AN ORDINANCE ESTABLISHING AN ARSON
PROTECTION FUND.
STATEMENT OF PURPOSE AND INTENT:
The State of Indiana has given the City of South Bend
an Arson Protection Assistance Grant, which must be spent for training
and equipment on arson investigations. These monies are to be kept
separate and records must be maintained on expenditures.
This fund would also accomodate donations to arson
investigations.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND, INDIANA:
SECTION I. That an Arson Protection Fund be established
and that all monies received from the Arson Protection Assistance Grant be
deposited in that fund.
SECTION II. That monies in the Arson Protection Fund be
used by the police and fire departments exclusively for the purpose of train -
ing arson investigators and for the purchase of equipment to be used for arson
investigations.
SECTION III. That this Ordinance shall be in full force
and effect from and after its passage by the Common Council and approved
by the Mayor.

Dear Council Members:
Chief Thompson and I recommend the attached ordinance
which establishes a designated "Arson Fund ". This fund
will serve as a necessary repository for the recently
received State Arson Grant money. Other money generated
by Police and Fire Department arson activities could
also be deposited in this fund.
The proposed ordinance and attendant publicity will also
serve as an additional reminder that our City is taking
an active role in arson investigation and prosecution.
