system selections that minimize operational costs over time. When constructing the Hamilton County Parking
Garage in Noblesville, IN, we implemented similar strategies to deliver a facility that met budget goals while
reducing long-term maintenance expenses.

Founded in 1923, and guided by 4th generation leadership, Garmong specializes in
construction management for both public and private sector clients. We have offices in
Indianapolis, Terre Haute, Evansville, and Fort Wayne, Indiana.
Garmong has a vast resume of experience with municipal clients throughout Indiana,
including projects for entities such as the Cities of South Bend, Indianapolis, and Evansville,
as well as the Counties of Hamilton, Jackson, and Hendricks.
In addition to municipal experience, we have intimate knowledge of delivering successful
projects using the CMc delivery method including the Terre Haute Convention Center,
Martin Luther King Jr. Dream Center, Monon on Main Development, Rose-Hall, Indiana

The Madison Lifestyle District Phase I Parking Garage is a key
component of a mixed-use development in South Bend, Indiana,
featuring a seven-story, 660-space structure supporting surrounding
housing and commercial spaces. The City seeks a Construction

Garmong Construction served as Construction Manager for this $20M
mixed-use development project in downtown Carmel. The three-story,
12,000-square-foot building features an upscale steakhouse; a three-
story office building with 17,600 square-feet of office space and
8,000 square- feet of ground level retail space along Main Street;
seven townhouses, a park along the Monon Trail and a parking
garage. The project is located at the intersection of Main Street and
the Monon Trail.

Garmong’s philosophy on construction management
is simple, “No Surprises.” Our Project Team will use
the preconstruction period for discovery and problem
solving while focusing on reducing the risks associated
with design, budget, and schedule. Garmong’s efforts
will also include collaborating with the Project Team
to produce a complete and thorough understanding of
the entire project, including sequencing, construction
means and methods, and the specific requirements
each Project Team member is expected to fulfill at
every stage of construction. During this period,
the opportunity for cost efficiencies and project
coordination is the greatest.
ESTIMATING >
Cost estimating and cost control will be continuous
throughout the design process. Our team is prepared
to begin preconstruction and fully immerse ourselves
in your project. Our team will utilize relevant historical
cost data, industry-leading estimating and takeoff
software, and subcontractor partnerships to prepare
accurate cost estimates. Estimates will be produced at
each design phase (schematic, design development,
and ultimately the GMP) to ensure that the team
understands the project scope and cost at each
milestone. Ongoing estimates of design alternates and
variations will help the group explore the most cost-
effective design/construction solutions.
Preconstruction cost control is managed through
clear communication with the City of South Bend
and the architect team to clearly define the scope
of work included in the budget estimate, the
preliminary estimates’ assumptions, and control
design creep. Garmong will not take a passive role
in preconstruction; we will be active team members at
every design meeting to keep the City of South Bend,
and the architect educated on cost implications as
decisions are made.
VALUE MANAGEMENT >
Value Engineering (VE) options will be recommended
for the City of South Bend’s consideration at each
cost-estimating milestone described above. Garmong
drives value into your project through critical thinking
and applying our expertise as builders and not just
Construction Managers.
After the award of the project to the successful
subcontractors, Garmong will solicit voluntary VE
ideas for the Design Team and the City of South Bend’s
consideration. Let us be very clear, this round of VE is
not to get the project into the budget. This round of VE
is to drive the project under budget further! This final
round of VE has been fruitful on past projects providing
our clients with the total value of the CM process
without compromising the design intent or performance
of the building. Each VE item will be vetted against
the following criteria: material availability, speed
of construction, life cycle cost considerations,
sustainability, and construction cost.
NEGOITIATING FINAL CMc CONTRACT >
Garmong recommends utilizing the AIA A133
Construction Management Agreement between Owner
and Constructor as the form agreement for this project.
We can provide the initial draft of the document with
an additions and deletions summary for the City’s
review. After South Bend has had the opportunity to
compile comments, we recommend holding a meeting
to review each item and either accept or clarify each
section of the document. We believe this meeting is
the most productive way to resolve any differences in
the interpretation or allocation of risk within the AIA
agreement.

