2024 Annual Report of the Health and Public Safety Committee
Pursuant to the requirements of Section 2-10(i)of the South Bend Municipal Code,this report sets forth a
summary of business conducted by the Common Council's Health and Public Safety Committee for the
year 2024.
Duties: The Health and Public oversees the various activities performed by the Fire and Police
Departments, EMS,Department of Code Enforcement,ordinance violations, and related health and public
safety matters.
Members: Four(4)Council Members and two(2)Citizen Members served on the Committee in 2024.
They included:
1. Councilmember At-Large,Rachel Tomas Morgan,Chairperson
2. Councilmember At-Large, Oliver Davis,Vice-Chair
3. Councilmember At-Large,Karen White,Member
4. Councilmember District 4, Troy Warner,Member
5. Mr. Savino Rivera,Citizen Member
6. Mr. Frank Spesia,Citizen Member
Meetings: Five(5)public meetings were held in 2024. The Committee reviewed and held hearings on
one(1)bill during calendar year 2024. The committee meeting notices,minutes, and recordings have
been posted and may be accessed in committee folders on the Common Council's website at
https:Hsouthbendin. og v/department/common-counciU.Meeting dates in 2024 and topics discussed are as
follows:

planning for the year
May 30`'',hybrid Joint Meeting of the Health& Public Safety and Innovation
(Information)&Technology Committees
1. Presentation on public safety technologies by the South Bend Police
Department and the Department of Innovation& Technology with
discussion and questions. Topics included but were not limited to
updates on the Real Time Crime Center, Business and Residential
Security Cameras,Flock License Plate Readers, and the South Bend
Police Transparency Hub
November 20"', hybrid In preparation to hear Bill No. 65-24 scheduled in committee for
November 25,the Chair scheduled an informational session for
committee and council members and members of the public.
1. Update and presentation by Council Attorney Bob Palmer: House Act
No. 1016 and Indiana Codes Pertaining to and Related to Establishing a
Police Merit System and Police Merit Board under State Statues
2. Questions only pertaining to the state statutes to be entertained from
Committee Members and Council Members with remaining time for
questions from the public

South Bend, Indiana, Adopting a Merit Board System Governing the
South Bend Police Department
