Contractor shall require his/her/its subcontractors performing work under this public contract to certify that the subcontractors do not knowingly employ or contract with an unauthorized alien, nor retain any employee or contract with a person that the subcontractor subsequently learns is an unauthorized alien, and that the subcontractor has enrolled in and is participating in the E-Verify Program. The Contractor agrees to maintain this certification throughout the term of the contract with the City of South Bend, and understands that the City may terminate the contract for default if the Contractor fails to cure a breach of this provision no later than thirty (30) days after being notified by the City. 6. Persons, firms, partnerships, corporations, associations, or joint venturers awarded a contract by the City of South Bend through its agencies, boards, or commissions shall not discriminate against any employee or applicant for employment in the performance of a City contract with respect to hire, tenure, terms, conditions, or privileges of employment, or any matter directly or indirectly related to employment because of race, sex, religion, color, national origin, ancestry, age, gender expression, gender identity, sexual orientation or disability that does not affect that person's ability to perform the work. In awarding contracts for the purchase of work, labor, services, supplies, equipment, materials, or any combination of the foregoing including, but not limited to, public works contracts awarded under public bidding laws or other contracts in which public bids are not required by law, the City, its agencies, boards, or commissions will consider the Contractor's good faith efforts to obtain participation by those subcontractors certified by the State of Indiana as a Minority Business ("MBE") or as a Women's Business Enterprise ("WBE") as a factor in determining the lowest, responsible, responsive bidder. VI � 4SpUTH 8��d r� SCOPE OF WORK CITY OF SOUTH BEND x x 1865 PROJECT NAME: 2024 Electric Vehicle Supply Equipment (EVSE) Installation PROJECT NO. 124-052 QUOTES DUE December 10, 2024, by 9:OOAM Local Time — electronic quotes should be submitted to bpwbids@southbendin.gov PROJECT DESCRIPTION The Project includes the furnishing of all equipment, material, insurance, and labor for the installation of eight (8) public electric vehicle charging stations, hereafter referred to as Electric Vehicle Supply Equipment (EVSE) within the City of South Bend, IN at two (2) parks locations: four (4) located at Boland Park and four (4) located at Veterans' Memorial Park. Each park will have two (2) pedestals each with two (2) chargers mounted thereupon. The installation of a concrete base around the ADA-accessible charger at Boland Park and Pinhook Park will also be required. The hardware installed at these locations will be Flo CoRe+ and shall be pedestal mounted as indicated in the scope of work. Both the ESVE unit and pedestal mount will be provided by the City. PREVAILING SPECIFICATIONS AND CONSTRUCTION STANDARDS AND SPECIFICATIONS A. The City of South Bend's PREVAILING SPECIFICATIONS, most recent version, and CONSTRUCTION STANDARDS AND SPECIFICATIONS, most recent version, are to be used on this Project. B. Each Quote provider is specifically instructed to become completely familiar with the most recent version of the PREVAILING SPECIFICATIONS and the CONSTRUCTION STANDARDS AND SPECIFICATIONS prior to submitting a quote. C. Wherever the PREVAILING SPECIFICATIONS refer to "State Specifications," it shall mean the 2024 INDOT Standard Specifications for the letting effective after September 1, 2023. D. These SPECIAL PROVISIONS will list only "Additions" or "Deletions" to the PREVAILING SPECIFICATIONS and are to be used only in conjunction with the PREVAILING SPECIFICATIONS. E. Materials and properties purchased under contract with the Owner that becomes a permanent part of the structure or facilities constructed are not subject to the Indiana Gross Retail Tax (Sales Tax). The exemption number will be furnished to the Contractor upon award. VII. INDEMNIFICATION A. Prevailing Specifications: None B. Additions 1. Contractor agrees to indemnify, defend and hold harmless the City of South Bend, its agents, officers and employees, from all costs, losses, claims and suits, including court costs, attorney fees, and other expenses, arising from or out of the negligent performance of this Contract by Contractor, or because of arising out of any defect in the goods, materials or equipment supplied by the Quote provider. Vill. INSURANCE A. Prevailing Specifications: 2024, INDOT Standard Specifications Section 103 B. Additions: All Contractors and subcontractors doing business with the City of South Bend shall present a Certificate of Insurance showing coverage in the following minimum amount: a. General Liability: Premises -Completed Operations or Products, Bodily Injury and Property Damage Combined Single Limit - $5,000,000. b. There shall be no exclusion for explosion, collapse or underground hazard. c. Workmen's Compensation: Statutory State of Indiana Employer's Liability - $100,000. d. Auto Liability: Bodily Injury and Property Damage Combined Single limit - $1,000,000. e. The City of South Bend shall be named as additional insured on the Certificate of Insurance. IX. CONTROL OF WORK A. Prevailing Specifications: 2024, INDOT Standard Specifications Section 105 B. Additions: 1. The complete responsibility for this project lies with the Director of Public Works of the City of South Bend, Indiana acting through his authorized representatives. 2. Construction Engineering - The Contractor shall provide all the necessary, qualified personnel, equipment and supplies to perform all work required under this item. There will be no direct payment for this item. 3. The Contractor is responsible to maintain the site which includes but is not limited to; dust control, site security, erosion control, and protecting adjacent properties. 