HomeMy WebLinkAboutIndustrial Wastewater Discharge Permit - Amazon Data Services Inc March 20, 2025 Board of Public Works City of South Bend 1316 County City Building 227 West Jefferson Boulevard South Bend IN 46601 RE: Scriveners Error Industrial Discharge Permit Dear Board Members: The Board of Public Works approved an Industrial Discharge Permit for Amazon Data Services, Inc at the January 14, 2025, meeting. Amazon Data Services made a scrivener’s error on their permit application and omitted the use of water to washdown facility and equipment. The washdowns will be generated with initial start up and then on a routine basis not yet determined. The Division of Environmental Services have reviewed chemicals involved in the washdown process and has determined that these activities do not have any pollutants of concern. The Pretreatment Group has added this wastestream to the scope of permitted discharges. Please review the adjusted Permit Briefing Memo attached. The Pretreatment Group would like this change observed. Further signatures from the Board of Public Work members are not needed. Classification Amazon Data Services, Inc (ADS) is classified as a Significant Industrial User (SIU) as defined in the South Bend Municipal Code. Amazon Data Servies, Inc, is classified as an A industry per the City’s Industrial Pretreatment Program due to their discharge of > 100,000 gpd. This facility is permitted due to the potential impact concentrated non-contact cooling water may have on the POTW. 6. Calculation of Limits Discharge limitations from the South Bend Municipal Code have been applied without modification. 7. Monitoring Frequency Monitoring frequencies are based on South Bend’s USEPA approved Industrial Pretreatment Program Monitoring Plan. 8. Industrial Operator Certification Requirement Industrial Operator Requirement: NOT APPLICABLE Industrial operator certification requirements are based on the criteria listed in Indiana Administrative Code, Title 327, 5-23-4. Permit Drafted by: City of South Bend Industrial Pretreatment Group August 9, 2024 7 Amazon Data Services, Inc Industrial Discharge Permit Facility Description Multibuilding data processing center that stores computing infrastructure that IT systems require, such as servers, data storage drives, and network equipment. Facility will have engine generators, chillers, pumps, and cooling units on site. Non-Contact Cooling Water is used to cool equipment in the months April through September. The facility operates 24 hours per day, 365 days per year. PART I – EFFLUENT LIMITATION A. Sample Port and Collection Location 1. Sample Site SBN 100 is located on the southwest corner of Edison Road and Larrison Road within a secured fence. 2. Any discharge of water or waste having a pH lower than 6.0 S.U. or a pH higher than 11.0 S.U. is prohibited. If “Report Only” appears on the table, it has been determined that an allocation of this pollutant is not necessary. The permittee shall compare any monitoring data for these pollutants with the screening table in Part I (3) below. If pollutant concentrations above the screening levels are observed, a local Daily Maximum and /or Monthly Average limit may be developed for that pollutant. 10 Amazon Data Services, Inc Industrial Discharge Permit PART II - MONITORING REQUIRMENTS A. Monitoring Frequency 1. The following parameters shall be monitored at the frequency and with the sampling type stated below. All measurements, tests, and analyses of the characteristics of water and wastes to which reference is made in this permit shall be conducted using the methods and procedures approved in 40 CFR 136 and amendments thereto, unless otherwise specified in an applicable Categorical Pretreatment Standard. Effective on 14 January 2025 Expires on the: 31 May 2026 Any violation of the terms and conditions of this permit shall be deemed a violation of the City of South Bend Municipal Code and will subject the permittee to the sanctions set out in section 17-11 through 17-13 of the Municipal Code.
