FIRM BACKGROUND, TEAM & EXPERIENCE HISTORY F.A. Wilhelm Construction was founded in 1923 and expanded into a general contracting role by 1937. The company grew further in 1940 and broke into the healthcare, higher education, and commercial markets by 1941. Achieving $100 million in revenue by 1950, we continued our Midwest expansion throughout the 1950s. Significant projects in the 1960s included various Indiana high school builds and the Indiana War Memorial steps in 1964. We also constructed IU Assembly Hall in 1972 and named Tippy Wilhelm as president in 1974. Commerce Center Mixed-Use Project Commerce Center Development | South Bend, IN This project consisted of a GMP contract for the construction of an underground parking structure with a mixed use building on top of it. Wilhelm was responsible for the core and shell. Westville Correctional Facility State of Indiana, Dept of Administration | Westville, IN The Westville Correctional Facility will consist of approximately 4,000 beds in a combination of maximum, medium, and minimum security. Correctional facilities will include space for administrative functions, program services, security, medical, food services, recreational, and facilities management. Elanco Global Headquarters Elanco | Indianapolis, IN New 220,000 SF, six-story, glass-faced global headquarters office structure on 40 acres. This multi-use collaboration building was designed to flex according to needs including a destination for major global customer events and scientific meetings. JW Marriott Convention Center Headquarters Hotel, Inc. | Indianapolis, IN Wilhelm served as the concrete and masonry contractor on this 34-story hotel in the heart of Downtown Indianapolis. Civic Square Garage Carmel Redevelopment Commission | Carmel, IN This new 96,000 SF, 3 story parking garage features 24/7 parking with 303 parking spaces and is near shopping and dining. This technologically advanced garage includes electric vehicle charging stations, solar panels on the roof, and a digital counter to display occupancy. CJC Parking Garages Indy Penn Center, LLC | Indianapolis, IN This new 15-story hotel will be 208,000 sf with 316 hotel rooms and is located in the heart of downtown Indianapolis at Pennsylvania and Georgia Streets. Accompanying the hotel will be an 8-level 382 space parking garage located to the north of the hotel with a pedestrian connector. IU Health Goodman Hall/ Neuroscience Center & Parking Structure Landmark Healthcare Facilities, LLC. | Indianapolis, IN Innovative facility bringing the expertise of research, testing and diagnostics, and treatment therapies together for unrivaled neurological care. The project includes a state-of-the-art, five story neuroscience center, a six-level parking structure, and an elevated pedestrian walkway spanning 16th Street. This project is LEED Gold Certified. University of Kentucky Mixed Use Parking Structure Signet UK Parking, LLC. | Lexington, KY Re-imaging a critical piece of the University of Kentucky’s property, the Mixed-Use Parking Structure will make progress on the University’s Transportation Master Plan as well as serving the needs of students, faculty and staff. Project Greenlight Confidential Pharmaceutical Client | Bloomington, IN Wilhelm is the construction manager for this state-of-the-art 150,000 SF building that will house two high-speed automated isolator syringe fill lines and a new high speed isolator vial line equipped with three 30 square meter lyophilizers. Each process suite in the new building will be fitted with dedicated formulation/compounding rooms. The expansion will also include the addition of a dedicated clinical line equipped to support our growing development/clinical business. This line will utilize existing facility infrastructure. PREVIOUS EXPERIENCE Carmel High School Casework Hamilton County School Board | Carmel, IN Carmel High School was wanting to upgrade their display areas in one of the corridors. The scope of this project included constructing 8-foot tall custom display cabinets with glass panel cutouts on each side. LED lights were placed on the inside of the units. In addition to this work, a new reception desk was also constructed with an automatic lift system for the countertops. Indiana Members Credit Union Renovation IMCU | Carmel, IN This project consisted of a remodel to the IMCU lobby and teller desks in Carmel, and the bank did not close during construction. This project also included site utilities, roadways, and a large parking garage that was constructed ahead of schedule and within budget. Four Winds Gaming Resort Phase II Pokagon Gaming Authority | South Bend, IN The new 24-story hotel tower will include full service space, event space, conference rooms, meeting rooms, roof-top pool, bar, and grill. Additionally, there will be a gaming expansion of 8,500sf that will have a connector between the new hotel and the existing casino. Wilhelm Construction served as the Construction Manager. Four Winds South Bend Poker Room Pokagon Gaming Authority | South Bend, IN This project was estimated around $1.1M and occupied an area of 3,000 SF. This was a challenging project due to the quick timeline of construction and maintaining a clean and open casino experience outside the construction zone. The work was completed on time and under budget. Four Winds New Buffalo Butcher Shop Pokagon Gaming Authority | New Buffalo, MI This project was estimated around $1.2M and occupied an area of 2,100 SF. The project was challenging as Wilhelm took over in the early stages of construction from a previous CM. Wilhelm was the Design-Build construction lead for the Civil and Criminal Courthouse, and completed tradework on the jail facilities and assessment and intervention center. Project Bolts Amazon, Inc. | Union, OH Standing five stories tall, this state-of-the-art facility was designed to accommodate cutting-edge material handling and product retrieval systems. DII3 Warehouse Renovation Amazon Inc. | Indianapolis, IN This project consisted of renovating an existing warehouse to turn it into an Amazon Inc. distribution center in Indianapolis, IN. Size of the project was 515,334 SF with an expedited schedule. IU Health Indiana University Health | Indianapolis, IN Fourteen-phase renovation project that included a Bone Marrow Transplant suite, Chemotherapy Pharmacy, and ERCP suite that occupies approximately 25,000 SF of space. There is approximately 30,000 square feet of office space and nearly 15,000 square feet of retail space. The garage was turned over for occupancy in January of 2022 and the apartments and commercial space are expected to be complete in early 2023. Wilhelm is the GC for this project and self-performing the concrete and masonry packages. Flat Iron Condo Miami, FL Part of the safety team of the 736 feet tall, 64 story Condo with 527 units and retail downtown Miami. Port of Miami Miami, FL Shell and mason Safety manager on construction of the New Royal Caribbean Cruise Terminal and Carnival Cruise Terminal located at the Port of Miami. A new park was created for the citizens of Westfield and their friends around which downtown development will grow. The Wilhelm design team worked with the Army Corps of Engineers, Indiana Department of Environmental Management (IDEM) and the Hamilton County Drainage Board on the remediation of the stream central to the site and to tie it into the regional stormwater mitigation system. This critical work allowed for the design of the park to incorporate access to the Grassy Branch Creek once more— an opportunity lost in Westfield’s history but something for which the City was once known. The Grand Junction Plaza consists of several unique and accessible areas: an amphitheater and gathering place for festivals, concerts and special events; a café; jet fountain; an ice-skating rink (winter); a hardscape festival boulevard; and a one-of-a-kind playground and nature area for recreation and relaxation. FAIR BIDDING PROCESS Wilhelm has worked for numerous public entities including the State of Indiana, City of South Bend, other cities, towns, and counties as well as public K-12 schools and universities. We have a strong understanding of public bid laws as a Construction Manager as Constructor. If selected, we will follow all public bid laws in accordance with IC 5-32 including advertisement, outreach events, public bid opening, evaluation and scope review. Ensuring a fair bidding process is crucial for transparency and trust. We are familiar with City’s Responsible Bidder’s Ordinance and will comply with it on all self-perform work and first-tier subcontractors. Our team can self-perform several different types of work. Our ability to self-perform provides extensive value to our clients as it gives us control of schedule, cost, and quality. During preconstruction, in-house resources specializing in individual construction trades provide more detailed and accurate estimates. During construction, these same resources serve as bidders, advisors, and backup labor in the event of unforeseen issues. Per the public CMc statute, Wilhelm is allowed to self-perform up to 20% of the project if we are the low bidder and believe it will best serve this project. Specifically, for this project and the 20% self-perform limitation, Wilhelm anticipates bidding on demolition, concrete, masonry, and steel. The bid process for all bid packages that Wilhelm proposes to self-perform would be handled in a manner consistent with other scopes of work on the project. Wilhelm will secure a minimum of three bidders for the associated scope of work. Wilhelm would provide our quote for those scopes 24 hours in advance of the bid due time of the other subcontractors in a sealed envelope to the City. Bid reviews will then occur in partnership with the City and the lowest qualified bidder will be contracted. If Wilhelm were to be the low-qualified bidder, we would issue a subcontract for that scope of work to our self-perform division to manage similarly to other subcontractors on the project. Many key factors unique to each project determine the “sweet spot” for timing of GMP alignment. Some of the integrated components impacting GMP development and timing are: project funding structure, level of design, complexity of project, availability of select and specialty materials, comfort level of owners and designers, and the number and type of project unknowns. TIMING OF GMP Our team believes the proper timing to establish the GMP is best determined by the needs and constraints of the project itself. GMP considerations must meet the client's needs and requirements based on the project funding structure. Effective timing also requires design team comfort and agreement with the phased completion of the project design and the construction document delivery dates. The owner’s and designers’ needs, coupled with the