4. Work hours for the Project shall be from 7:00 a.m. through 6:00 p.m., Monday through Friday. No work shall be permitted on weekends, Holidays, or after hours unless approved by the City of South Bend Department of Public Works. X. LEGAL RELATIONS A. Prevailing Specifications: 2024, INDOT Standard Specifications Section 107 B. Additions: 1. The Owner, where mentioned in these documents, is the City of South Bend. The Engineer, mentioned in these documents, is City of South Bend, Public Works and Utilities. 2. The Contractor shall apply for and obtain any and all required permits for the work from local, state, and federal agencies and shall comply with permit requirements, including the St. Joseph County / City of South Bend Building Department. If the Contractor awarded this contract is not a resident of Indiana, within thirty days, the Contractor shall provide the Owner with proof that the Contractor is duly licensed, qualified and registered with the Secretary of State of Indiana to engage in business within the State of Indiana. 4. The Contractor shall comply with all provisions of Indiana Code 5-16-13, as amended. The Owner reserves the right to immediately terminate the public work project awarded should the Contractor be found to be in violation of any provision of Indiana Code 5-16-13 and such violation shall result in the forfeiture of Contractor's performance bond to the Owner. 5. An awarded contract may be amended only by separate writing, signed by authorized representatives of both the Contractor and the City. An awarded contract will be construed and interpreted according to the laws of the State of Indiana without regard to conflicts of laws statutes. Any dispute arising under the terms of the awarded contract shall be filed in any court of competent jurisdiction in St. Joseph County, Indiana. XI. PROSECUTION AND PROGRESS A. Prevailing Specifications: 2024, INDOT Standard Specifications Sec. 108 B. Additions: 1. The Project will have a completion date of June 30, 2025. The Contract Time will start when the Notice to Proceed is delivered and signed. 2. The City, Engineer, and Contractor will hold a pre -construction meeting following award of the contract. The date of the Notice to Proceed will be agreed at that meeting. 3. Contractor shall provide a schedule to the Owner prior to beginning any work on the site. 4. The Contractor shall utilize the City of South Bend selected project management software for reporting of all activities related to the contracted work. XII. CHANGE OF CONTRACT TIME A. Prevailing Specifications: 2024, INDOT Standard Specifications Section 108 B. Additions 1. The Contract Time may only be changed by Change Order. Any Claim for an extension in the Contract Time shall be based on written notice delivered to the Department of Public Works within seven (7) calendar days of the occurrence of the event giving rise to the claim. Notice of the extent of the claim with supporting data shall be delivered within fourteen (14) calendar days after such occurrence unless an official of the Public Works Department allows an additional period of time to ascertain more accurate data. The Contract Time will be extended in an amount equal to time lost to delays beyond the control of the Contractor if a claim is made in accordance with this provision. Such delays shall include acts of neglect by the Public Works employees, or to fires, flood, labor disputes, epidemics, abnormal weather conditions, governmental procedures, or acts of God. 2. Unless otherwise provided, the Contract time is based upon normal weather conditions. An extension is granted for weather conditions significantly more severe than normal if the Contractor demonstrates to the satisfaction of the City that the delay in the progress of the work was due to such weather. The basis to define normal weather with be the data compiled by the United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA). 3. No extension of time will be granted if the Contractor, by his/her/its own action or inaction, including fault or negligence of Contractor's subcontractors, caused the delay, or for which any remedies are provided under any other provision of this Agreement. 4. The grant of an extension of time under this Section in no way constitutes a waiver by the City of any rights or remedies existing under this contract at law or in equity. XIII. DEFAULT AND TERMINATION A. Prevailing Specifications: 2024, INDOT Standard Specifications Section 108 B. Additions: 1. Events of Default shall include Contractor's failure to perform any of its obligations under this contract including failure to commence work at the time specified, failure to perform the work in Version 3/15/2024 Page - 3 Public Works Quote accordance with these specifications, unauthorized discontinuation of the work, failure to carry out the work in a manner acceptable to the City, failure to observe Federal, State, or local laws or regulations, and failure to comply with any other term of this contract. If an Event of Default occurs, the City shall provide Contractor written notice and may permit Contractor ten (10) calendar days after the date of the notice to cure the default. If the default is not cured within the ten (10) day cure period, the City may at any time thereafter terminate this contract in which case the termination shall be final and effective. Upon an Event of Default, the City may invoke the following remedies in addition to those remedies provided under separate provisions of this contract, the right of set-off against any payments due or to become due to the Contractor against the retainage, the right to take over and