2024 Annual Report of the Information (Innovation) and Technology Committee
Pursuant to Section 2-10(i)requirements of the South Bend Municipal Code,this report summarizes the
business conducted by the Common Council's Information(Innovation)and Technology Committee for
2024.
Duties: The Information(Innovation)and Technology Committee oversees the various activities of the
City's Department of Innovation, including the Divisions of Information Technology and 311, so that the
City of South Bend remains competitive and on the cutting edge of developments in this area. Some of its
many activities are reviewing and proposing upgrades to computer systems and websites and developing
availability and access to GIS data and related technologies.
Members: Three(3)Council Members and two(2)Citizen Members served on the Committee for the
year.They included:
1. Councilmember At-Large,Rachel Tomas Morgan,Chairperson
2. Councilmember District 6, Sherry Bolden-Simpson,Vice-Chairperson
3. Councilmember District 1, Canneth Lee,Member
4. Ms. Katie Berlent,Citizen Member
5. Ms. Maria Gibbs,Citizen Member
Meetings: Four(4)committee meetings were held,including one held jointly with the Utilities
Committee, and another held jointly with the Public Health& Safety Committee.Additionally, the Chair
arranged a Council meeting presentation for Innovation&Technology to share the results of the 2024
Community Survey.
All committee meeting notices,minutes,and recordings have been posted and may be accessed in

Department and the Department of Innovation&Technology with
discussion and questions.Topics included but were not limited to
updates on the Real Time Crime Center, Business and Residential
Security Cameras, Flock License Plate Readers,and the South Bend
Police Transparency Hub
November 14",hybrid Presentation to Council by Mr. David Finley,Director Business Analyst,
Council Meeting Department of Innovation&Technology regarding results of the 2024
Community Survey with discussion and questions
Accomplishments of 2024 included but were not limited to the Department's work regarding centralized
customer services and 311-utilities merger; preparation for the new city hall, Seitz Park,and the MLK
Dream Center; ongoing public safety initiatives; enhanced security initiatives; UKG implementation; new
software potentials; and submission of major grants related to digital equity and broadband. Notably, the
Department received national awards that will be highlighted in the Department's 2024 annual report and
should be celebrated and communicated to the public.
Throughout 2024,the Committee Chairperson and the CIO of Innovation&Technology met every month
for updates and meeting committee meeting agenda setting.

Priorities for the 2025 IT committee should include,but are not limited to, status updates regarding all
topics identified in the above paragraph, specifically One Stop Shop in the new City Hall, cybersecurity,
and new software rollouts.
