Please note the attached link for the meeting recording: https://docs.southbendin.gov/W ebLink/browse.aspx?dbid=O&mediaid=388474 Persons in attendance included the following individuals representing the following entities: Rachel Tomas Morgan South Bend Common Council Matthew Neal City Clerk's Office James Luk City Clerk's Office Rob DeCleene Indiana University South Bend David Saleh Indiana University South Bend Adam DeBeck Holy Cross Gwen O'Brien Notre Dame Pam Claeys Neighborhood Resident Chief Carl Buchanon South Bend Fire Department Sergeant Jarveair Bourn South Bend Police Department Updates from Member Organization Representatives & Suggestions for Spring 2025 Discussion Topics Indiana University South Bend Overview Rob DeCleene, Vice Chancellor for University Relations at Indiana University South Bend (IUSB), shared recent updates. IUSB hosted three(3)finalists in their search for a new Chancellor, with the goal of introducing a new Chancellor in the fall of 2025. A farewell reception was also held for outgoing Chancellor Susan Elrod. IUSB held a "wall breaking" ceremony to celebrate the new Center for Innovation and Entrepreneurship,which aims to join the burgeoning entrepreneurial ecosystem in the South Bend- Elkhart region. The new center already has its founding director and aims to open in the fall of 1 2025.The building will be in the former bookstore at the center of campus and will have temporary storefronts for student business startups. David Saleh, Vice President of the IUSB Student Government Association, shared recent highlights. The Center for Understanding, Belong, and Experiences (CUBE) recently opened, which is a project student government has been involved in to help form a sense of belonging on campus. IUSB was also named one (1) of the most engaged campuses for college student voting in 2024 by the ALL IN Campus Democracy Challenge. American Democracy Project (ADP) interns like David himself helped in that effort by helping other students register to vote, understand deadlines and candidates. Rob DeCleene mentioned IUSB was one (1) of two hundred twenty-eight (228) campuses recognized by the ALL IN Campus Democracy Challenge and thanked David and all ADP interns for their efforts in addition to Dr. Elizabeth Bennion. Chair Tomas Morgan asked David Saleh to share more about himself since this was their first(1st) time meeting. David Saleh mentioned he is a senior studying communications looking to do a Master of Public Affairs also at IUSB. He is involved with the American Democracy Project and the Office of Communications at IUSB specifically leading the healthcare engaged alliance of Michiana project. Holy Cross Overview Adam DeBeck, Associate Vice President for College Relations at Holy Cross College, shared recent updates. Students delivered food baskets for Thanksgiving to forty (40) area families through St. Vincent de Paul Society. The college is hosting Santa and the Saints on December 11, 2024. Proceeds from the men's and women's basketball game will go to help student athletes purchase toys for the Toys for Tots fundraiser. The college also hosted its first (1st) voter registration dive on campus in recent years. Notre Dame Overview Gwen O'Brien, Director of Community Relations at the University of Notre Dame, updated attendees on recent developments. Fifty (50) people showed up to the Northeast Neighborhood Revitalization Organization (NNRO) meeting, the discussion included affordable housing, particularly on Turnock Street and Notre Dame's involvement in creating the state's first (1st) community land trust home opportunity. The trust owns the land that the homes are built on so individuals and families can just purchase the home itself as an improvement on the land and it's sold as a lease on the trust. Through city grants and other tools, a family was able to purchase a house that cost about two hundred thousand($290,000)dollars for ninety-five thousand($95,000) dollars from the trust. The University will also be hosting Philanthropy Day on December 9, 2024, when students will unveil the non-profit organizations, they have chosen to receive philanthropic funding. This year the potential organizations are Dismas House, Our Lady of the Road, Christ Child Society, Center for the Homeless, and Dustin's Place. Notre Dame also celebrated the opening of the Link Trail. The college football playoff game at Notre Dame is scheduled for either December 20, 2024, in which case it will be a night game, or December 21, 2024, in the afternoon, either at 12:00 pm or 3:30 pm. Walk the Walk Week has been scheduled to end on February 1,2025,where there will be a service day starting at 9:00 am to distribute supplies to agencies working with the homeless community. This year the organizations are Center for Homeless, Our Lady of the Road, St. Margret house, and Hope Ministries. 