complete the Work. If the City notifies Contractor that City is invoking its right to complete the Work, all rights that the Contractor has in order under Contractor's subcontracts are assigned to the City, subject to the City's right to take assignment of all or only selected subcontracts at the City's discretion. The sole obligation accepted by the City under such subcontracts is to pay for Work satisfactorily performed after the date of the assignment. In the event a conditional assignment has not been executed, the Contractor shall execute or cause to be executed any assignment, agreement, or other document that may be necessary in the sole opinion of legal counsel to the City's Board of Public Works to evidence compliance with this provision. The Contractor shall promptly deliver such documents upon the City's request. In the case of such assignment, unless otherwise agreed in writing, The Contractor remains liability to subcontractors for any payment already involved, and for any claim, suit or cause of action based upon or resulting from any error, omission, negligence or other breach of contract by the Contractor, its officers, employees, or agents arising prior to the date of assignment to the City. XIV. LIQUIDATED DAMAGES A. Prevailing Specifications: 2024, INDOT Standard Specifications Section 108 B. Additions: The Contractor shall proceed with the work at such rate of progress to insure full completion within the Contract Time. It is expressly understood and agreed, by and between the Contractor and the Owner, that the Contract Time for completion of the work described herein is a reasonable time, taking into consideration the average climatic and economic conditions and other factors prevailing in the locality of the work, and excludes the time for unavoidable delays which were beyond the control and without the fault of the Contractor. If the Contractor shall fail to complete the work within the Contract Time, or extension of time granted by the Owner, then the Contractor will pay to the Owner the amount for liquidated damages a sum of five hundred dollars ($500.00) for each calendar day that the Contractor shall remain in default after the time of completion stipulated in the Contract Documents. The Contractor shall not be charged with liquidated damages or any excess cost when the delay in completion of the work is due to the following and the Contractor has promptly given written notice of such delay to the Owner and Engineer/Architect. a. To any preference, priority, or allocation order duly issued by the Owner. b. To unforeseeable causes beyond the control and without the fault or negligence of the Contractor, including but not restricted to acts of God, acts of public enemy, acts of the Owner, acts of another Contractor in the performance of a Contract with the Owner, fires, floods, epidemics, quarantine restrictions, strikes, freight embargoes, and abnormal and unforeseeable weather. XV. RETAINAGE AND FINAL PAYMENT A. Prevailing Specifications: 2024, INDOT Standard Specifications Section 109 B. Additions: 1. Payments will be made every thirty (30) calendar days 2. Consistent with provisions of IC 36-1-12-14, the Board of Public Works shall retain a percentage of payments throughout the duration of the project. 3. All parts and labor meet requirements stated in the specifications. b. Provide copies of test reports or cut sheets on all materials supplied. c. Provide As -Built drawings in accordance with the City of South Bend Prevailing Specifications for Public Works. d. One (1) copy of the City of South Bend Completion Affidavit and one (1) copy of a Final Waiver of Lien. XVI. WARRANTY A. Prevailing Specifications: None B. Additions 1. Prevailing Specifications: None B. Additions: 1. The Contractor shall verify the locations of all utilities by contacting Indiana811 by calling 811 (in Indiana) or 1-800-382-5544 (outside of Indiana), or via www.indiana8ll.org, at least two (2) working days, not counting Saturdays, Sundays or federal and state holidays before proceeding with construction. It shall also be the Contractor's responsibility to contact any other utility that is not contacted by Indiana811 and verify the utility locations. 2. The Contractor shall be responsible for working with the other utilities, i.e., gas electric, telephone, etc. in order to assure that all utilities that need to be replaced or relocated can be done with a minimum disturbance to service. The Contractor shall also be responsible for coordinating schedules with the various utilities such that they can proceed with their relocation work as efficiently as possible. 3. If the odor of natural gas is detected in a work area at any time during the course of work, the Contractor shall immediately notify NIPSCO at 1-800-634-3524. The Contractor shall also immediately notify the residents of adjacent properties. The Contractor shall advise the residents to evacuate their homes immediately if the odor is present within the dwelling. 4. Restoration of sprinkler systems damaged by the Contractor's operations shall be repaired by the Contractor at no additional cost to the City or the Owner of the system. XVIII. MAINTENANCE OF TRAFFIC A. Prevailing Specifications: 2024, INDOT Standard Specifications Sections 105 & 801 B. Additions: 1. Maintenance of traffic during construction shall conform to the "Indiana Manual on Uniform Traffic Control Devices" and the City of South Bend Design and Construction Standards. 2. The attached "Traffic Closure Request" form is to be used for any lane restrictions or closures and required to be filled out and sent to the Department of Public Works 3. The Contractor shall arrange and prosecute the work specified for this contract in such a manner that traffic on existing streets is unrestricted throughout the Project. The Engineer shall approve the method of traffic control. No construction equipment, vehicles, materials, supplies or temporary facilities shall be left unattended in the right-of-way of any street or left parked overnight without proper marking and lighting. 