According to the RFP, the project is currently described as a 660 space, seven story concrete parking garage with a concrete podium intended for future multifamily use and the associated site infrastructure work. The following proposal is based on the information contained in the RFP released by the City of South Bend and the included conceptual plans developed by Studio M and Structurepoint. About CRG Residential CRG was founded in 1993 to provide construction and development services to real estate owners, managers, and investors. Based in Carmel, Indiana, CRG's footprint extends throughout the eastern half of the United States, having executed multifamily development, new construction, interior renovations/redevelopment, and exterior capital improvement projects in 24 states. Backed by more than $2 billion worth of team experience, and a unique value -engineering approach to construction, CRG Residential builds high quality projects and is one of the most trusted names in the industry. In fact, more than 80% of the general contracting work CRG Residential performs is for repeat clients. Since inception, CRG Residential and its affiliates have developed, constructed, and/or renovated over 40,000 multifamily housing units. Additionally, CRG has successfully delivered over $490 million in mixed -use, high -impact public -private partnership ("PY) projects throughout the Midwest, nearly all of which included a structured parking element consistent with the proposed Madison Lifestyle District parking garage. This P3 experience includes partnerships with municipalities such as Fishers, IN, Newport, KY, West Des Moines, IA, Evansville, IN, Greenwood, IN, and Carmel, IN, among others. CRG is committed to uphold its commitment to excellence in construction practices, to operate at all times with honesty and integrity, and to approach every opportunity with a spirit of collaboration and cooperation. CRG specializes in the construction and renovation of multifamily, mixed -use projects, including parking structures, throughout the eastern half of the United States. On an annual basis, CRG renovates approximately 6,000 apartments and starts construction on approximately 1,000 new apartment units. '000■ CRG RESIDENTIAL Project Team Chris Reid, Chief Executive Officer Chris Reid has been involved in the construction industry throughout his entire career and has grown his organization into an industry leader in the real estate development, construction, and multifamily renovation space across the Eastern United States. As CEO, Chris is responsible for the firm's strategy, organizational structure, and construction operations. Chris blends years of experience and creativity to enhance the design and value engineering process, and provides a steady hand to ensure the firm consistently executes on its commitments. He is regularly involved in the review of construction design and scheduling details for major projects. Dave Powers, President Dave Powers began his career with CRG as the Chief Financial Officer and served in that role for seven years before transitioning to President. As President, Dave is responsible for the oversight of CRG's real estate development operations, asset management and capital markets activities, as well as CRG's corporate operations. Prior to joining the CRG team, Dave was Vice President of Finance for PulteGroup Inc., a national, publicly -traded homebuilder. Dave earned his bachelor's degree in Finance from Miami University and his MBA from Indiana University's Kelley School of Business. Andrew Browning, Chief Finanacial Officer Andrew Browning comes to CRG from Renu Management where he was responsible for all accounting and financial reporting activities for a portfolio of over 7,500 single-family rental properties. Before his tenure at Renu, Browning spent seven years at Katz Sapper Miller in various roles with the firm. In his new position at CRG, Andrew will lead the day-to-day accounting and finance functions, administration, risk management, taxation, and compliance. Browning earned his bachelor's degree from Indiana University and is a certified public accountant. ■ C3M RESIDENTIAL Project Team Tim Roberts, Director of Preconstruction Tim Roberts oversees the Pre -Construction division at CRG Residential, focusing on planning, drawing, and budgeting for new multifamily developments, both garden style and mixed -used. Prior to joining CRG Residential, Tim was responsible for over 1.5 billons dollars' worth of new construction in the Indianapolis region. Matt Stump, Vice President of Construction Matt Stump heads the New Construction division at CRG Residential, using his vast experience in design, value engineering, procurement, bidding, and execution to oversee projects from start to finish. Matt has been recognized for securing clients due to his decades of industry and project cycle expertise. Matt additionally has a background in commercial projects, aiding in the mixed - use development projects he now manages. Joe Langebartels, Vice President of Construction Joe Langebartels oversees the construction projects at CRG Residential. With decades of experience, he uses his expertise to manage new construction, rehabilitation, and historic renovation of multifamily communities. Joe joined CRG Residential in 2000 as a Project Manager and has since successfully completed hundreds of millions of dollars' worth of construction projects for the organization. CRG uses Building Connected as its primary bidding software. This program affords the best opportunity for outreach to both local subcontractors and MBE and WBE certified contractors. Building Connected allows CRG to search for contractors in South Bend and the surrounding area and send bid invites to them. CRG has over 8 years of experience working with South Bend -Mishawaka -Granger subcontractors and will lean on these relationships for this project. CRG has a standardized pre -qualification folder that every subcontractor is required to fill out. This form asks for project history, insurance capabilities, bonding capacity, safety record and references among other items. As a CM for the project CRG will ensure that all subcontractors comply with the E- Verify requirements. CRG will manage the bidding process through Building Connected which