This process can be completed in 10-20 days to draft,
review, and resolve the contract. After that process, the
agreement would be ready to be approved in a public
meeting as State Statute requires.
PRE-QUALIFYING FIRST TIER
SUBCONTRACTORS >
Indiana Code 5-32 allows for the prequalification of
subcontractors; however, it does not require it as an
absolute, meaning we can pick and choose which
packages we want to prequalify subcontractors.
Prequalification must be a balance of limiting
subcontractors to those who possess the desired
qualifications versus not being too specific and limiting
competitive bidding. There are many reasons to
prequalify subcontractors for a particular bid package:
safety, quality, ability to provide specific technologies,
etc.
Take for instance, a concrete package. This type
of work can be performed by an abundance of
subcontractors that are more than qualified. Therefore,
we would not want to limit the competitive nature of
pricing this work by precluding anyone from bidding.
Safety and quality can be managed from the field as
work progresses, and there’s no specific technology
that only a particular subcontractor can provide.
On the other hand, for a building controls scope
of work, we may want to prequalify subcontractors
that can provide a specific manufacturer that would
connect to an existing system. There are many reasons
to prequalify subcontractors; therefore, it will be
imperative that we work with the City of South Bend
to understand their needs and desired outcomes from
each bid package to apply prequalification standards
to each bid package correctly.
BID COVERAGE >
Creating appropriate bid packages is one of the more
critical steps in assuring participation and competition
in the public bid process. Garmong has refined its
process of bid package creation over the years,
utilizing vast amounts of bid results and subcontractor
feedback to “right-size” each package. Our approach
begins with thinking about the project as though we
were a bidder. Next, we ask ourselves how busy the
market is? Is this work attractive? Are there bidders
willing to satisfy the additional requirements of Indiana
public bidding statutes?
Garmong is well-versed in public bidding laws and
the relationship between IC 5-32 and IC 36-1-12.
We will tailor the bid packages to promote regional
contractor involvement, which will ultimately increase
the competitive nature of the bidding process. Our staff
is trained to “fill the gaps” in the contract documents
by writing detailed scopes of work that avoid overlaps
between bid packages. This minimizes change orders
later for missed scope items and avoids costly “double
buys.” In addition, our detailed scopes of work will
eliminate the need to have the design team prepare
separate documents for each bid package and afford
us the flexibility to work within the State of Indiana’s
purchasing guidelines.
After the bidding process has concluded, and with
the consent of the City of South Bend, the apparent
low and responsible bidders are invited in for post-
bid review meetings. The purpose of the conference
is to review the project in detail with each selected
firm to ensure that they have all of the work covered;
the schedule is accounted for; all work rules and
local ordinances are recognized, and to assess if the
bidder’s price warrants the use of a performance and
payment bond. Each scope of work will undergo this
type of detailed scrutiny to satisfy all stakeholders
of the apparent low bidder’s capacity to fulfill the
requirements of the contract documents.

Garmong’s safety record goes beyond the goal of ensuring that everyone goes home each day injury-free. It
also provides you with the peace of mind knowing that our construction hot zone does not pose any risks to our
staff and visitors. We boast an EMR of 0.65, highlighting strict adherence to safety procedures and effective
risk management practices. Garmong has achieved CCS Certified status, meeting or exceeding national safety
standards and demonstrating commitment through achieving at least 50% of Best Practices for both a Safety
Program Review (SPRS) and a Home Office Audit, with no OSHA-cited fatalities.
Our safety program includes:
Enhancing safety culture with daily knowledge assessments for field and office staff using
ClickSafety for OSHA microlearning
The development of a comprehensive safety plan for each construction site to ensure staff and
visitor safety within the construction hot zone
Using the SDS Mobile app gives field teams immediate access to OSHA-required Safety Data
Sheets (SDS), protecting against chemical exposures
Employing a dedicated Safety Consultant or Safety Director to work closely with the
Superintendent for safety oversight, including conducting on-site safety audits and providing
necessary training.
When working on potential occupied renovations, we demand a meticulous, well-coordinated
approach to ensure not only the success of the project but also the safety and minimal disruption
to the occupants’ daily activities.