4. After the award of the contract and before beginning the work, the Contractor shall submit his/her/its proposed schedule of operations for the review of the Engineer. The schedule of operations as reviewed by the Engineer shall be maintained at all times. Version 3/15/2024 Page - 5 Public Works Quote 5. There will be no direct payment for this work. XIX. APPRENTICESHIPS A. Prevailing Specifications: None B. Additions: 1. Whether a quoter offers access to a registered apprenticeship or training program applicable to the work to be performed on this project will be taken into consideration in determining whether the quoter is responsive and responsible. A Contractor may demonstrate participation through an apprenticeship program that is registered with the US Department of Labor or with the State of Indiana in accordance with 26 U.S.C. 3131(e)(3)(B). XX. PAYROLL RECORDS A. Prevailing Specifications: None B. Additions: 1. Contractor understands that the City intends to apply for elective payment of the Alternative Fuel Vehicle Refueling Property Credit available under Section 30C of the Internal Revenue Code of 1986, as amended, (the "30C Credit") with respect to the charging stations that will be installed. In order to receive this credit, the City must be able to demonstrate that it has complied with the applicable Prevailing Wage and Apprenticeship requirements set forth in I.R.C. Section 30C(g) (the "PWA Requirements"). Contractor agrees that it, and its Subcontractors, will at all times comply with the PWA Requirements, and any applicable Treasury Regulations, and that Contractor will be liable to the City for any reduction in the City's available Section 30C Credit attributable to Contractor's or its Subcontractors' failure to meet the PWA Requirements, including any penalties or interest assessed against the City by Treasury or the IRS for a failure to meet the applicable PWA requirements. 2. The Contractor further agrees to provide the City with such payroll records as the City reasonably deems necessary to substantiate that Contractor and any Subcontractors have met the applicable PWA Requirements. 3. Contractor shall indemnify, defend and hold harmless the City and its officers, employees and agents, from and against any and all losses, costs (including, but not limited to, litigation and settlement costs and counsel fees and expenses), claims, suits, actions, damages, liability and expenses, occasioned wholly or in part by contractor's act or omission or negligence or fault or the act or omission or negligence or fault of contractor's agents, Subcontractors, independent contractors, suppliers, employees or servants in connection with this Contract, including, but not limited to, those in connection with loss of life, bodily injury, personal injury, damage to property, contamination or adverse effects on the environment, intentional acts, failure to pay any Subcontractors and suppliers, any breach of this Contract, loss of data, data security breach, tax penalties associated with PWA or other requirements, and any infringement or violation of any proprietary right (including, but not limited to, patent, copyright, trademark, service mark and trade secret). 4. The Contractor shall preserve and protect all surrounding property, structures, tenants, visitors and their property from damage caused by the Contractor's operations. XXIL ELECTRIC VEHICLE SUPPLY EQUIPMENT (EVSE) A. Prevailing Specifications: None B. Additions: 1. Work to be performed shall include all necessary equipment, hardware, insurance, and appurtenances at each location. Payment will include all materials and workmanship. 2. Securing the proper permits from St. Joseph County / City of South Bend Building Department. The work requires that the contractor or electrician accomplish the installation of the EV charging stations. 3. Site preparation (utility infrastructure, boring/trenching, asphalt or concrete removal/repair, etc.). 4. Furnish all labor and materials necessary to install and bring into service the EVSE. 5. The EVSE unit to be installed will be a Flo CoRe+ and will be provided by the City. 6. Pedestals will also be supplied by the City. 7. Installation shall be performed so the plug is located on each side of the pedestal facing each prospective parking spot. 8. Completing installation and related safety protocols of EVSE. 9. The Contractor should avoid power sharing configuration such that each port can supply 6 kW simultaneously, unless required by Indiana Michigan Power and written consent from the City. 10. Commissioning/Testing of new EVSE to ensure proper installation and operational settings. 11. Installation shall be in accordance with the User Manual instructions included in Attachment 2. 12. The Contractor shall be responsible for all necessary coordination with the power company for the proposed service point as indicated and intended on the drawings. 13. If applicable, the Contractor shall furnish and install a new, current standard Tesco Cabinet service point, compatible with the EVSE units, to provide fully functional operation of the new service point to the acceptance of the City. 14. Coordinate with Indiana Michigan Power to select the appropriate tariff for new meters, if any. 15. If applicable, complete application for Indiana Michigan Power's IM Plugged In Program to secure available incentives. 16. Electrical Vehicle Infrastructure Training Program (EVITP) certification is preferred but not required. 17. Boland Park and Veterans Memorial Park both have an existing 120/240 VAC electrical cabinet. 