2024 Annual Report of the Personnel and Finance Committee
Dear Council Members,
As Chairperson of the South Bend Common Council Personnel and Finance Committee,I am pleased to
file the 2024 Annual Committee Report. Pursuant to Section 2-10(i) of the South Bend Municipal Code,
this report sets forth a summary of the key activities conducted by the Personnel and Finance Committee
for the 2024 year.
Duties: Per South Bend Municipal Code,the Personnel and Finance Committee is charged with
the following duties:
"Oversees the activities performed by the Department of Administration and Finance, and
reviews all proposed salaries,budgets,appropriations, and other fiscal matters,as well as
personnel policies, health benefits and related Matters."
Members: Seven(7)Committee Members served on the Committee for the year.They included:
1. Councilmember District 6, Sheila Niezgodski,Chairperson
2. Councilmember District 4,Troy Warner, Vice-Chairperson
3. Councilmember District 1, Canneth Lee,Member
4. Councilmember At-Large,Karen White,Member
5. Councilmember At-large,Rachel Tomas Morgan,Member
6. Angela Smith,Citizen Member
7. Ross Deal, Citizen Member
Committee Meeting: The Personnel&Finance Committee held twelve(12)regular meetings
and nine(9) City Budget meetings in 2024.
January 22,2024: Organizational Meeting
The Personnel and Finance Committee held its organizational meeting on January 22, 2024. A review of
the committee's duties and responsibilities was discussed as well as reviewing the Annual Report of the
previous year. Chair Niezgodski and for feedback from last year's budget meetings and will send out an
email asking Council Members if any changes are needed regarding the meetings.

Meetings held in 2024:
The Personnel and Finance Committee heard thirty(30)bills in committee for 2024.The committee held
ten 2024 Budget meetings and held twenty regular committee meetings. The first committee meeting was
the organizational meeting.The final committee meeting was held on December 9th, 2024. One council
working session was held.The committee met at three(3)off site locations in the community for the
budget. The offsite meetings were held at the TRC,Charles Martin Youth Center and Howard Park.
2024 Legislative Action:
Bill No. 24-10 approving a lease between the South Bend Redevelopment authority and the South Bend
Redevelopment Commission relating to the Four Winds Field at Coveleski Stadium Project and taking
other actions related thereto.
Bill No. 55-24 approved the wages for Teamsters employees for the calendar years 2025,2026, 2027 and
2028. This was a collective bargaining agreement that was bargained in good faith.
Bill No. 61-24 approved the wages for sworn members of the South Bend Fire Department for the year
2025. This was a collective bargaining agreement that was bargained in good faith and will be
renegotiated in 2025.
