A SPECIAL PROCLAMATION AWARDED BY SOUTH BEND COMMON COUNCIL
PRESIDENT AND THIRD DISTRICT REPRESENTATIVE, SHARON MCBRIDE
AND AT -LARGE COUNCIL REPRESENTATIVE, KAREN L. WHITE.
HONORING THE LIFE AND LEGACY OF MOTHER ANNELL WATERS A LIFE TO
BE HONORED.
LET IT BE KNOWN THAT
Mother Annell Waters was blessed to live 97 years. Her journey, guided by faith, led her
along a path of love, compassion, and service. May her legacy continue to inspire others to
follow their own purpose -filled paths.
She truly exemplified the scripture of Proverbs 31:28 "Her children arise up and
call her blessed

Sharon McBride, and At -Large Representative Karen L. White are humbled to honor and
officially recognize the many contributions of Mother Annell Waters to the South Bend
community, residents and throughout the State of Indiana; and
OACPtui, Mother Annell Waters, was born on June 20, 1927. Her earthly journey ended on June
24, 2024, and her spiritual journey began with the divine promises and the comforting assurance
knowing that her earthly home was but a temporary pilgrimage toward everlasting life. Mother
Waters dedicated her life to the service of others. She was a co-founder with her dear sister-in-
law, the late Della Luten, of Del's Daycare. She touched many lives of parents and children
during this time and developed lifelong relationships as she enjoyed molding the lives of
children; and
I, Waters served the Saint Joseph County Foster Care Program for over 50 years. In her
senior years, she served with the REAL Services Foster Grandparent Program until her failing
health; and
Mother Waters leaves a legacy of love, hope, and compassion to all who encountered
her. Mother Waters worked tirelessly in our community to welcome women and children from
all walks of life into her home. Mother Waters would feed the neighborhood children and
opened her doors to provide a safe house for those in need. She never met a stranger and was a
foster parent to countless children throughout the community. Mother Waters was a cherished
member of our community, known for her unwavering faith, kindness, and dedication to serving
others; and
4fiailas, her presence among us brought warmth, wisdom, and inspiration to all who knew her,
leaving an indelible mark on our hearts and community; and
Ofiattar, we honor Annell Waters for her steadfast commitment to her family, her church family,
and her community, exemplifying the principles of love, compassion, and grace throughout her
life. Romans 14:8 states, "For whether we live, we live unto the Lord; and whether we die, we
die unto the Lord: whether we live therefore, or die, we are the Lord's"; and

love, faith, as we strive to emulate her example of devotion to God and compassion for others

Wen1. It is our distinct honor to publicly commend and honor the life and service of Mother
Annell Waters, for her innumerable contributions to our community. Especially her love for our
children. Mother Annell Waters was truly remarkable. Not only did she love children, but she
also shared her God-given gifts and talents with others. Her dedication as a pianist for Grace
AME Zion Church, Second Baptist Church, 0.nd many others; and her faithful service as a foster
parent for many years are a testament to her dedication and passion. May her music and
commitment to service continue to resonate in the hearts of those who knew her.

lived and the legacy of Mother Annell Waters.