18. The placement of the Communication Gateway will need to be placed in accordance with the installation instructions and may be placed on an existing pole or cabinet if available. If needed, the Communication Gateway may need to be installed on its own post. The contractor will need to supply the materials needed to install the gateway. 19. Where curbing is shown on the back sides of sidewalks and curb ramps, with or without reinforcing steel, shall be included in the cost per square yard of the sidewalk and curb ramp. 2. The Contractor shall minimize the area of disturbances not included in the plans. All areas disturbed within the right of way that are not paved shall receive Kentucky Bluegrass seeding or an approved mixture of Kentucky Bluegrass. The contractor is responsible for watering for thirty (30) days after placement of the seed. Removal of existing sidewalks, curb ramps and detectable warning surfaces shall include the removal of all sidewalk, curb, curb ramps, detectable warning surface, grass, subgrade, and any other materials within the areas designated for new sidewalk and curb ramps in the plans. This removal shall be incidental to the cost of installation. 4. Removal of parking bumpers, if applicable, will not be paid directly but shall be included in the cost of the concrete sidewalk. 5. Precise removal limits shall be coordinated with the City. The cost of hauling of materials offsite shall not be paid for separately but included in the cost of Concrete Sidewalk and Curb Ramp construction. 6. Concrete or other items outside the removal limits damaged by the Contractor or any subcontractors during the removal process will be repaired or replaced to the satisfaction of the Engineer at no additional cost. 7. Saw cuts required for removal shall not be paid for separately but included in the cost of the Concrete Sidewalk installation. 8. Payment shall be made at the Unit Price as specified in the proposal as follows: SIDEWALK. CONCRETE. 4 in. SYD XXIV. PAVEMENT MARKINGS, SIGNAGE, AND CONCRETE BOLLARDS A. Prevailing Specifications: 2022, INDOT Standard Specification Section 808 City of South Bend Construction Standards and Specifications Section 6-5 B. Additions 1. Work to be performed shall include furnishing all labor, services, materials, insurance and equipment to apply pavement markings as shown in the plans. 2. The 4" green parking space markings shall be traffic paint and the EVSE pavement symbol shall be thermoplastic as specified in section 6-5 of the City of South Bend's Construction Standards and Specification. The EVSE Pavement Marking Symbol should be a 48" square. 3. Thermoplastic markings shall be applied in molten form by conventional extrusion when the pavement and ambient air temperature are minimum of 50 degrees Fahrenheit and rising, or by ribbon type extrusion or spray when the pavement and ambient air temperatures are a minimum of 50 degrees Fahrenheit and rising. Heat bonded preformed thermoplastic may be used for transverse or message markings. 4. The material shall be warranted to retain its color and adherence to the pavement for 180 days from substantial completion. 5. All pavement markings shall be in accordance with the Indiana MUTCD. 6. Longitudinal and transverse pavement markings will be measured by the linear foot of each type, color, and thickness properly installed. 7. Pavement markings will be paid at the contract unit price. 8. Signage to be provided by the City. Contractor to acquire posts and hardware for signage installation. 9. Bollards shall be a 5' long, 5" diameter steel pipe. The bollard will have 3' exposed and 2' buried in concrete, and the pipe will be filled with concrete. The bollard shall be painted to match the striping color. 10. The conversion of the existing parking spaces to the electric vehicle parking spaces as schematically designed in Attachment 1 will require some of the existing lines to be ground off. Remark: Make sure to position the Cable management system's cable clamp on the correct side, that is on the right or the left, according to where the charging station is located. 3. Secure the column by installing the screw and bolt in the lower wall mount bracket thought the pre drilled holes with a ratchet wrench and an axel nut socket (the security screw that was used for holding the counterweight). 4. Install the top bracket and the rectangular spacing shim while inserting the column between the parts. Once you ensure that the bracket is flush with the plate and assembly is level, secure it with the appropriate screws (according to wall type). 5. Verify the column's angle with a level. 6. INSTALLATION ON PRE -INSTALLED CHARGING STATIONS 1. Remove both charging stations from the pedestal so that you can install the new side -by -side charging station mount brackets and the two Cable management systems. 2. Remove the wiring as you will need to hook the charging stations to new wires. 3. Then, prepare installation material for the side -by -side charging station mount brackets and Cable management systems, and follow the instructions that are indicated below. 4. Reinstall the charging station on the new brackets. Allow 10" (30 cm) of additional electrical wiring to connect the new charging station to the installation. Side -to -side charging station supports and cable managements installation 1. Assemble the flexible tube. 2. Remove the plate giving you access to the electric wires at the bottom of the pedestal and allow 30 cm (10 in) of extra wiring so to connect the charging station once the flexible tube has been installed. 