Construction Manager-as- Constructor’s (CMc’s) confidence in budget estimates creates a natural window of opportunity for finalizing a GMP. Successful project outcomes stem from teamwork and consensus. Our project leaders engage the team to establish a collective GMP decision. CONTINGENCIES During project development, the team assigns contingencies to the budget based on the level of design. The contingency for design development is typically reduced to 5% as the systems have been selected, finishes identified, and draft specifications provided. During the procurement phase our team conducts extensive scope reviews with potential subcontractors to eliminate scope gaps and estimate/budget unknowns. Following procurement, the construction contingency is typically reduced to 3% and the contract is amended to a Guaranteed Maximum Price. Allowances are developed for materials, equipment, and other items not specified at the time of the GMP development. PROOF IS IN THE RESULTS Projects are tracked through Viewpoint (a comprehensive financial management software system) with complete transparency provided to the client and project stakeholders. Projects each have a separate job number, cost reports, labor reports, schedules, etc. Internal GMP amounts within the contract roll up into a single GMP. Interval reports showing combined and separate accounting as warranted with on-demand access available as requested. For auditing and general review purposes, the client will always have remote access to the cost reports. Methods for establishing the GMP, however, as noted in our opening statement, we fully understand each design and schedule progresses differently and that project outcomes are best served by flexibility and teamwork. PROJECT SCHEDULE As your preconstruction partner, Wilhelm will ensure the project is delivered in a safe and quality manner with the appropriate communications and documentation throughout the construction process. Wilhelm will monitor the overall project schedule including design, procurement, construction, and commissioning activities using P6 Scheduling software and Wilhelm’s Project Scheduling and Controls Department resources. Based on the information in the RFP, we are very comfortable with the schedule listed for design, procurement, and construction. 2. This is a form of contract we use frequently and will have no changes if used as currently written. If the City makes changes to the contract, our attorney will review the changes promptly and respond with questions or suggested changes. We do not anticipate this process taking more than two weeks. COMMUNICATION TECHNOLOGY During the initial project Kick-Off Meeting, Wilhelm will align with the City and Design team on the best software applications to communicate, plan, and execute the project. Below is a list of technology we typically recommend employing on projects, but Wilhelm is open to the use of other software and systems that may integrate well into the team systems. DESIGN INTEGRATION Revit is an industry-leading application including features for both design and construction coordination and integrates well with the project team. Depending on the design software strategy, we will operate within Revit or AutoCAD as applicable to the effort. Navisworks is our application used to integrate and analyze models and is heavily used during Building Information Modeling (BIM) Clash Detection and Coordination efforts. This tool helps project teams coordinate, communicate and resolve conflicts. PROJECT MANAGEMENT Primavera P6 is used to plan and schedule the project as well as monitor productivity of our self-perform and subcontracted work. P6 as a software is only as good as the Team’s ability to communicate and functionally execute the schedule. Procore drastically increases project efficiency and accountability by streamlining and mobilizing project communications and documentation. Real time data and accessibility minimize costly risks and delays. Desktop, web and mobile options allow teams to access critical data at any time. Bluebeam provides solutions for instantaneous and paperless workflow and is used by the project team for communication, transmittals, RFIs, etc. BUDGET AND COST MANAGEMENT Viewpoint Project Management software will be used by the project team to create and administer subcontracts and purchase orders. Viewpoint Project Management software will also be used to track all project cost and construction labor productivity on the project. COMMUNITY & MEDIA ENGAGEMENT If the City is seeking assistance with Community & Media Engagement, Wilhelm’s marketing team is ready to help. We have extensive experience working with municipalities to promote building projects, engage the community during construction, and plan celebratory events such as groundbreaking and topping-off ceremonies. 2. Beginning with preconstruction, and through project development and the procurement process, our team will engage in a Project Specific Diversity Participation Plan and develop a bid strategy specifically for the Heart and Vascular Hospital that will promote success for the diverse community. This strategy will include sizing scopes of work appropriately to engage and encourage the diverse subcontractor and supplier community to participate and be successful on bid day. Given the size of this project, this is a significant opportunity for XBE and local subcontractors to be involved.
