AN ORDINANCE APPROPRIATING $50,000.00 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND, FOR ASSISTANCE WITH ADMINISTRATIVE
EXPENSES AND CONSTRUCTION OF A PARKING LOT FOR THE HISPANIC
YOUTH NEIGHBORHOOD CENTER, TO BE ADMINISTERED BY THE DIVISION
OF COMMUNITY DEVELOPMENT AND LA CASA DE AMISTAD INC.
STATEMENT OF PURPOSE AND INTENT:
The government of the City of South Bend, in partnership with the
City's private sector and residents, is committed to the goal of im-
proving the "quality of life" in the City, its neighborhoods, and for
its residents. As part of this commitment, the City of South Bend
through its Division of Community Development will utilize funds to
assist LaCasa de Amistad with administrative expenses so that the
center can continue to serve the particular needs of Hispanic youth
and adults in the Southwest Neighborhood Strategy Area. LaCasa offers
programs such as career education classes, tutoring, English classes,
sports activities and counseling. To further improve the center's
facilities, and accommodations, the construction of a parking lot will
also be funded through the Division of Community Development.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $50,000.00 is hereby appropriated for the
program year starting July 7, 1981, from the City of South Bend's
Community Development Block Grant Fund (Program Year 1981). The
appropriation shall be used as approved by the United States Department
of Housing and Urban Development, under Title Twenty -Four (24), of the
Code of Federal Regulations, Part Five Hundred and Seventy (570) for
the Community Development Program Year 1981. This appropriation shall
be administered by the Division of Community Development and LaCasa de
Amistad Inc.

Attached for your consideration is an ordinance which would
appropriate $50,000 from 1981 CDBG Unspecified Local Option funds
to LaCasa de Amistad Inc. for operational expenses and the construction
of a parking lot adjacent to their facility at 746 S. Meade Street.
The City of South Bend was originally requested to consider funding of
rehabilitation of the facility but, because of the Federal Guidelines
related to construction and the time frame involved, the majority of the
rehabilitation work has been supported by LaCasa de Amistad. The City
doesn't intend to alter its policy related to funding of administrative
costs for LaCasa de Amistad beyond this appropriation. However, this
was viewed as the only alternative for the city addressing the needs
of LaCasa de Amistad at this time.
The funds would provide salary and fringe benefits for four
employees and the construction costs of the parking lot. LaCasa de Amistad
serves the needs of Hispanic youth and adults in the community through
career education classes,tutoring, a choral group, the Hispanic Club,
sports activities, English classes, and counseling.
The 1981 Unspecified Local Option Account is currently at a
level of $124,787. I request your favorable consideration of this