3. Screw the end of the flexible tube to the charging station mount bracket, on the pedestal side. 4. Pass wires through the flexible tube. 5. Screw the first charging station mount bracket to the pedestal* using the holes provided for this purpose with the included screws, that is, the holes that were used to secure the charging stations that were installed back-to- back previously. Place the column of the Cable management system inside the charging station mount bracket, place tightly in the corner. Recommendation : To position the column, when you stand in front of the charging station, make sure to place the output (cable clamp) of the Cable management system on the exterior side, and a gasket is inserted between the pedestal and the back cover. 7. Screw the bottom column of the Cable management system by placing the round spacing shim between the pedestal and the column, and tighten the screws solidly to secure the column. Install both column mount brackets starting with the 1st assembly (1 on illustration) then proceed installing the 2nd (2 on illustration). Remarks: Each column mount bracket has a slot to make its installation easier, which must be place on the front side of the bracket, in other words on the side where the charging station will be installed. Do not screws the bolts too tight when placing the brackets so you can move them easily and position them correctly. Once everything is well positioned, tighten the bolts. 10. Secure the back cover in the column mount brackets with the four screws. 11. Install the second column on the opposite side of the charging station by following the above steps 1 to 10. 12. Install or reinstall the charging stations. Refer to the CoRe+ MC Installation Guide if need be. 13. Proceed with the positioning of the cable clamp. Refer to page 15. 14. Install the poster panel. Introduction This guide presents the instructions for the physical installation of the communication gateway necessary for the physical installation and commissioning of FLO° charging stations. The communication gateway is used to connect the charging stations to the Charge Point Operator (CPO) backend. This backend network provides tools to monitor and control the connected charging stations. A gateway installation is required for all FLO networked charging stations except for those with integrated gateways. Refer to the corresponding product installation guide for more details. 2. Safety Carefully read these instructions before beginning the installation. Take the time to become familiar with all the parts and equipment involved before installing the charging stations, operating the charging stations, or performing maintenance on the communication gateway. IMPORTANT SECURITY INSTRUCTIONS — KEEP THESE INSTRUCTIONS FOR FUTURE REFERENCE All installation, commissioning, testing, and maintenance of charging stations and communication gateways must be done in accordance with the manufacturer's instructions, as well as all applicable local and national standards. • Use the appropriate individual protection equipment and follow the practical safety standards for electrical work. • Before starting, ensure the power is off on every power source connected to the charging station and its associated parts. • Follow the product's classification guidelines as defined in these instructions. NOTE: Follow the installation instructions to reduce the risk of severe injury and/or death. 4 3. Connectivity This section details information regarding the charging stations' connectivity and communication. 3.1. Communication Gateway A communication gateway is required to enable the connectivity between the charging stations and the CPO backend. The communication gateway is a device which operates independently from the charging stations. It must always be connected to the network, in accordance with the usage conditions and annexes of the Global Management Service (GMS) contract. Detailed information about the gateway specifications can be found on the Doi XBee data sheet. 3.2. Communication Protocols The gateway enables communication between the charging stations and the CPO backend using the following communication protocols: • Gateway and charging stations H Zigbee (IEEE 802.15.4) • Gateway and CPO backend H Cellular (HSPA+/LTE) or Ethernet (LAN) Communications between the gateway and charging stations are bidirectional. The Gateway can receive data and other signals from the charging stations, as well as send commands to control the charging stations. Communications between the Gateway and CPO backend usually uses a direct cellular communication. Site Communication Signa/section. 3.2.1. Zigbee Protocol The charging stations contain a wireless card which uses the ZigBee Pro/IEEE 802.15.4 physical communication layer for communications between the gateway and the charging 0 stations. The properties of the physical layer are hidden to maintain and secure the configuration and the commissioning of the network database. The ZigBee signal has the following characteristics: • A 2.4 GHz wireless physical layer with a data rate of 250 kb/s • An inexpensive installation • Easy implementation • Reliable data transfer • 48.7 m (160 ft) operation range • Very low energy consumption (Typically: 3.5 W, Maximum: 15 W, varies depending on the gateway model) 3.2.1.1. Zigbee Signal To optimize the Zigbee signal, it is important to consider obstructions and structures in the layout design. The objects in the communication gateway's line of sight may reduce the range of the Zigbee signal, thus affecting the communication between the gateway and the charging stations. Materials such as wood and concrete will limit the range to a few meters, whereas metal will completely block the signal. Junction Boxsection for more information). 3.2.1.2. Gateway Signal Range The Zigbee antennas used in the charging stations, and gateways have a maximum range of 48.7 m (160 ft). To maintain proper communication of all networked charging stations on site, all charging stations should be kept within range of another networked charging station. Obstructions such as walls, support columns, windows will decrease the signal strength, and must be considered in the gateway layout design. See the 3.2. 