Located in downtown Kalamazoo, this 426,000-square-foot facility broke ground in Spring 2024. Initial work involved relocating and upgrading city utilities under surrounding roads to support the development. The event center will feature a 7-story precast parking structure with 1,100 spaces, set for completion in late 2026. Construction of the main facility, including foundations and footings, will begin in December 2024. The project will employ more than 300 tradespeople and include a practice ice rink, basketball courts, locker rooms, and offices for Western Michigan University’s basketball and hockey teams and Kalamazoo’s semi-pro hockey team, the K-Wings. Additionally, the center will offer over 40,000 square feet of flat-floor space for conventions, a main bowl for sports and events, and community spaces, creating a significant resource for the area. Warner Building Completed in 2021, this $70 million, 290,000-square-foot mixed-use development transformed a downtown Kalamazoo parking lot into a seven-story building. The project includes two floors of residential housing (41,000 square feet), four floors of Class A office space (55,000 square feet), and a multi-level parking deck with over 300 spaces. This development revitalized the area with a high- density, mixed-use design that maximizes green space and public areas. The building features snowmelt sidewalks and convenient accessibility, improving the pedestrian experience. Constructed with a post-tensioned concrete structure, the Warner Building has catalyzed further downtown development. Kalamazoo County Downtown Justice Facility In 2019, CSM Group was selected to manage this $165 million, 165,000-square-foot justice facility in downtown Kalamazoo. The five-story building, completed in December 2023, houses circuit and district courts, judges' chambers, jury spaces, and secure holding areas. The facility includes unique design elements such as a central light wall and a solar heat-regulating roof, aligning with Kalamazoo County's sustainability goals. A significant portion of the work—90% of bids awarded locally—demonstrates CSM Group’s commitment to supporting the local economy. Construction highlights include 17-foot-tall cast-in-place concrete basement walls and a 13-inch-thick post-tensioned concrete slab, which serves as the foundation for the structural steel framing of the upper floors. Each of these projects—located in downtown Kalamazoo—was executed in an occupied urban environment, requiring meticulous coordination with local authorities having jurisdiction (AHJs) and municipal power suppliers. CSM Group developed and implemented comprehensive safety and logistics plans to ensure public safety and maintain access to surrounding businesses and roadways throughout construction. CMc Approach to Specific Goals Preconstruction/Design Collaboration: Our proactive preconstruction services include collaborating with city officials, architects, and design partners to establish goals, budgets, and schedules. We provide detailed scopes of work and leverage strong relationships with local vendors to address design sequencing, phasing, and procurement needs, ensuring a smooth transition to construction. Competitive Bidding: We employ transparent, competitive bidding practices to ensure quality and cost- effectiveness. Our comprehensive bid packages include safety plans, detailed work scopes, and site logistics. Post-bid interviews validate subcontractors’ understanding and alignment with the City’s vision. Safety and Logistics: Safety is central to our operations. We create site-specific safety plans tailored to project needs, working with OSHA and adhering to CSM Group’s internal standards. Our logistics planning ensures minimal disruption to public spaces and maintains accessibility for businesses and residents. Project Controls and Scheduling: Utilizing platforms like Procore, we track budgets, schedules, and progress in real-time. A schedule has been drafted with logic to best outline the current scope of work within the time frame of the RFP. We have a schedule prepare to present to the City of South Bend and is available upon request. Project Execution: Once construction begins, our execution team ensures a seamless transition from preconstruction. Weekly coordination meetings address constraints and risks, while bi-weekly OAC meetings ensure alignment between the owner, architect, and contractor. Quality Assurance and Post-Construction: Our QA/QC program guarantees the highest standards of craftsmanship. Post-construction, we provide punch list walkthroughs, commissioning, and project turnover to ensure the Madison Lifestyle District – Phase I Parking Garage is ready for use and future success. Meeting Structure: • Design Meetings: Collaborate on constructability, cost, and lead times, documenting outcomes in Procore for a seamless transition to construction. • Kickoff Meetings: Establish expectations and align all teams for project success. • Weekly Progress Meetings: Address safety, scheduling, and coordination among stakeholders. • OAC Meetings: Provide high-level project updates and reviews for owners, architects, and contractors. Contract Negotiations CSM Group is familiar with and accustomed to working under City’s preferred form of contract, the AIA A133 “Standard Form of Agreement Between Owner and Construction Manager as Constructor where the basis of payment is the Cost