2024 Annual Report of the Public Works & Property Vacation Committee
Dear Council Members,
As Chairperson of the South Bend Common Council's Public Works&Property Vacation Committee, I
am pleased to file the 2024 Annual Committee Report.Pursuant to Section 2-1 0(i)of the South Bend
Municipal Code. This report is a summary of the key activities conducted by the Public Works&
Property Vacation Committee for the year 2024.
Duties: Per South Bend Municipal Code, the Public Works&Property Vacation Committee is
charged with the following duties:
"Overseeing the various activities performed by the Building Department, the
Department of Public Works and related public works and property vacation issues."
Members: There were three(3)Council Members and two(2)Citizen Members this year serving
on the Committee,namely:
1. Councilmember Sheila Niezgodski, Chairperson
2. Councilmember Karen L. White, Vice-Chairperson
4. Councilmember Dr. Oliver Davis. At-Large Member
5. Councilmember Sherry Bolden-Simpson,At-Large Member
6. Mr. Carl Littrell,Citizen Member
7. Mr. Jason Piontek, Citizen Member
Organizational Meeting—January 22nd, 2024
The Public Works and Property Vacation Committee held its organizational meeting on January 22, 2024.
A review of the committee's duties and responsibilities was discussed as well as reviewing the Annual
Report of the previous year.
Meetings held in 2024:
The Public Works and Property Vacation Committee held fourteen(14)meetings. The final committee
meeting was held on December 9,2024. Of the fourteen(14)meetings held eleven(11)bills were heard

relating to alley/street vacation. One(1)meeting was held about vacating the right of way. The committee
also had two(2)meetings in which updates were given.
2024 Legislative Action- Substitute Bill 20-24 Ordinance No. 11120-24:
Passed a bill amending Ordinance Chapter 18, Article 5 of the South Bend Municipal code. Updating the
Alley and Property Vacation process for better clarity that pertains to the process.
2024 Recommendations:
For 2024,the Public Works&Property Vacation Committee will work on the property vacation process.
All committee meeting notices,minutes, and recordings have been posted and may be accessed in
committee folders on the Common Council's website at: https:Hsouthbendin.gov/department/common-
council/