7.1Zigbee Signa/section for more information. Meshed Network The Zigbee protocol creates a local mesh communication network between all charging stations connected to the same communication gateway. The communication of signals from the CPO backend through the communication gateway to the charging stations follow the same data path. 9 3.2.1.4. Communication Gateway Selection This section details information regarding which type of communication gateway configuration to select as well as the right number of gateways to deploy for a given project. 4.1.1. Site Communication Signal The communication gateway must be selected based on the site location and configuration. The following questions help to identify the right communication gateway and communication protocols required: Is there good cellular NO signal on site? PowerSharing TM Gateways must be configured in PowerSharingTM mode for the charging stations to share the power. This option must be chosen at the time of ordering to ensure the correct communication gateway is delivered to you. Multiple gateways may be required depending on the answers to these questions: • Are the charging stations going to be in PowerSharing mode? • Can all charging stations using PowerSharing mode together, communicate with the same communication gateway? The charging stations sharing the power of the same electrical circuit in the PowerSharing configuration must be connected to the same communication gateway. Site Layout Information Communication gateway positioning is highly dependant on the site layout of charging stations. To ensure adequate connectivity for all charging stations on site and power supply for all communication gateways, the communication gateway positioning must be considered when designing the site layout. 5.1. Site Signal Strength 5.1.1. Cellular Signal Before starting the installation, the site must be surveyed to determine if the cellular signal strength is adequate according to the cellular network used. Large concrete structures such as underground parking garages or remote locations may have poor cellular signal strength. An adequate cellular signal strength is required for the gateway to work properly. A signal that is inadequate will negatively impact communication between the gateway and the CPO backend. The signal strength can be easily estimated using cell phones, using the following methods: • Android (preferred): The P/ayStorehas several applications, for example, G- NetTrack, for measuring cellular signal strength. It is also possible to look at the cellular signal strength in the About Phone parameters through the Sim card Status parameters. • iOS: Dial *3001 #12345#* from the phone to enter Field Test Mode. Cellular Signal Strength References The following table quantifies the quality of the signal based on the cellular signal strength in dBm. NOTE that all current FLO gateway models use 4G/LTE. 3G/HSPA+ is only used for legacy gateways. Inadequate Cellular Signal on Site If a site has an inadequate cellular signal, the communication gateway can be configured to work with an existing Internet service through a LAN connection made via Ethernet or both a master router and auxiliary communication gateways can be deployed onsite. If the site requires any of these configurations, the appropriately configured communication gateways must be selected at ordering and programmed for those purposes before leaving our installations. 5.2. Gateway Layout Options The charging stations' layout and configurations may impact the communication gateway layout. 15 5.2.1. Cellular Gateway Most outdoor and some indoor installations are likely to have a good cellular signal and little to no structures to block the communication signals. For these scenarios, a cellular communication gateway can be deployed. Ethernet (LAN) Gateway Some indoor installations might be more challenging, such as multi -level parking garages and underground parking lots. These structures often block the communication and cellular signals. Similarly, remote locations might have a weak cellular signal. For these scenarios, when an Internet router is accessible on site, an Ethernet (LAN) gateway can be deployed and connected to the building's Internet router via an Ethernet cable. An Ethernet (LAN) gateway must be installed to relay the communication. 17 NOTE: The building's Internet router must have enough ports available, and the network providing the Internet connectivity must allow the Ethernet gateway to be connected to it, including an appropriately set up firewall and IP address. In some cases, an Ethernet switch (customer supplied) rated for the operating environment and with adequate number of LAN ports is required. 5.2.3. Master Router / Auxiliary Gateways If the cellular signal is low or inexistent and there is no Internet router connectivity in underground structures, a master router combined with one or more auxiliary gateways may have to be installed. The master router should be placed in an area where a cellular signal is available and will transfer the data to the CPO backend. Its communication with the auxiliary gateways is done through an Ethernet cable. The communication between the charging stations and the auxiliary gateways is still done through Zigbee. A master router and an auxiliary gateway must be installed to relay the communication. NOTE: Only one auxiliary gateway can be connected to a master router. If more than one auxiliary gateway is needed, then an Ethernet switch (customer supplied) rated for the operating environment and with adequate number of LAN ports is required. Both the master router and auxiliary gateways only have one LAN port. NOTE: The master router can not communicate directly with charging stations. 