of the Work Plus a Fee with a Guaranteed Maximum Price.” CSM Group has a long history of utilizing the AIA contract templates (and associated subcontracts) to execute successful CMc projects that are subject to an agreed Guaranteed Maximum Price. CSM Group typically utilizes a standardized/updated version of the AIA documents (forms A133 and the accompanying A201 General Conditions) that include minimal updates to the AIA templates, which documents can be provided for the City’s consideration now or at the time of contracting. For these reasons, CSM Group does not anticipate any challenges or delays in negotiating a CMC contract with the City that is based on the AIA A133 forms. With over 160 diverse contractors already in our database, CSM Group has a robust network of qualified partners to draw upon for this project. We also actively participate in local resource groups, such as Michigan Diversity Connections (MiDiCo), to expand our network, meet new diverse suppliers, and better understand their capabilities. Through these partnerships, we continuously learn and evolve our practices to create more equitable opportunities in the industry. CSM Group will work closely with the City of South Bend, Indiana , to set and achieve ambitious diversity goals for the Madison Lifestyle District – Phase I Parking Garage project. This includes hosting networking events, collaborating with community organizations, and leveraging our industry connections to ensure MBEs and WBEs are aware of and prepared for bidding opportunities. We will also track and report on diversity participation throughout the project to ensure transparency and accountability. By prioritizing inclusivity and diversity in construction, we aim to create meaningful opportunities for underrepresented businesses, foster innovation, and contribute to a stronger, more equitable local economy. 12 | CSM Group PROJECT COSTS Proposal Summary In alignment with the RFP request, our proposal includes a summary of compensation expectations for CMc services. Below and enclosed, we provide a detailed summary of the total estimated costs for our services based on a maximum project budget of USD 20 million. A cost matrix is included on the following pages. Pre-Construction Services: • Duration: 6 months (Conceptual Design to Construction Documentation) • Cost: $165,283.00 CMc Preconstruction Services • FEE: 3.25% of the total construction cost Our proposal cost includes conceptual, DD, and CD estimates. Costs Incurred by Owner Details of owner-incurred costs are outlined in the following pages. Design Responsibility No design contingency is included in this proposal, as CSM Group is not responsible for the project's design. Any design changes that alter the project scope will incur additional costs to the City of South Bend, Indiana. Similarly, unforeseen conditions that arise during construction and create additional scope or require extra funds will also be at the expense of the City of South Bend, Indiana. Contract Clarifications • Allowances for materials testing are specifically excluded from this proposal. • Surveying of any kind is specifically excluded from this proposal. • Permitting of any kind is specifically excluded from this proposal. • Purchasing of goods, materials, and services pertaining to construction is not included in this proposal. • No Allowance or contingency for either construction or design is included in this proposal • This proposal does not include design or engineering, including but not limited to delegated design and or investigative services. • This proposal includes the following budgets: • Conceptual • Design Development Budget (DD) • Construction Documents (CD) • Should a budget be required for any other design phases CSM Group will provide pricing for additional services. • The proposal includes 40 hours of professional estimation for value engineering support throughout the generation of the design. • Cost to provide bonds, including performance, payment, and maintenance bonds are not included in this proposal, and will be included in future GMP Amendment. • CSM Group’s obligation to perform any work or services in connection with this RFP and proposal is contingent upon the parties’ execution of a mutually agreed project contract to govern CSM Group's performance of preconstruction and/or construction phase services. Contractor agrees that he/she/it shall enroll in and verify the work eligibility status of all of Contractor’s newly hired employees through the E-Verify Program as defined by I.C. 22-5-1.7-3. Kalamazoo Contractor’s documentation of enrollment and participation in the E-Verify Program is included and attached as part of this bid/quote; and 5. Contractor shall require his/her/its subcontractors performing work under this public contract to certify that the subcontractors do not knowingly employ or contract with an unauthorized alien, nor retain any employee or contract with a person that the sub contractor subsequently learns is an unauthorized alien, and that the subcontractor has enrolled in and is participating in the E-Verify Program. The Contractor agrees to maintain this certification throughout the term of the contract with the City of South Bend, and understands that the City may terminate the contract for default if the Contractor fails to cure a breach of this provision no later than thirty (30) days after being notified by the City. 6.
