10,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR IMPROVEMENTS TO THE NEW LASALLE FILLMORE NEIGHBORHOOD CENTER AND PARKING LOTS TO BE ADMINISTERED BY THE DIVISION OF COMMUNITY DEVELOPMENT AND A.C.T.I.O.N., INC. OF ST. JOSEPH COUNTY. STATEMENT OF PURPOSE AND INTENT: The City's neighborhood preservation program is based on a variety of activities including housing rehabilitation, public works, park improvements, and social service projects. To improve the delivery of community development and non - community development funded social services, which support the housing and physical improvement projects, the City has allocated community development funds for the rehabilitation, redesign, or improvements to selected neighborhood centers serving the neighborhood strategy areas. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $10,000.00 is hereby appropriated for the program year starting July 7, 1981, from the City of South Bend's Community Development Block Grant Fund (Program Year 1981). The appropriation shall be used as approved by the United States Department of Housing and Urban Development, under Title Twenty -Four (24), of the Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1981. This appropriation shall be administered by the Division of Community Development and A.C.T.I.O.N., Inc, of St. Joseph County PROGRAM CD -81 -305 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Improvements to the new LaSalle Fillmore Neighborhood Center and Parking Lot $10,000.00 SECTION II. Action, Inc. recently leased two portable classroom buildings from the South Bend Community School Corporation and intends to use the buildings as a Community Neighborhood Center for LaSalle Fillmore. This will assist in reducing the rental and utility costs of operating the Center in its present location. The CDBG funds would be utilized for remodeling materials for the inside and outside of the classroom buildings and parking lot construction materials and represent only a portion of the total costs involved. The interior remodeling would include dividing the building into rooms, lighting,and handicap accessibility. The exterior remodeling would include roofing, siding, dead bolt locks, outside lighting, and materials for parking lot construction. The 1981 Unspecified Local Option account is currently at a level of $124,787. I request your favorable consideration of this ordinance.
