Please note the attached link for the meeting recording: https://docs.southbendin.gov/WebLink/browse.aspx?dbid=0&mediaid=387198 Persons in attendance included the following individuals representing the following entities: Rachel Tomas Morgan South Bend Common Council Ophelia Gooden-Rodgers South Bend Common Council Matthew Neal City Clerk's Office Gwen O'Brien Notre Dame Pam Claeys Neighborhood Resident Rob DeCleene Indiana University South Bend Chloe Garner Indiana University South Bend Carl Buchanon South Bend Fire Department Updates from Member Organization Representatives& Suggestions for 2024-25 Discussion Topics Notre Dame Overview Gwen O'Brien, Director of Community Relations at the University of Notre Dame, updated attendees on recent developments. The Urban Trail from campus to LaSalle is now fully open, with a student government-hosted inaugural walk scheduled for November 7, 2024. Local leaders will speak at the event, and BFBM will host a dinner for organizers afterward. A spring ribbon- cutting ceremony is planned, with a press release on November 7, 2024, to announce the trail's name. Additionally, a "Turning a New Leaf' event for seniors to get assistance with raking leaves will take place on November 2, 2024. Pam Claeys inquired about the trail's location Gwen O'Brien explained it begins at Notre Dame Avenue and Angela Boulevard, extending down South Bend Avenue. 1 Chair Tomas Morgan noted the trail's safety for students, and O'Brien mentioned new lighting features for visibility. Indiana University South Bend Overview Rob DeCleene, Vice Chancellor for University Relations at Indiana University South Bend (IUSB), shared recent highlights. IUSB hosted the UEDA 2024 Summit from October 7-9, 2024, drawing nearly two hundred (200) attendees, and celebrated the inaugural class at the Ernestine M. Raclin School of Arts on October 15, 2024, followed by an athletics Hall of Fame event on October 19,2024. The Bruce Family Legacy Award was established to honor women's basketball coach Steve Bruce. The Center for Innovation and Entrepreneurship will break ground in November at the former bookstore site. DeCleene announced the retirement of the current Chancellor will be at the end of 2024,with a new chancellor to be appointed. He thanked Dr. Elizabeth Bennion for her work with the American Democracy Project and the school board candidate forum. Chair Tomas Morgan acknowledged Dr. Bennion's contributions. Pam Claeys asked about the chancellor selection timeline. Rob DeCleene mentioned that campus visits are planned but scheduling details are pending. Gwen O'Brien expressed gratitude for IUSB's community events. Rob DeCleene thanked Notre Dame for its involvement. Chloe Garner,President of the IUSB Student Government Association, announced that the student government will collaborate with the American Democracy Project (ADP). The philanthropy committee is organizing a tie blanket donation drive for St. Margaret's House. Additionally, they have partnered with the alumni office to promote the alumni food drive. Chair Tomas Morgan asked Chloe Garner if she believes student involvement in this year's election is greater than in previous years. Chloe Garner noted that recent events have been well attended, and she's excited to see students heading to the polls, reflecting a noticeable enthusiasm for the election. Chair Tomas Morgan emphasized the crucial role of student governments and the American Democracy Project in boosting voter turnout. Rob DeCleene added that IUSB will host a U.S. debate watch on October 29, 2024, along with watch parties for all debates. He mentioned an event called "Party to the Polls," which will help transport students to the voting locations. Chloe Garner announced that there will be a luncheon the day after the election to discuss the election results, which will be facilitated and moderated for open dialogue. Chair Tomas Morgan mentioned that the Cops and Goblins event is currently happening at the Century Center that might be why the public safety representatives might not be here. Public Safety Officials Overview Fire Chief Carl Buchanon, 1222 South Michigan Street, South Bend IN 46601, congFatulated IUSB for fostering a space for dialogue among campuses. He also encouraged universities to reach out if they need public education officers, emphasizing his commitment to ensuring that students feel safe in the community. The fire department is actively working to protect residents and plans 2 to organize another coat drive this winter, seeking volunteers as the season approaches. This initiative will be department-wide this year. Chair Tomas Morgan asked Chief Buchanon to share details about the opening of the new fire station. Chief Buchanon announced that Fire Station 8 opened on October 20, 2024, on Twyckenham Drive. He emphasized that this new station is a valuable addition to the South Bend Fire Department, enhancing inclusivity for all those who serve the community. Chief Buchanon clarified that our city and county operate as an EMS-based fire department, meaning they focus on providing emergency medical services to the community. With the increasing medical calls in recent years, they are working to implement a paramedic chase vehicle to provide advanced life support within the districts. Station 8 now accommodates a fire engine, paramedic chase vehicle, and ambulance. Additionally, the building has been designed with a residential feel to blend seamlessly with the surrounding neighborhood. Neighborhood Representatives Pam Claeys reported that communication between maintenance and the Riverpark West neighborhood has been improving. She expressed anticipation for the upcoming meetings with the chancellor candidates. A meeting with the IUSB representative is scheduled for October 7, 2024, at the Riverpark Library. Additionally, the neighborhood is working on an IGNITE grant and has utility boxes wrapped in Riverpark logos. Claeys also mentioned a Christmas light contest, with details to be discussed at the Riverpark Neighborhood Association meeting on November 14,2024, at the library. Common Council Updates Chair Tomas Morgan introduced the new city council members, starting with District 2 Councilmember Ophelia Gooden-Rodgers. Ophelia Gooden-Rodgers expressed her gratitude for the introduction and encouraged anyone in District 2 to reach out to her anytime they need assistance, noting her office is located on the 4th floor of the County-City building. Chair Tomas Morgan announced that the Common Council has signed and passed the 2025 City Budget. She noted that there are three full meetings remaining in 2024, and instead of meeting on November 26, 2024, the council will convene on December 3, 2024. She requested the clerks' office to save the date on calendars. Matthew Neal, Director of Policy with offices on the 4th floor of the County-City building,assured that he would send reminders to committee members regarding the date change.