SCHEDULING >
Comprehensive planning, systematic scheduling, and
careful monitoring of all elements of the work are
essential to satisfying project delivery and budget
requirements. Using proven techniques to plan and
control all complex project activities to effectively
manage the project schedule is one of the hallmarks of
a Garmong project.
Garmong views scheduling as an interactive
process facilitated in collaboration with all project
stakeholders. Schedules can only be effectively
managed if all parties are collectively assembled
to discuss, identify, and commit to project activities
and milestones. Utilizing this approach, each project
stakeholder owns responsibility for achieving the
project schedule objectives.
At the onset of every project, the Garmong project
manager will initiate the meeting with all project
stakeholders. In addition to achieving buy-in from the
group, the conference’s primary purpose is to establish
a master target project schedule.
With the target schedule established, the working
schedule is then established using the same initial
criteria, then evaluated using the target schedule as the
benchmark. Scheduled activities will include resource
loadings and cost account information relative to each
contractor’s bid package. The target schedule shall
never be modified; it is the basis for the original plan
and will be used to measure against that plan as the
project progresses, serving as control data to evaluate
performance as the project progresses.
SELF-PERFORMANCE >
Garmong’s philosophy on self-performance under a
CMc contract focuses on the Owner’s best interest.
Typically, Garmong does not play on both sides of the
project and will not bid on any of the bid packages. A
few reasons drive this philosophy. First, our experience
suggests that managing the subcontractor market
is likely more advantageous than “competing” with
them, creating a more collaborative environment on
the project. Clarity of our role with you, the Owner,
is also key to a well-delivered project. Indeed, our
capacity and talents in construction self-performance
are available should the City of South Bend desire our
participation or ensure proper coverage on any bid
package where the marketplace may not be sufficient.
In closing, this would be carefully considered only if
the project team and the City of South Bend conclude it
is in the project’s best interest.
CONTINGENCIES>
In projects of similar size and delivery to this project,
we would expect to see two types of contingency:
Design Contingency and Construction Contingency.
Design Contingency would be carried by the City of
South Bend and would be used for additions in scope
to the project not foreseen during the design phase.
Construction Contingency, however, would be held
by Garmong and would be used for unforeseen gaps
in scope due to unclear details on drawings, minor
changes that might be made during construction, etc.
Construction contingency can vary as the project
goes through the design phase, becoming more
narrowed as the design gets more detailed. The level
of development at each design phase is critical to the
refinement of the contingency amount, and each stage
can yield different results depending on the design
team involved.
At each interval in the design phase, and based on our
experience and GMP development of similar projects,
we would anticipate the following construction
contingency amounts for this project:
Schematic Design: 7% - 10%
Design Development: 5% - 7%
Construction Documents: 3% - 5%

GUARANTEED MAXIMUM PRICE>
Garmong’s recommendation would be to establish a
Guaranteed Maximum Price on the basis of Cost plus
a Fee. When coupled with an “open-book” accounting
practice, a Cost plus GMP allows the City to benefit
from a fixed cost, scope of work, and schedule while
also gaining transparency into how dollars are being
spent not available in other contract arrangements.
The Cost plus contract requires the CM to only spend
project dollars on costs required to complete the
building, and then return 100% of the unspent funds to
the City at the complete of the work.
Garmong believes that the best time to establish
the GMP is after bids are received and bidders are
entirely “scoped.”
At the beginning of the design cycle, there are high
contingency rates to mitigate risk due to the lack of
detailed design information and unforeseen market
conditions affecting construction costs. As time and the
design continues (from left to right), the scope becomes
more defined, and the required contingency rates can
be reduced, affording more of the total budget towards
the project scope rather than mitigating risk.
If, for example, a Guaranteed Maximum Price was set
during the Design Development phase, the amount of
contingency included to mitigate design and market
risks might result in the need to cut scope from design
to stay within budget. On the other hand, once the
bids are received, the contingencies are reduced to
their lowest rates allowing more project scope to be
included in the total budget.
The best value for an Owner to set the Guaranteed
Maximum Price after bids are received. At this point
in the project life cycle, firm proposals have been
received for the Project, and there is no longer the
need to mitigate the risk of not having the actual costs.
GENERAL CONDITIONS>
Our approach to managing the general conditions
is centered upon clear definitions and transparency.
General conditions reimbursements can sometimes
be contentious if there isn’t a clear understanding
of expectations. Therefore, at the beginning of the
project, Garmong will define the reimbursable budget
in a detailed manner and share that information with
the Owner and their team.
We believe that the CM should provide anything that
will be used by multiple tier one contractors. This
approach avoids “double-buying” and the added
expense of contractor markup for items that many
different contractors will use. This would include project
management software, job site fencing, dumpsters,
restroom facilities, progress cleaning, etc. Any items
specific to a single tier one contractor would be written
into those contracts. Examples include hoisting, tool/
material storage, surveying/layout, scaffolding, etc.
We would also handle the procurement of general
conditions by securing multiple quotes to provide the
Owner with competitive pricing.
PROJECT CLOSEOUT>
Project closeout is one of the most critical phases of
the construction process. Ultimately, how we finish the
project is how we will be remembered. The generation
of a punch list is no small task. The City of South Bend,
the architect, and Garmong will spend a lot of time
walking through the building, ensuring the finished
product meets expectations. Garmong believes two
critical milestones must happen to make the walk-
through productive.
The building must be ready to punch. This means not
forcing a punch list to happen to maintain a schedule.
We want this effort to be a good punch list, not a
completion list. Garmong must have completed our
punch list before the architect’s punch list. We believe
this is a critical step to ensure “obvious” deficiencies
are corrected before the walk-through, and the number
of actual punch list items is limited.