2 Chair Tomas Morgan clarified the dates for Walk the Walk Week. Gwen O'Brien stated that Walk the Walk Week will be from January 26, 2025, to February 1, 2025. Adam DeBeck added Holy Cross College and St Mary's College will be co-hosting an event inviting Danjuma Gibson to talk about his work at the intersection between leadership and self- care for Martin Luther King Day on January 14, 2025. Chair Tomas Morgan enquired about updates regarding the South Bend Tribune Building and the Holy Cross leadership for that project. Gwen O'Brien stated Notre Dame would occupy some of the space in the building, but the University wants to work with community organizations and partners to fill the space in that building. Adam DeBeck announced that Alex Hammel, the first Executive Director from Holy Cross, is leading efforts to gather community input on utilizing space. Hammel is currently developing a needs and services analysis, which will inform the creation of a community survey. Chair Tomas Morgan inquired about Alex Hammel's professional background. Adam DeBeck responded that Hammel previously worked as a manager for the Studebaker properties. Additionally, Hammel has collaborated with South Bend City Church, Purdue Polytechnic, and local charter high schools. Public Safety Officials Overview Fire Chief Carl Buchanon, based at 1222 South Michigan Street, South Bend, IN 46601, shared updates on recent and upcoming initiatives. The SBFD hosted a blood drive before Thanksgiving and will participate in the Toys for Tots event on December 7, 2024, at 6:30 a.m. The department is also collecting coats,hats,and gloves for the unhoused community and will serve as a designated drop-off site for these items. Chief Buchanon expressed gratitude to school representatives for their active engagement in the community and emphasized his commitment to maintaining open communication with students and faculty to promote safety. Sergeant Jarveair Bourn, located at 701 West Sample Street, South Bend, IN 46601, encouraged heightened community vigilance during busy shopping periods, urging residents to report suspicious activity. He highlighted the success of recent events, such as the Cops and Goblins gathering on October 29, 2024, which drew approximately eight thousand (8,000) attendees, and the Heroes and Helpers event in partnership with La Casa de Amistad, which ensured children received holiday gifts. The SBPD and Fraternal Order of Police (FOP) Lodge Thirty Six (36) recently reopened their officer recruitment program, receiving around six hundred (600) applications. The SBPD has several upcoming events to engage the community. The POW Program will take place on December 4,2024,at 210 Lincoln Way West at 6:00 p.m.On December 6, 2024, from 5:00 to 8:00 p.m., the department will host a free Cookies with Santa event at 701 West Sample Street.A Cops and Coffee session,providing a forum for open dialogue with officers, is scheduled for December 9, 2024,from 10:00 to 11:30 a.m. at 1013 Portage Avenue. Finally,the Monthly Crime Statistics Meeting will be held on December 11, 2024, at 6:30 p.m. at 701 West Sample Street. Neighborhood Representatives Pam Claeys, representing the River Park Neighborhood Association, announced a Christmas decorating contest and plans to apply for another IGNITE grant,with the previous one(1)funding vinyl photo wraps for signal boxes. She encouraged donations of empty ink cartridges and shared 3 excitement about meeting the new Chancellor of IUSB. Pam Claeys noted improvements in neighborhood facilities but raised concerns about public safety, referencing a recent carjacking. She proposed collaborating with campus administration to include neighborhood residents on campus safety alert systems. Common Council Updates Chair Tomas Morgan informed attendees that the final council meeting of the year is scheduled for December 9, 2024. The council will reconvene on January 6, 2025, for its organizational meeting, during which new leadership will be elected.
