ORDINANCE NO. 715 -7 -23 AN ORDINANCE APPROPRIATING $93,500 FROM COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR THE PURPOSE OF COMPLETING AND EXPAND- ING CERTAIN CURRENT PROJECT ACTIVITIES, AND INITIATING A NEW PROJECT ACTIVITY. STATEMENT OF PURPOSE AND INTENT Certain program needs and changes have developed since the passage of the existing Community Development Block Grant Fund Ordin- ance. In each circumstance, the need or change was not anticipated at the passage of the existing Community Development Block Grant Fund Ordinance. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I. The sum of $93,500 is hereby appropriated for the program year starting July 7, 1982 from the Community Development Block Grant Fund. If the appropriations are approved, the 1981 U.L.O. balance will be $0, and 1982 U.L.O. balance will be $78,620. The East Bank Development activity requires $50,000 to complete activities scheduled through March 31, 1983. The primary activity will be the acquisition and relocation of South Bend Screw Products. Southold Heritage Foundation has recently received a grant from National Center on Urban Ethnic Affairs to perform neighborhood commercial revitalization activities. Our funds in the amount of $13,500 will supplement the NCUEA grant and are necessary to make the project viable. Since its inception in the 1975 CD program year, the South Bend Home Improvement Loan Program has been an asset to the community's housing rehabilitation program. It has operated through the Bureau of Housing and a five member consortium of local banks. We are requesting $30,000 to continue and expand this program to allow interested Savings and Loans to participate.