The development and inclusion of companion organizations from diverse backgrounds has been a focus of
Garmong Construction over the past several years. Embracing diverse partnerships throughout our 101-year
history, a concerted effort to identify firms that have combined talent with varying backgrounds has been a
measured deliverable for all our projects in the last decade. In 2022, Garmong delivered an 11.3% average
project participation (whether requested from the Owner or not) from diverse business enterprises on both public
and private endeavors.
For the recent MLK Dream Center project in collaboration with the City of South Bend, Garmong proudly
achieved an impressive 15.9% total XBE participation. By partnering with WBE and/or MBE-certified firms, we
not only met the project’s rigorous demands but also actively contributed to the growth and success of local small
businesses in the South Bend community. This achievement reflects our ongoing commitment to fostering diversity,
equity, and inclusion in every project we undertake.
Over the past three years, Garmong completed a $12.0M police station in Lawrence, and was able to secure
17% XBE performance. We also secured nearly 54% XBE performance on the $4.0M, CMc-delivered Purdue
Brees Academic Center. Given what was the current supply and demand dynamic, this is significant participation
that surpasses the ordinance-based goal for the municipality and Purdue’s expectations imposed on campus-
based projects, respectively. This was achieved during a different time in the marketplace than we face currently.
It would be natural to recite that the labor supply for construction in Indiana (across the country) was at an all
time low. Prosperity in the region had allowed both the public and private sectors to forge ahead with new
projects to improve communities and grow companies. Unfortunately, the supply of qualified labor was not
forthcoming. Because of COVID-19, and its stunning and immediate impact on the economy, the marketplace is
constantly shifting. Volatile material pricing and availability, coupled with a labor force struggling to keep pace,
requires daily review of an every-moving target. So how do we achieve participation when the winds of the
economy bring unpredictability?
Let’s discuss the Pre-Qualification option allowed under IC 5-32 for CMc. The Indiana General Assembly, with
intention, provided local units of government broad capability to work in concert with the CM to develop desired
or prescriptive “pre-qualifications” for subcontract bidders. These can incorporate the strict utilization of XBE/
local contractors, should the Owner desire to do so. Hiring a firm that has been involved with public CMc
delivery since the very first project in Indiana is a good first step. Garmong possesses the unique (and verifiable)
understanding of IC 5-32 and how to develop these pre-qualifications criteria, in conjunction with you, the
Owner, to achieve desired outcomes without compromising the sanctity of the budget.
In this way, we can collectively align subcontractors based on their experience and current moment-to-moment
capacity with a package that they can qualify for and respond to. The area of general conditions also provides
an easy avenue to purchase site supplies (fencing, dumpsters, job trailers, etc.) directly from XBE/local suppliers.
Combining these types of efforts may yield success and reliable, reportable outcomes.

Garmong Construction is not a registered minority or woman owned business enterprise. However, the concept
of inclusion is not new to Garmong. Garmong served as a key partner to the Vigo County School Corporation
for the development and implementation of a diversity internship program. This program provides real work
experience to minority high school students and creates awareness about the higher education opportunities, as
well as career opportunities, that exist in the Wabash Valley. During the six-week, paid internship, we provide
our interns with office and field experiences. While Garmong was the first, and only, business to host an intern
during the program’s inception years, we have hosted an intern each year since, and are excited to be one
of numerous businesses in the community who now participate in this program. In recent years, we have also
participated in a similar diversity program through the Indianapolis Public School system.
Additionally, as a union contractor that is signatory to the Carpenters, Laborers, and Cement Finishers, our
tradespeople join our forces not only as skilled contributors, but as products of the union’s active programs and
hiring practices geared toward increasing participation for minorities and women in the construction industry.
Of Garmong’s office workforce, 21% of our Project Management group is comprised of professional
construction women, and our corporate office staff is comprised of 28% women. We also encourage, and
have financially supported in past years, engagement in industry organizations, including the National
Association of Women in Construction. Garmong has partnered with a third-party HR consulting company to
evaluate our current hiring practices and determine the best methods for increasing diversity in our workforce
moving forward. Our goal is to remain a step ahead in our efforts to increase participation and seek
opportunities for inclusion of women and minorities in our industry.

COST OVERRUNS, DELAYS, AND
INCENTIVES >
The GMP sets a maximum cost for the project for
a specific scope of work and specific schedule.
Any cost overruns would be covered by Garmong
under the GMP as long as they are not the result of
an increase in the scope of the project. The same
applies to schedule delays. As long as the schedule
delay isn’t out of the control of the CM, or a result
of an increase in the scope of the project - Garmong
would be responsible for making up the lost time.
We have seen project incentives succeed in the past,
but each Owner is slightly different. Given that this
is a public project, we would not recommend using
performance-based incentives. Our goal is to deliver
a successful project and be able to add South Bend
to our long list of project references.