allows for confidential submission of bids only viewable by CRG. It also produces a report of good -faith efforts in outreach to local, MBE and WBE certified contractors. CRG will not self -perform any of the work associated with this RFP. The team at CRG has over 30 years of experience in building structured parking and the best practices to ensure that those structures are built in a cost-effective and sustainable manner. CRG will bring this wealth of knowledge to the design process and assist the design team in making cost-effective and sustainable choices. CRG proposes to deliver the project using a cost-plus with Guaranteed Maximum Price (GMP) contract. The benefits of this delivery method are cost certainty and budget protection to the City/Owner, which allows for better predictability and appropriate sharing of risk. CRG will work closely with the City/Owner to carefully review the design of the project to ensure an accurate, fair, and achievable budget is created to establish the GMP. Once design is complete, CRG anticipates the time required to collect formal bids from subcontractors and to establish the GMP is 4S days. Concurrently with this process, CRG will work with the City/Owner to negotiate the GMP contract. CRG anticipates this process can be completed in 30 days. As part of CRG's commitment to clear communication and reporting, it will provide monthly progress updates and will work with the City/Owner to understand its expectations as to format and content. Internally, CRG leverages best -in -class technology tools, such as Procore, for all daily reporting, contract commitments, billings and change order tracking. CRG will have monthly Owner -Architect - Contractor meetings that includes status updates, project reporting, and schedule updates. ■ RESIDENTIAL MBE & WBE Experience Considering this project has goals for MBE (minority), WBE (women), VBE (veteran), DOBE (disability -owned), or Work Force Diversity Goals, it should be understood that CRG has experience with both local and state agencies that assist with outreach and engagement of this community. CRG has several projects in which it has met or exceeded these goals, including Post House in Evansville IN, Saint Lucas Lofts and Passage Apartments in Indianapolis. On the two Indianapolis projects CRG worked closely with Joe Lee the Contract Compliance Officer with the City of Indianapolis - Office of Minority and Women Business Development to ensure that all MBE and WBE goals were acheived. Price Proposal and Project Cost CRG will provide pre -construction services for the City/Owner with respect to the project for a fee of 0.5% of the cost of the work. "Pre -construction services" shall include the following: • Prepare preliminary estimates of the work as information becomes available (but not more than once based on schematic drawings, not more than once based on design drawings, and a final estimate upon completion of 100% construction drawings). At each stage, the master budget will be revised and updated accordingly. • Provide value engineering input by reviewing conceptual and working drawings during their preparation focusing on construction means and methods. • Provide cost analyses of design options and make recommendations for alternatives to be included in bid packages. • Evaluate market conditions and schedule bid calls to obtain the most competitive prices that are commensurate with overall project scheduling and the City/Owner's project goals. • Prepare a preliminary schedule following initial review of the project documents available as of the effective date of a formal agreement between CRG and the City/Owner, which schedule will contain activities integrating obligations of the entire construction team to include bidding and a detailed monthly activity schedule for construction duration. • Provide value engineering analysis based on schematic drawings and 100% design drawings stages, with such value engineering analysis to include presenting the City/Owner with options and creating alternates for final bid documents. • Assist the City/Owner with analysis of materials being used in the local market and determining cost impact. '000■ CM RESIDENTIAL Price Proposal and Project Cost • Constructability reviews to be completed in concert with operational plans as fo I I ows: o CRG will check the documents for completeness and coordination and make recommendations to the City/Owner. o Constructability reviews shall occur approximately at completion of schematic design, design development and at approximately 50% construction documents. o Additional time may need to be added to the project schedule depending on the status of the completeness of documents. • Cost control management, including preparing and evaluating a cost estimate and evaluating the estimate against the original construction budget and recommending, if necessary, the appropriate action to correct and/or avoid potential cost overruns. • Bid phase services, including finalizing all the subcontractor bid packages, developing the bidding schedule, completing prequalification of potential bidders, and arrange and conducting pre -bid meetings for bidding contractors. CRG will provide Construction Manager as Constructor (CMc) services for the City/Owner with respect to the project for a fee of 4.5% of the cost of the work. While cost overruns and delays are not part of most projects that CRG manages, should either unexpectedly occur, CRG will do its best to communicate as clearly and timely as possible the impact of each to all stakeholders. In past projects that are similar in scope to this RFP, CRG has implemented a shared savings clause to reward the contractor if the project is delivered below budget and to the satisfaction of the City/Owner. CRG will work collaboratively with the City/Owner during contract negotiations to determine if a shared savings clause is appropriate for this project. CRG includes 5% of cost of work (including general conditions) as the contractor contingency within the project budget. The contractor contingency is for CRG's exclusive use to cover costs, expenses, damages incurred by CRG in its performance of the work and is not to be used to cover changes in scope, design errors, or other items that CRG would be entitled to an City/Owner change order.