19 6. Gateway Installation The communication gateway installation must be done by an engineer, a technician, or a qualified service agent. 6.1. Gateway Types FLO uses Digi gateways, which are robust programmable wireless solutions. 6.2. Gateway Electrical Installation We recommended installing the gateway on a separate power source from the charging stations. This ensures that the gateway will still communicate with other charging stations when a charging station is under maintenance. Each communication gateway requires a 120 VAC electrical outlet for its power supply to be plugged into. 6.3. Gateway Location The communication gateway must be installed with the recommended specifications: • Must be protected against the elements: o Requires the installation of an electrical junction box to protect the communication gateway. All installations require a junction box. See the 6.4. Junction Boxsection for more information. • Installed at a height of 8 to 12 feet (2.44 m to 3.66 m) above the ground, to be accessible for maintenance but inaccessible to the public. • Not installed on a charging station pedestal. • Installed with the recommended distances to keep a good communication signal, as mentioned in previous sections. 20 Below are some typical installations: _I 0 Installed on the ceiling Installed on a nearby pole Installed on the exterior or interior wall of a building 102 I�_I ,I �I O Charging station © Gateway 6.4. Junction Box 0 8'-12' All installations require the installation of the communication gateway inside an electrical junction box. 6.4.1. Specifications The junction box must have the following specifications: • NEMA 4 type compliant watertight PVC electrical box. • Large enough so that the gateway as well as the antenna is in the PVC electrical box. The recommended dimensions are: 12" x 12'' x 4" (30.5 cm x 30.5 cm x 10.2 cm) or larger. • Must be non-metallic. Metallic surfaces block the communication signals. • A 120 VAC electrical outlet must be installed in the junction box to power the gateway. NOTE: Use of a ground fault circuit interrupter outlet (GFCI) should be avoided unless required by local code (e.g., NEC 210.8(B)). 21 6.4.2. Installation Requirements The installation of the junction box and the gateway must follow these recommendations: • The installation should not impact the integrity and waterproof rating of the junction box. • The conduit to the junction box enters from the bottom. It should not enter from the top of the junction box. • The junction box must be mounted with the dedicated mounting holes. • Only non-metallic mounting plates should be used inside of the junction box. • The communication gateway must not rest at the bottom of the junction box and should be placed at least 25 mm (1") from the bottom of the junction box. • The communication gateway should be fixed securely in the junction box. It should not be resting on the bottom of the junction box. • The communication gateway should be mounted to leave adequate space to position the antennas. • The communication gateway antennas should be oriented so they are orthogonal to each other to ensure optimal coverage. ---------------------------------------- e° ..........................................FEW: : 22 6.4.3. Installation Procedure Follow the steps below to install the junction box and the communication gateway: 1. De -energize the main power supply. 2. Install the junction box at the best location on the site. Seethe 6.3. Gateway Locationsection to follow the best practices regarding gateway locations). 3. Pull the cables in the junction box. 4. Install a 120 V power outlet. 5. Insert the communication gateway inside the junction box and secure it in place. See the 6.3. GatewayLocationsection to follow the best practices regarding installation requirements. 6. Connect the power supply to the communication gateway and to the 120 V power outlet. 7. Connect the Ethernet cables in case of a master router / auxiliary gateway setup or if the gateway is connected to the building's Ethernet router. NOTE: It is essential to confirm the availability of the cellular signal before starting the installation. See the 5. 7. Site Signal strength section for more information. 6.5. Initial Startup The gateway is already configured to communicate with the backend server by cellular link or LAN as per information provided at ordering. No configuration is necessary onsite. It is essential though to validate that the communication gateway works properly. To do so, use the following procedure: 1. Make sure the gateway is properly connected. Validate that: a. The power supply and Ethernet cable (Optional) is properly connected. b. The flexible antenna is firmly screwed in the ZigBee port (Not applicable for Master router). c. The cellular pivoting antennas are firmly screwed into the corresponding ports. 2. Turn power on and validate that: a. The communication gateway is powered up. The green Power indicator light will turn on. 23 NOTE: The gateway start-up will automatically begin a few seconds later. 3. Validate that the green light indicators appear in the three to four following zones: a. Signal strength: • OFF: No (or a small amount of) cellular signal. • Continuously yellow - amber: Adequate strength of the signal for most of the applications - Fair. • Continuously green: Good cellular signal and optimal position of the communication gateway or master router. b. Network/Service. c. Xbee (Not applicable for the Master router) . d. Power. NOTE: If the signal strength LED indicator light is off, we recommend moving the device to a better location. A weak signal can lead to unstable connections or a disconnection. Contact FLO technical support for more recommendations. 7.
